PREFACE

P.1 PURPOSE

This directive defines the Water Management Program at the Goddard Space Flight Center (GSFC). It describes how GSFC integrates its environmental goals and requirements with the regulatory requirements pertaining to drinking water and discharges, or potential discharges, of pollutants into the sanitary sewer, storm water system, groundwater, or the environment in general. This GPR also outlines the procedures and responsible organizations to manage the program effectively.

P.2 APPLICABILITY

a. This GPR applies to all GSFC personnel, facilities, and permanent and temporary activities at

Greenbelt and Wallops Flight Facility (WFF). It also applies to all GSFC tenant organizations, contractors, grantees, clubs, and other persons operating under the auspices of GSFC or on GSFC property, as required by law and as directed by contracts, grants, and other agreements.

b. Managers of GSFC locations remote from Greenbelt and WFF shall ensure that an adequate water management program is established, documented, and implemented in organizational-level directives or controlled documents to achieve compliance with regulatory, agency, and GSFC requirements.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

d. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should”

Storm Water Pollution Prevention Plan (SWPPP) training is required annually for GSFC personnel

(including contractors) assigned to activities or areas subject to the regulations as described and designated in the facility’s SWPPP. The SWPPP is a compliance document required by the facility’s NPDES/VPDES permit.

Each facility’s ICP requires annual training for personnel that are involved with the use, storage, and transfer of oil or oil-containing products.

P.9 MEASUREMENT/VERIFICATION

MEMD shall monitor, assess, and report on the metrics specified in applicable environmental regulations, permits, and Executive Orders (EOs) at the required intervals. MEMD will continually assess available metrics for process improvement. Internal and external inspection and review findings related to the water program will be used to assess the effectiveness of the program and processes.

PROCEDURES

1.0 ROLES AND RESPONSIBILITIES

The following defines the roles and responsibilities for water management at GSFC.

The Center Director will maintain a Water Management Program to ensure compliance with applicable regulations and GSFC and NASA environmental policy.

1.1 Directors Of:

a. Ensure that directorate operations have sufficient resources to act in accordance with this directive and applicable permits and regulations; and

b. Ensure environmental program documents and records associated with directorate operations are maintained.

1.2 Supervisors:

a. Ensure that employees have sufficient resources and training to conduct operations in compliance with this directive and applicable regulations, requirements, and permit conditions;

b. Inform the MEMD for all projects that have the potential to create new or remove existing sources of pollution, when planning modifications to existing sources, and for any existing sources of wastewater discharges that have not been previously coordinated with MEMD;

c. Provide a fund source to MEMD for application, permit, and discharge fees and corrective actions when assessed;

d. Identify employees who operate sources of wastewater discharge and ensure they are trained, qualified, and if applicable, certified, to perform their duties and maintain compliance with permit requirements;

e. Identify employees that perform oil operations and hazardous materials operations and ensure they receive required annual ICP training and are qualified to perform their duties;

f. Identify employees with duties that could potentially cause or prevent significant contamination of surface or ground water and ensure they receive required annual SWPPP training, and are qualified to perform their duties;

g. Ensure that employee and equipment certifications are kept current;

h. Ensure operations and required inspections covered by the ICP, SWPPP, and environmental permits are performed in compliance with the plans and permits;

i. Maintain procedures for the operation and maintenance and records keeping associated with pretreatment systems;

j. Ensure operation and maintenance of pretreatment systems are performed in accordance with manufacturer’s specifications, and state and federal requirements, and that appropriate operator certifications are obtained and kept current;

k. Ensure environmental records and monitoring/test results are maintained;

l. Provide required reports and accurate data to MEMD on a timely basis;

m. Ensure timely responses and appropriate corrective or remedial actions to address identified water program deficiencies; and

n. Ensure immediate reporting to MEMD of deviations from permit requirements.

1.3 Employees and Other Individuals:

a. Immediately report any spill or other non-permitted release at the facility by dialing 911 from onsite.

