PREFACE
P.1 PURPOSE
To establish Center requirements and responsibilities for metrology and calibration (Met Cal) activities for Measuring and Test Equipment (MTE) at Goddard Space Flight Center (GSFC) to ensure control of measurement processes and the accuracy of measurement results affecting safety and mission success in accordance with NPD 8730.5 and NASA-STD-8739.12.
P.2 APPLICABILITY
a. This Goddard Procedural Requirements (GPR) applies to organizations with responsibility for MTE requiring traceability in accordance with NASA-STD-8739.12, Metrology and Calibration, -
Appendix B, and used for GSFC operations.
b. This GPR applies to Center personnel, operations, programs, projects, and activities, including contractors to the extent specified in their respective contracts or agreements. (“Contractors” for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, or other agreement parties when operating at GSFC.)
c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.
d. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended but not required; “will” denotes expected outcome; and

PROCEDURES
1 Responsibilities
1.1 Center Director designates:
Directors of Safety and Mission Assurance at the Greenbelt Facility and Suborbital and Special Orbital
Projects at the Wallops Fight Facility (WFF) shall:
a. Establish, implement, and monitor metrology and calibration requirements to comply with the requirements of the NPD 8730.5.
b. Designate the Center representatives to the Agency Metrology and Calibration Working Group
(MCWG).
1.2 Organizational/Program/Project Managers of organizations that have responsibility for MTE shall:
a. Ensure that work assignments, processes, procedures, requirements, budgets, schedules, verifications and reviews implement the metrology and calibration requirements in accordance with
NPD 8730.5, NASA-STD-8739.12, and this GPR.
b. Assign at a minimum one Project, Branch or Division Metrology and Calibration Point of Contact
(lab/project Met Cal POC) that serves as coordinator for metrology services.
c. Ensure the following requirements as a minimum are included on contracts, tasks or statements of work applicable to contractors who will use MTE requiring traceability per NASA-STD-8739.12
Appendix B.
(1) Applicable MTE shall be traceable to the International System of Units (SI)
(2) The calibration system shall be compliant to ANSI/NCSL Z540.1 or ANSI NCSL Z540.3 or
ISO/IEC 17025.
NOTE: Require that suppliers of calibration laboratory services be accredited to
ANSI/ISO/ IEC 17025:2000, where it is appropriate and beneficial to GSFC to require independent accreditation
NOTE: Code 382 may provide supplier assessment support as needed for evaluating the capability of candidate external sources of calibration services
NOTE: Original equipment manufacturers (OEM) may provide proprietary calibrations for their MTE. In such cases, the OEM should provide evidence of traceability and documented test data.
NOTE: In lieu of an OS/OEM calibration, the Metrology and Calibration Lab (MCL) or
Other Calibration lab may be utilized to perform the initial calibration. This will serve as
DIRECTIVE NO. GPR 8730.1M Page 5 of 17 an acceptance test and will allow performance issues to be addressed under the vendor’s warranty.
d. Ensure the requirements of section 1.2.c as a minimum are included on all purchasing documents which involve the purchase of MTE requiring traceability per NASA-STD-8739.12 Appendix B, or metrology services for existing MTE if sources other than the Metrology Calibration Laboratories are selected for support.
e. Ensure that contractors who work on behalf of GSFC within GSFC owned and operated facilities comply with the GSFC Met Cal requirements herein and shall utilize NASA GSFC Met Cal processes as documented herein.
f. Request that calibration due dates be temporarily extended due to critical tests, production schedules or other requirements provided that:
(1) Extensions - Extending calibration due dates, in order to accommodate critical tests or other requirements, requires a documented acceptance of risk from the user’s organization to the Project’s Chief Safety Mission Assurance Officer (CSO) (e.g., email, memorandum, etc.). For in-house operations, the documentation shall also be provided to the Code 300 MetCal Program Manager for Greenbelt operations and to the MetCal Program Lead for WFF operations.
NOTE: Calibration intervals at GSFC are typically based on NCSL RP-1 and provide a target End of Period Reliability (EOPR) of 89% probability that the MTE will be within tolerance at the end of its calibration cycle (See 2.1 m). Extensions beyond this cycle create an unknown amount of risk that should be taken into account and mitigated and/or accepted by the Project. All measurements taken after the original due date are considered suspect until the item of MTE is recalibrated or verified accurate and traceable by some other means.
NOTE: If the calibration due date displayed on the MTE that is in use has expired, a
Nonconforming MTE tag, GSFC 4-34, is required to be affixed to the MTE until such time as an extension has been approved.
g. Ensure that the recall list is accurate.
1.3 Metrology and Calibration Program Manager/Program Lead is responsible for:
a. Representing the Center in the Agency MCWG.
b. Chairing the Center MCWG.
c. Coordinating the requirements herein with Center-wide stakeholders.
d. Working collaboratively to address common issues, policy needs and opportunities for process improvements.
e. Provide consultation support to the user community to:
(1) Assist in the selection of MTE that is appropriate for a specific use

