Scope of Work January 31, 2017

1. Project Title: Galveston Courthouse and P.O. Elevator Modernization Project

2. Project Location: TX0081ZZ

601 Rosenberg Galveston, Texas

3. Building Location Hours: 7 – 4:30 M – F Majority of the construction will be performed during working hours.

4. Purpose: It has been determined that the two passenger elevators located in the

Galveston Federal Building/Courthouse in Galveston, Texas, are obsolete. The modernization of these vertical transportation systems is necessary in order to comply with existing elevator codes, and the associated American with Disabilities Act (ADA) and life safety requirements.

Work consists of, but is not limited to; the Modernization of two (2) existing traction passenger elevators. Provide new: Two geared traction passenger elevators, AC machines, solid state microprocessor controls, car frame, cabs, doors and entrances, and all associated to provide two (2) complete new elevators. All work performed under this contract shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards.

This building is listed in the National Register of Historic Places, and has a basement and seven floors. The tenants include the U.S. District Courts, U.S. Postal Service, Probation, Bankruptcy Court, Marshals Service and the US Attorneys.

The existing passenger elevators in the Galveston CH were installed in 1997. Recent elevator inspections by the General Services Administration have resulted in recommendations that these elevators all be modernized to meet updated safety requirements as listed above.

6. Notice to Proceed:

6.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.

6.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR (Contracting Officer Representative) and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees and the like.

7. Period of Performance: The period of performance shall begin upon issuance of the

Notice to Proceed (NTP) from the GSA Contracting Officer. The contractor shall order all necessary materials within 60 calendar days upon review and approval of any required submittals or a reasonably provided time, and shall begin the work within 15 calendar days. All work and shall be completed within 365 calendar days of issuance of the NTP.

8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to but not limited to: (See attached acquisition background and objectives SOW for details of scope).

9. Liquidated Damages: $250/day

10. Sustainability:

10.2 Waste Diversion: Fourteen days from Notice to Proceed, the Contractor shall submit to the Project Manager an updated Non-Hazardous Solid Waste Management Plan attachment 2: Waste Diversion Plan, to include (not limited to):

a) List of materials Contractor will reuse

b) List of materials the Contractor will donate and name and address of donation recipient.

c) List of materials the Contractor will recycle and the name and address of the recycler. If

Contractor receives recycling revenue, Contractor shall keep revenue and provide receipt for GSA for reference.

d) Name and location of solid waste landfill for non-diverted materials.