From offsite or a cellular phone, dial 301-286-9111 for Greenbelt and 757-824-1333 for WFF;

b. Comply with all GSFC environmental requirements;

c. Report known or potential environmental problems to supervisors and MEMD;

d. Complete environmental management training provided by MEMD, as required (e.g., SWPPP training, ICP training, Hazardous Waste Generator training, etc.);

e. Comply with the facility’s ICP, if applicable; and

f. Comply with the requirements of SWPPP, if applicable.

1.4 Medical and Environmental Management Division:

a. Implement and oversee GSFC's Water Management Program;

b. Serve as the Center’s primary representative to federal, state, and local permitting entities to obtain, negotiate, verify compliance with, and resolve issues regarding the requisite permits for drinking water (WFF only), point source and storm water discharges, sanitary and industrial discharges, and groundwater use or injection;

c. Prepare, maintain, and ensure implementation of the SWPPP including all inspections, reports, training, and corrective actions;

d. Provide support and oversight to ensure operations are conducted in compliance with all applicable regulations, requirements, and permit conditions;

e. Evaluate and provide recommendations for concepts, plans, designs, and specifications for operational, process, or facility changes involving water discharges or discharge of potential pollutants to the sanitary, groundwater, storm sewer systems, or the environment in general;

f. At WFF, support FMB in responding to complaints regarding drinking water taste, odor, and/or appearance;

g. Provide support and oversight to ensure that ASTs and USTs are managed and operated in compliance with regulatory requirements, including registration of tanks, current inventories, Spill

Protection, Control, and Countermeasure (SPCC) plans, and review of incidents and corrective actions;

h. Prepare, update, and develop training requirements for the ICP and review ICP deficiencies when there is an incident;

i. Define water management training requirements and collaborate with the Office of Human Capital

Management in planning, managing, and monitoring training; and

j. Notify outside regulatory agencies of spills and unpermitted discharges in accordance with permit and regulatory reporting requirements.

1.5 Wallops Flight Facility Chemical Laboratory:

a. Analyze permit-required point source discharge samples for monthly Discharge Monitoring Report;

b. Analyze permit and quality assurance/quality control Federally Owned Treatment Works (FOTW) influent, effluent, and sludge samples;

c. Prepare annual Sludge Sampling Report, as per VPDES permit;

d. Prepare 5 year renewal of the VPDES permit;

e. Collect and analyze permit required groundwater quality samples for required reporting to the

Virginia Department of Environmental Quality;

f. Collect and analyze permit required drinking water quality samples for reporting requirements to the

Virginia Department of Health;

g. Prepare public notifications for exceedances (e.g. disinfection by-products, copper or lead) in accordance with Consumer Notification Requirements;

h. Prepare annual Drinking Water Consumer Confidence Reports for facility-wide distribution; and

i. Perform drinking water sampling and analysis as a result of water complaints from employees on

Center.

1.6 Facilities Management Division:

a. Coordinate permitting for construction activities, including interacting with federal, state, and local permitting entities to obtain, negotiate, comply with, and resolve issues regarding the requisite permits (e.g., pond management, construction stormwater management, and erosion and sediment control);

b. Inform MEMD of all facility-related programs, projects, and operations that may affect the environment, that have the potential to create new or remove existing sources of pollution, when planning modifications to existing sources, or have activities that need to be managed under the

Water Management Program;

c. Coordinate FMD activities that may affect environmental quality with MEMD, both early in the development of the program and when the scope of the program changes;

d. Immediately report any spill or other non-permitted release at the facility, including environmental contamination identified during any activity, by dialing 911 from onsite. From offsite or using a mobile phone, dial 301-286-9111 for Greenbelt and 757-824-1333 for WFF;

e. Manage, operate, and maintain drinking water systems to meet federal and state requirements;

f. Manage, operate, and maintain sewage collection and treatment systems (industrial and domestic) to comply with federal, state, and local requirements and permits;

g. Maintain detailed procedures and guidelines for the operation and maintenance of the WFF

Wastewater Treatment Plant (WWTP) , and records associated with reporting to Virginia