(2) Assist in measurement system evaluation
(3) Assist in development of verification procedures for MTE or measurement systems
(4) Assist in completion of Form 4-43 GSFC Out of Tolerance (OOT)/Repair Notification OOT
Case evaluation
f. Develop a process for the adjustment of calibration intervals to maximize MTE availability without adversely affecting the accuracy and quality of tests and measurements, or the reliability of operating systems.
NOTE: The calibration interval is influenced by equipment design, accuracy, operating environment, application, and end-item test criticality. NCSL RP-1 may be used as a guide. This methodology increases calibration intervals based on acceptable past performance and decreases out of tolerance instances. Typically, an 89% EOPR with a statistical confidence of 95% is considered adequate
g. Managing an in-house metrology and calibration service and lab for Greenbelt and WFF MTE users that complies with the requirements herein.
1.4 Project, Branch or Division Metrology and Calibration Point of Contact (lab/project MetCal
POC) shall:
a. Coordinate metrology services for assigned MTE in accordance with this GPR through the MCL or other calibration laboratories.
b. Ensure that the Calibration Data Test Report, Certificate of Calibration, and/or all pertinent documentation for newly procured MTE is submitted for inclusion in an MIS.
NOTE: Initial calibration certificates for some equipment contain vital information for subsequent calibrations.
It is recommended to enter calibration certificates into an MIS as soon as possible to prevent the loss of critical information.
c. Liaison with calibration service sources to arrange for the calibration of MTE including providing specialized specifications and requirements, logistics, exchanging data and records, approving repairs, and resolving issues.
d. When the MCL is the calibration service provider, ensure that they are notified when MTE is excessed, transferred, or is no longer in the GSFC inventory.
NOTE: When inactivating or removing MTE from service that has been used since its last calibration, there is a residual risk that the MTE may have an OOT condition. In order to retire any risk due to inaccurate data, it is recommended that the user take appropriate actions, such as servicing or recalibration prior to inactivation.

e. Inform user of OOT Cases
f. Upon receipt of an Out of Tolerance (OOT)/Repair Notification and Test Equipment Impact
Findings form or equivalent from the organization servicing the MTE, assess the validity of work and subsequent project or institutional risk from the use of the MTE over the period spanning its last calibration interval or service date. Develop, document, and implement additional testing, if required.
(1) When the OOT condition is found to have a significant risk on previously inspected or tested product, process a Problem Record (PR) in the Problem Report/Problem Failure Report
(PR/PFR) system for impacts to mission hardware and process a nonconformance report (NCR) in the Meta system for impacts to institutional systems. Document the significant risk details of the out-of-tolerance condition on all products or services processed with the OOT MTE since the last acceptable assessment by the MCL or other calibration laboratory.
1.5 Users Shall:
a. Select MTE based on its application and use in accordance with NPD 8730.5, NASA-STD-8739.12, this GPR, and applicable work instructions.
(1) Notify the Point of Contact of issues relating to MTE they are responsible for to include but not limited to: loss, damage, malfunction, broken calibration void labels or tamper seals, need for inactivation, or any other anomalies.
NOTE: When inactivating or removing MTE from service that has been used since its last calibration, there is a residual risk that the MTE may have an OOT condition. In order to retire any risk due to inaccurate data, it is recommended that the user take appropriate actions, such as servicing or recalibration prior to inactivation.
b. Obtain the signature of the quality representative, or other cognizant authority for non-project specific MTE , on the GSFC 4-43 and return the completed form to the MCL or other calibration laboratory within 30 working days from the receipt of the initial notification.
2 Requirements
2.1 Each MCL and Other GSFC Calibration Laboratories shall:
a. Be compliant with ANSI/NCSL Z540.1 or Z540.3 or ISO 17025, and
NOTE: Require that suppliers of calibration laboratory services be accredited to ANSI/ISO/
IEC 17025:2000, where it is appropriate and beneficial to GSFC to require independent accreditation
b. Notify the Met Cal Program Manager (GSFC) or Program Lead (WFF) of the establishment of or changes to the use of a calibration lab.

