Subject: Request for Proposal – Galveston Post Office/Courthouse Elevator Modernization, Galveston, TX

Dear Contractors:

The General Services Administration (GSA) is requesting you to submit a proposal to modernize the elevators in the Galveston Post Office and Courthouse, IAW the scope of work (SOW) at the Galveston Post Office and Courthouse, located at 601 Rosenberg Street, Galveston, Texas 77055.

Please see attached Statement of Work for complete requirements concerning this project.

The contract shall be completed within three-hundred and sixty-five (365) calendar days after issuance of notice to proceed.

Majority of the construction will be performed during working hours 7:00 a.m. to 4:30 p.m.

Liquidated Damages: $250.00 per day

Magnitude of the project will between $500,000 and $1,000,000.00.

Davis Bacon Wages Determination, General Decision Number: TX170298 dated 05/12/2017, under TX298 will be incorporated and made a part of any resultant task order.

Your proposal must include a breakdown of your pricing IAW the provided Bid Schedule/Proposal Form (Provided by PM, Montrell Harris). Please submit one (1) original and three copies with your proposal via electronically.

Your proposal must contain a complete itemized breakdown in sufficient detail to permit an analysis of all material, labor, equipment, subcontract, overhead costs (including extended overhead costs), and profit as required by FAR 52.236-28, “Preparation of Proposals- Construction.”

Your proposal will be reviewed by the following Evaluation Factors:

a) Technical and Management Plan

b) Experience and Past Performance of the Firm

c) Phasing Schedule

Offer acceptance must give 120 calendar days guarantee. A single award will be made from this request for proposal.

A Pre-solicitation/site visit will be held on 6 June 2017 @ 10:00 a.m. at the Galveston Post Office and Courthouse. An additional site visit can be scheduled through the Project Manager, Montrell Harris. Please contact Mr. Harris @ 832.397.8493, or via email @ montrell.harris@gsa.gov to schedule a site visit.

Proposal is due by 2:00 pm (CST), Monday, July 10th, 2017. Preferred method of proposal receipt is via email to erika.wilburn-campbell@gsa.gov. You may also mail your proposal to address below. Proposals must be postmarked before the due date (July 10th, 2017).