Department of Environmental Quality (DEQ);

h. Maintain detailed procedures and guidelines for the operation and maintenance of the WFF potable water systems, and records associated with reporting to Virginia Department of Health (VDH), Office of Drinking Water;

i. Plan, design, construct, manage, operate, and maintain all facilities and related equipment in conformance with applicable environmental statutes, orders, and regulations;

j. Maintain environmental documentation as stated in P.8, Records, and submit copies to MEMD, as applicable;

k. Comply with the applicable requirements of the SWPPP and the ICP;

l. Coordinate construction-related and pond-management permits with MEMD;

m. Ensure that all temporary connections made to the potable water system have appropriate and functioning in-line backflow protection in place before water is used for drinking; and

n. Ensure operators of wastewater pretreatment systems have the appropriate waterworks and waste system operator certification, if required.

1.7 The Office of Human Capital Management:

a. Collaborate with MEMD to plan, manage, and monitor ICP and SWPPP training for persons assigned to oil operations, hazardous materials operations, and to the Storm Water Pollution

Prevention Team (SWPPT) or activities and areas identified in the SWPPP. Training shall be provided at least annually; and

b. Maintain training records in the Agency Learning Management System, SATERN.

2.0 WATER MANAGEMENT

2.1 Drinking Water (Potable Water)

GSFC shall provide adequate access to potable water in all places of employment in accordance with applicable requirements.

a. The design, installation, and maintenance of drinking water supply systems shall be performed in accordance with applicable permits, laws, regulations, and established best management practices;

b. All proposed new installations, modifications, and connections to existing systems shall be reviewed and approved by FMD and MEMD; and

c. All GSFC-owned or controlled water works and water distribution systems shall be operated in accordance with permits, laws, regulations, and established best management practices.

2.1.1 Drinking Water Complaints

a. Drinking water complaints at Greenbelt regarding water taste, odor, and/or appearance, shall be reported to the FMD Help Desk for investigation and resolution.

b. Complaints at WFF regarding drinking water taste, odor, and/or appearance shall be reported to the

Help Desk and promptly investigated by the WFF Chemical Laboratory and the MEMD. In addition, WFF routinely samples drinking water as a public service to the NASA communities.

2.1.2 Alternative water supplies

Alternative water supplies, such as bottled water, may be provided in permanently occupied facilities if any of the following criteria are met:

a. Where the structure or configuration of the building makes it impractical to install a permanent source of potable water meeting the Center facilities design requirements for a potable water system; or

b. Analytical sampling results show that the potable water does not meet the SDWA standards.

Where the workplace meets the above criteria, a written request shall be submitted to the user group

Facilities Review Committee (FRC) representative. The FRC representative will authorize the installation of the bottled water and forward the request to the appropriate FMD planner for evaluation.

If the planner, in coordination with a representative of MEMD, finds that the established criteria have been met, the planner will recommend either a facilities modification be performed or that the GSFC

Procurement Officer authorize a bottled water service until the facility is modified or the water meets

SDWA standards.

2.2 Sanitary Sewer System and Wastewater

Sanitary sewage includes all systems for conveyance and treatment of wastewater discharges from bathrooms and general use facilities. Treatment facilities may include Publicly Owned Treatment

Works (POTWs), FOTWs, septic systems, and lagoons.

a. Industrial discharges to sanitary sewer systems shall be reviewed and approved by MEMD prior to beginning the discharge (refer to Section 2.3, Industrial Discharges and Industrial Wastewater);

b. The design, installation, and maintenance of sanitary sewer systems shall be performed in accordance with applicable permits, laws, regulations, and established best management practices;

c. All proposed new installations, modifications, and connections to existing systems shall be reviewed and approved by FMD and MEMD; and

d. GSFC-owned or controlled wastewater conveyance and treatment systems shall be operated in accordance with applicable permits, laws, regulations, and established best management practices.