c. Provide and maintain a version of an MIS for Recall of MTE.
d. Retain the historical information for inactive MTE in the Metrology Information System (MIS).
e. Document, maintain, and operate a MTE labeling process that indicates the calibration status of equipment.
f. Complete a GSFC Form 4-43 or equivalent for MTE found to be Out of Tolerance (OOT) or in need of Repair. Include, at a minimum, instrument OOT parameters/conditions or Repair details. Forward the form to the User/ Points of Contact (POC).
g. Provide periodic reporting of metrics to the Met Cal Program Manager or Program Lead at least annually.
NOTE: Metrics should be defined in the contract. They should include, but are not limited to: Met Cal Program costs, quantity of MTE calibrated in-house, quantity of MTE calibrated
OS (Outside Supplier), turnaround time performance, any operational trending that is captured on the process, percentage of MTE found OOT and the relationship to total MTE calibrated successfully.
2.2 MTE shall:
a. Be traceable to the International System of Units (SI).
NOTE: In addition to calibration by an MCL or other calibration laboratory, Standardization may be utilized to achieve traceability. See Appendix C for further guidance
b. Bear a label affixed to the MTE, or to the storage container if the MTE is too small or otherwise unsuitable for direct labeling, clearly identifying the date of calibration.
NOTE: Category 2 (Cat 2) and Category 3 (Cat 3) labels are optional and no longer required. Existing Cat 2 or Cat 3 labels on MTE may or may not be removed at the discretion of the user.
c. Bear calibration void/tamper seals, as appropriate, to prevent inadvertent adjustment.
d. Bear a GSFC 4-34, NONCONFORMING MTE tag indicating the reason for the nonconformance when found to be nonconforming.
e. Be segregated when found to be nonconforming.

Appendix A – Definitions
A.1 Acceptance test – A measurement process that verifies a procured part, component, or system meets the specification requirements.
A.2 Calibration – The set of operations that establish, under specified conditions, the relationship between values of quantities indicated by a measuring instrument or measuring system, or values represented by a material measure or a reference material, and the corresponding values realized by standards. As used herein, a calibration may also include verification that specified requirements, such as tolerances, performance or other decision criteria, have been met. It may also include actions to take when requirements have not been met.
A.3 Calibration Data – (Formerly “Data”) the value of a measured quantity provided by a measurement instrument and the information needed to duplicate the calibration.
A.4 Calibration Interval – The period of time the MTE is expected to meet the performance specifications to which it was calibrated and the environmental conditions to which it was designed to operate. The calibration interval is usually expressed in months, to meet or exceed an
End of Period Reliability (EOPR) target commensurate with organizational goals and end use criticality.
A.5 End of Period Reliability (EOPR) – The in-tolerance probability for a MTE attribute or parameter at the end of its calibration intervals defined in NCSL RP-1.
A.6 International System of Units (SI) – universally abbreviated SI (from the French Le Système
International d’Unités), is the modern metric system of measurement. A system of units, based on the International System of Quantities (ISQ), adopted by the General Conference on Weights and
Measures (CGPM). The SI is founded on the seven base quantities of the ISQ and the names and symbols of the corresponding base units are as follows: the meter (m) for length, the kilogram
(kg) for mass, the second (s) for time, the ampere (A) for electric current, the kelvin (K) for temperature, the candela (cd) for luminous intensity, and the mole (mol) for amount of a substance.

