VA PITC Uninterruptable Power Supply Replacement Project

1. The attached pre-proposal meeting minutes and sign-in sheets, both dated 10/23/14, are hereby incorporated into this solicitation.

2. The attached sketch #SK-E-001, and the following text is hereby incorporated into this solicitation:

“This sketch modifies drawing #E602. The changes include: indicating that the new 3-source ATS is a

3-cycle switch and not a 30-cycle switch; and that all three circuit breakers in the ATS shall be of the

‘draw-out type’. These changes are needed to match what is stated in specification #263600.”

3. The following questions and responses are hereby incorporated into the solicitation.

a. Question: What is the capacity of the elevator?

Answer: 10,000 pounds.

b. Question: On what floor is the mechanical room?

Answer: The mechanical room is in the basement.

c. Question: Can the back door in the main electrical room be used for access?

Answer: No.

d. Question: the VRLA battery that is specified as “20-year VRLA Battery Strings” is typically a maximum 10-year design battery.

Answer: This is correct. Under specification #011000, Part 1.4A1, delete the statement “20-year VRLA Battery Strings” and replace it with the statement “10-year VRLA Design Battery”. Also, at the end of specification #263353, Part 3.3 (Warranty) add the following statement “for the VRLA Battery, Manufacturer shall provide a 10-year design battery. In addition, manufacturer shall include a warranty that provides full replacement of the battery for five full years”.

e. Question: Due to the general construction involve in this project, can the current NAICS code be changed from 238210 to 236220?

Answer: The preponderance of the work is electrical and the NAICS code will remain 238210.

f. Question: Would installation of three (3) 1.0 megawatt generators, paralleling gear, bus duct, and transfer switches qualify as a relevant project that we can submit on our past performance questionnaires?

Answer: Relevance is assessed on a scale from very relevant to not relevant. It is not a pass / fail assessment.

g. Question: Can we take photos at the walk through?

Answer: Yes, except in the Data Center.

PAGE 3 OF 19 GS-03P-AZ-C-15-5050/0003

h. Question: When do you expect to make award?

PRE-PROPOSAL CONFERENCE AGENDA

October 23, 2014

Project Title: Veterans Administration Philadelphia Information Technology Center

Uninterruptable Power Supply Renovation, 5000 Wissahickon Ave, Philadelphia, PA

Solicitation: GS-03P-15-AZ-C-5050

Agenda:

1. Introduce Government Representatives

2. Project Description

Provide all supervision, labor, materials, and equipment for the UPS replacement at the VA

Philadelphia Information Technology Center as described in the solicitation. The contracting officer’s technical representatives will describe all special requirements.

This project is the replacement of the Uninterruptible Power Supply System at the Veterans

Administration Philadelphia Information Technology Center in Philadelphia, Pennsylvania. The

Philadelphia Information Technology Center owns and operates two Exide 3100M (1000kVA-

800KW) Uninterruptible Power Systems (UPS) configured in a split plant parallel redundant design using normally open Hot Tie circuit breaker. This project is to replace both UPS

Systems (UPS System A and UPS System B) with three new 825 KVA, 750kW UPS Systems at the facility. The replacement systems shall include 10-year VRLA Battery Strings, Battery

Disconnect Switches, UPS Mimic Annunciator Panel, the Maintenance Bypass Switchboard and the UPS Control Cabinet. The project shall include a Battery Monitoring System and a New

Hydrogen Detection and Alarm System. Two new temporary UPS will be included creating a temporary N+1 design.

3. Purpose

The purpose of this pre-proposal conference is to afford interested contractors the opportunity to see the site of the requirement, ask questions, receive answers either at the conference or later regarding any concerns they may have regarding the contract provisions and requirements of this project. Answers, especially those that require further study, shall be deferred and answered in the minutes to this meeting and issued as an amendment to the contract.

Please keep conversations to a minimum during the walk-through so you don’t miss important announcements.

In order to prevent unnecessary extension of the proposal due date, we request that any questions you may have during or following this meeting be submitted in writing by the close of business, October 30, 2014. The Government cannot guarantee a response to questions

PAGE 5 OF 19 GS-03P-AZ-C-15-5050/0003

submitted later than October 30, 2014. The Government’s responses will be included under an amendment which should be issued no later than November 6, 2014.

All questions should be emailed to jeffery.linskens@gsa.gov.

Oral statements made by a Government representative during today’s pre-proposal conference or any site visit, or any written record of such oral statements as may be furnished to the offeror will not qualify or be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of the Request for Proposal. In the event the discussion or questions raised during today pre-proposal conference or during any other site visit, indicate a need to modify the Request for Proposal, an amendment to the solicitation will be issued in writing. Any amendment to the solicitation must be acknowledged on SF 1442.

Amendment 0001 was issued on October 15, 2014. Amendment 0002 was issued on October

Jim Morris’ Comment: Be sure to meet the due date and time. Do not try to time your submission to the last minue.

7. Technical Project Overview

Martha Culbreath’s Comments: Read the specs and drawings. Pay attention to Amendment

0002. This is a very sensitive project: the data center cannot be shut down.

Jim Pfluger’s Comments (GPI):

1. We currently have two, 1,000kVA/800kW UPS systems serving the Data Center (A-side, B-side to each PDU). The replacement UPS system will be three, 825 kVA/750kW connected as distributed UPS systems (A-side, B-side, C-side with PDU’s connected A to B, B to C, C to A, etc.).

2. Modularity is required within ‘each’ UPS so that the failure of one internal module will have no effect on the ability to carry the load. Each UPS must be expandable to 1,100 kVA.

3. The three new UPS systems, the expansion cabinet for each UPS, and the future fourth

UPS (expandable to 1,100 kVA) all must fit within the existing UPS room with no required structural modifications. In addition Code required clearances must be maintained.

4. Each normal and alternate UPS input and the UPS output must be bus duct connected at the top. Contractor must include in their bid the material and labor cost for at least 750 linear feet of bus duct plus all necessary bus duct flanges, phase transitions, etc. The Contractor must provide measuring services to field measure all bus duct routing, connections, etc. Exact measurements must be determined before ordering the required bus duct and the connections.

PAGE 9 OF 19 GS-03P-AZ-C-15-5050/0003

5. The project requires a new UPS Switchboard ‘C’. Also, a new 3-source Automatic

Transfer Switch (ATS)is required. Acceptable manufacturers of this new ATS are Russell Electric and ASCO. This equipment is also bus duct connected.

6. The project requires two, outdoor, 750kVA/675kW temporary UPS systems. These two temporary UPS systems will be used to back-up the existing A-side and B-side power distribution in the data center during the installation of the new, permanent UPS systems.

7. Associated with these two temporary UPS systems is a requirement for thousands of feet of temporary 350 KCMIL copper cable – insulation type XHHW-2. The contractor is required to furnish and install this temporary cable. This includes providing all materials necessary to route this temporary cable near ceilings.

8. During construction there are a total of six data center load transfers that need to be made with no interruption to the data center. Very careful planning/phasing will need to be done by the contractor in order to insure that these are done correctly and with no interruption to this critical data center.

As stated, this is just a very brief technical overview. Please consult all drawings and specifications for complete project details.
