Amendment 0006
VA PITC Uninterruptable Power Supply Replacement Project
1. The following questions and responses are hereby incorporated into the solicitation.
a. Question: The drawings are calling for a load test of the 2- temporary UPS system (trailers) while we are completing start-up. (drawing E 1 13, note 22) There are no specifics on the test. Do they want them fully loaded at 750KVA? How long do they want each load test?
Answer: In accordance with Section 263353 – Static Uninterruptible Power Supply paragraph 3.2.C.5… Load Bank Test: The UPS shall be load tested using a supplier furnished resistive load bank. The test shall consist of one hour burn-in, step-load, transfer tests, and battery discharge test.
b. Question: We want to quote Eaton bus duct . The drawing states GE Spectra or approved equal.
What is the process to get the Eaton equivalent approved?
Answer: In accordance with Section 262500 – Enclosed Bus Assemblies paragraph 2.1.A and 2.1.A.1, A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products that may be incorporated into the Work include the following:
1. General Electric Company; Electrical Distribution & Control Division or Engineer and PITC approved equal. New bus duct MUST be an exact equivalent to existing G.E. Spectra bus duct. New bus duct MUST matchup to and connect to certain existing sections of G.E.
Spectra bus duct. SEE Note #11 on project drawing #ED112 for the exact type of the existing GE Spectra Busway.
Specifications state Available Manufacturers, therefore vendor can quote any other manufacturer as long as it meets the specifications identified above along with the manufacturers specifications so the devices can be properly reviewed to determine applicability to meet with the existing GE Bus Duct already in use at the facility.
c. Question: The drawings show 480V, 4-wire, but there do not seem to be 277V loads on the UPS.
Can you please confirm that a 480V, 3-wire UPS system will be acceptable in this application?
Answer: Bus Duct must be 480 Volt 3-Phase 4-Wire in accordance with the Specification Drawings. Also, each ‘normal’ and ‘bypass’ input to new UPS and each UPS ‘output’ must be 480 volt, 3-phase, 4-wire.
d. Question: In Amendment #3, there was clarification as to the design life and expected warranty on the batteries, and more information is needed. A 10-year design life battery in a UPS application is typically only good for 5 years. Supporting a full 5-year warranty means a very high probability of full string replacement for all strings, and manufacturers will typically price accordingly. This means GSA will be, in essence, purchasing the first full battery refresh with these project funds. Is this the intent, or can a clarification be included that normal end-of-life full string replacement is not required to be covered under the warranty? UPS manufacturers typically can add extended coverage that includes 10% jar replacements as needed, per string, per year, but which would exclude full string replacements.
Answer: Amendment #3 answer to question #3d shall remain as is. Warranty that provides full replacement of the battery for 5 years is required.