A.7 Measuring and Test Equipment (MTE) –The measuring instrument, measurement standard, reference material or auxiliary apparatus, or a combination thereof, necessary to realize a measurement process. This also includes individual items of equipment and measuring systems comprised of several items that are used in calibration, test, inspection, and verification. MTE includes, but not limited to, diagnostic and prognostic equipment; semiautomatic and automatic
DIRECTIVE NO. GPR 8730.1M Page 10 of 17 test equipment (with issued software), calibration, test, or measurement equipment; bench set-ups used as standards and calibration kits.
A.8 Metrological Standardization – A means of providing metrological traceability for a specific measurement or device by the user. See Appendix C for additional guidance
A.9 Metrology and Calibration Laboratory – A specialized laboratory that is staffed and equipped to perform calibrations, inspections and repair of MTE. The term Metrology and Calibration
Laboratory used in this document refers to the Center’s official Metrology and Calibration
Laboratories, located at Goddard’s Greenbelt Facility and Wallops Flight Facility.
A.10 Metrology and Calibration Program Manager – a civil servant designated as responsible for the management of the overall Metrology and Calibration Program.
A.11 Metrology Information System – A system or process which provides the capability for maintaining calibration recall control, instrument historical performance data storage and analysis, calibration and repair labor and parts cost data, and instrument user and location data.
NOTE: For smaller labs/organizations, this can be as simple as a spreadsheet, or notebook that provides all of capabilities listed above.
A.12 Mission Success – Meeting the requirements and goals of the organization’s Mission Statement and Operation. The criteria for mission success is defined by the organization itself.
A.13 MTE User –The individual in an organization who utilizes an item of MTE to measure, gauge, test, inspect, or otherwise determine compliance with prescribed technical requirements. Also, an individual or organization requiring performance verification services or repair of MTE. NOTE
Throughout this document, the term “User” and “MTE User” may be used interchangeably.
A.14 Original Equipment Manufacturer (OEM) Proprietary – Calibrations and/or adjustments that must be performed by a manufacturer because no other source is capable of performing the functions. This only applies when providers that meet the requirements of this document
(Section 1.2.c) are not capable of providing the service due to lack of calibration capability, specific software requirements, special hardware required, or similar situations. If an OEM provides initial calibration and they do not meet the requirements in section 1.2.c, the item will have to be calibrated by a calibration laboratory that meets the requirements unless there are none that have the capability.
A.15 Other Calibration Laboratory – Any laboratory or organization, performing calibration, inspection, and repair of MTE on-site or through an outside service provider, other than the official on-site Metrology and Calibration Laboratories (MCL) at Greenbelt or Wallops.

A.16 Points of Contact (primary and/or secondary) – Individuals that have designated responsibility for ensuring the proper maintenance of all MTE within their particular organization. Use of points of contact (POC) in this document refers to the primary (civil servant) and/or secondary (civil servant or contractor) personnel designated with this responsibility.
A.17 Recall List – A report generated from the Metrology Information System which provides a listing of MTE in active use that is due for calibration.
A.18 Safe Handling – Procedures for the transportation, receipt, handling, protection, storage, retention and/or disposal of test and/or calibration items, including all provisions necessary to protect the integrity of the test or calibration item, and to protect the interests of the laboratory and the customer.
A.19 Traceability – The property of a measurement result whereby the result can be related to a reference through a documented unbroken chain of calibrations, each contributing to the measurement uncertainty
A.20 Tolerance – Extreme values of an error permitted by specifications, regulations, etc., for a given measuring instrument, test, or measurement application.
A.21 Verification – Provision of objective evidence that a given item fulfills specific requirements.
A.22 Validation – Verification where the specified requirements are adequate for an intended use.

Appendix C – Metrological Standardization
Metrological standardization, hereafter simply referred to as “standardization,” is a term used by some to name a process by which devices are set in the field to transfer a measured value from a calibrated device. The term is also used by some as a synonym for user calibration. For GSFC, the intention is to use the term standardization to describe either process. It is beyond the scope of this document to describe all the possible methods and practices that might be used to perform Standardization.
The requirements for traceability shall still be met. The International vocabulary of metrology – Basic and general concepts and associated terms (VIM) defines traceability as: “property of a measurement result whereby the result can be related to a reference through an unbroken chain of calibrations, each contributing to the measurement uncertainty.” The reference referred to is presumed to be the
International System of Units (SI).
Additionally, the minimum requirements outlined in the NASA-STD-8739.12, Appendix B establish that calibrations must meet the requirements of one of the following documents unless a waiver is granted:
a) ANSI/NCSL Z540.1-1994 (R2002), Calibration Laboratories and Measuring and Test
Equipment - General Requirements.
b) ANSI/NCSL Z540.3-2006 (R2013), Requirements for the Calibration of Measuring and Test
Equipment.
c) ISO/IEC 17025: 2005, General Requirements for the Competence of Testing and Calibration
Laboratories.
While the intention of standardization is to allow more flexibility and control for the user, it does not alleviate the responsibility of the user to:
a) Validate the process utilized
b) Document the process utilized to perform the standardization including
a. Methodology
b. Reference Standards utilized (or physical constants and the method of realization)
c. Actual measurements obtained
d. Pass/Fail criteria (if applicable)
c) Address/Ascertain uncertainty of the process
d) Ensure that uncertainty is sufficiently small to make acceptance/failure determinations where applicable
e) Be able to demonstrate the chain of traceability
The level of rigor in documenting and validating needs to be appropriate to the measurement required.
While not required, it is strongly encouraged for users to consult with the MCL to assist in the process of developing and documenting methods.
