Question 1: What is the correct address to send performance questionnaires?

Answer: Past performance questionnaires may be sent to:

Jessica Pasicznyk

Email: Jessica.Pasicznyk@gsa.gov

Fax: 303-844-2565

Address: GSA, 1961 Stout Street, 1st Floor, Denver, CO 80294

Len Wilson

Email: Len.Wilson@gsa.gov

Fax: 303-236-5328

Address: P.O. Box 25546, Building 41, Room 246, DFC, Denver, CO 80225 Question 2: Will GSA accept teaming agreements?

Answer: This project is a competitive 8(a) set-aside. As long as the primary company is an 8(a), GSA will accept teaming agreements. The following criteria must be met for the teaming arrangement to be considered:

A teaming arrangement may be an arrangement in which a potential prime contractor agrees with one or more companies to have them act as its subcontractors under a specified Government contract or acquisition program or it may be a JVA. The requirements under the limitation of subcontracting must be maintained. See FAR §§ 9.601 9.602, and 52.219-14, 48 CFR 9.601, 9.602 and

52.219-14. To maximize the number and type of procurement opportunities, 8(a) firms are allowed and encouraged to team with both 8(a) and non-8(a) firms.

However, the SBA is not normally involved with these arrangements, and the

SBA is not required to review or approve them.

A teaming arrangement may be a desirable business development tool. However, it may affect a participant's eligibility if it results in circumstances of actual or negative control, affiliation, or loss of small business status. Consequently, a proposed teaming agreement must be carefully evaluated to determine the relationship of the parties.

When reviewing an applicant’s bonding documents for completeness during the screening process, the CO will verify the following:

a. If the applicant concern is a construction firm, has it provided bonding information that includes its single-job and aggregate levels?

b. Offeror will be required to provide a letter of "bondability" on the Surety's letterhead, IAW FAR 28.202.

c. The CO must verify that no non-disadvantaged owner of the firm provides the firm with critical financing, bonding, or licensing support that directly or indirectly permits him or her to significantly influence the firm’s business decisions.

If these criteria are not met, the RFQ will be determined as non-responsive.

Question 3: Is it acceptable to provide a cover letter or a transmittal letter prior to the Cover Sheet? It clearly does not describe that one may be provided.

Answer: A cover sheet may be provided, but it will go against the page count.

Question 4: Please clarify if it would be acceptable for the Phase I technical submission to notify the 8a contractors Business Development Specialist in writing of the intention to enter into a joint venture agreement for this project and identify the joint venture team and arrangement in the Phase 1 Technical Submittal, but not have the joint venture agreement be submitted to the SBA before the submission of the Phase II Proposal Submittal.

Answer: The joint venture partnership is a requirement and must be approved by the SBA at the Request for Qualification phase. This is Phase I.

Question 5: Given the scope of this project, does the GSA prefer the Lead Designer to be an architect or engineer?

Answer: That is a decision that the offeror must make. Whatever the offeror decides will best meet the requirements of the RFQ.

Question 6: Under which Tab in the proposal should the SF330 go?

Answer: The SF330 is under a separate tab.

Question 7: Does the GSA keep previously submitted past performance questionnaires on file for use in evaluating this proposal?

Answer: No.

Question 8: Does the SF330 count towards the total proposal page limit?

Answer: Yes, it does