2.3 Industrial Discharges and Industrial Wastewater

a. Industrial discharges shall have permits issued by state and federal regulators to meet CWA requirements. The discharge of industrial process waters and liquid waste to sanitary sewer, storm

DIRECTIVE NO. GPR 8500.5D Page 12 of 19 water system, or groundwater is PROHIBITED unless specifically approved by a permit and coordinated with MEMD;

b. All permitted industrial discharges shall be managed in accordance with applicable permits, laws, regulations, and established best management practices; and

c. Proposed new or modified industrial discharges shall be reviewed and approved by MEMD prior to beginning the discharge.

2.4 Oil Operations

This section applies to any operation that stores oil in containers or tanks above or below the ground, including the parking of mobile tanks.

a. All oil storage and use of oil products shall be performed in a manner to minimize the potential for release to the environment; and

b. All oil containers with a shell volume capacity of 55 gallons or greater at the Greenbelt or WFF facilities shall be managed in accordance with the respective facility’s ICP and shall comply with all federal, state, and local laws and industry standards.

2.5 Storm Water System and Storm Water

2.5.1 Storm Water Pollution Prevention Team

a. The SWPPT shall provide insight, direction, and review for the implementation and maintenance of the SWPPP;

b. The SWPPP shall identify individuals who will serve on the SWPPT, including, but not limited to their roles and responsibilities;

c. The SWPPT shall be chaired by a member of the MEMD; and

d. The SWPPT shall meet at least annually to meet the requirements of permits, laws, regulations, and the SWPPP.

2.5.2 Storm Water Pollution Prevention Plan

a. The SWPPP shall be maintained and implemented to meet the requirements of permits, laws, regulations, and established best management practices;

b. The SWPPP shall be generated and maintained by MEMD; and

c. All activities identified in the SWPPP shall be accomplished in accordance with the requirements and best management practices identified in the SWPPP.

2.5.3 Requirements

a. The discharge to storm water conveyance systems (except for storm water) is PROHIBITED unless specifically approved by a permit and coordinated with MEMD;

b. Proposed new or modifications to storm water conveyance and management structures, including, but not limited to, pipes, swales, ditches, and ponds shall be reviewed and approved by FMD and

MEMD; and

c. All permitted discharges shall be performed in compliance with permits, laws, regulations, and established best management practices.

2.5.4 Construction Site Storm Water

a. Proposed activities that will result in the disturbance of soil at or above the regulatory threshold shall be reviewed and approved by FMD and MEMD. These activities require an approved Erosion and Sediment Control and Storm Water Management Plan and/or the filing of a Notice of Intent to receive a General Permit for Construction Activity. A site specific erosion and sediment control plan shall be developed and implemented for the activity. Required inspections, including within

24 hours after a rainfall event resulting in runoff, shall be performed;

b. At WFF, all activities that will result in the disturbance of soil shall comply with storm water protection requirements established by the Virginia Erosion and Sediment Control Law and

Regulations; Virginia Storm Water Management Program; the VPDES permit; the WFF

Environmental Office; and the WFF FMB; and

c. At Greenbelt, all activities that will result in the disturbance of soil shall comply with the erosion and sediment control and storm water protection requirements set forth in COMAR and the requirements and best management practices set forth in the GSFC SWPPP and NPDES permits.

2.6 Groundwater

a. All proposed wells shall be cleared for drilling by MEMD and the Miss Utility representative for

FMD; and

b. All wells shall be managed in accordance with permits, laws, regulations, and established best management practices.

2.7 Spills and Unpermitted Discharges Reporting

GSFC employees, supervisors, and contractors shall report immediately all spills or other unpermitted discharges to the storm water drainage system, sanitary sewer system, or environment in general by dialing 911 from onsite. From offsite or when using a cellular phone, dial 301-286-9111 for Greenbelt and 757-824-1333 for WFF. Notification to outside regulatory agencies of spills and unpermitted discharges shall be conducted in accordance with permit and regulatory reporting requirements.

3.0 PLANNING AND CONSIDERATION FOR PROCESS MODIFICATIONS AND NEW OR

RENOVATED FACILITIES

It is important to identify future potential sources of pollution that may impact water systems at GSFC.

The best way to control pollution is to plan for it during the conceptual design stage. Concepts and plans for operational, process, or facility changes, which introduce altered, new, or larger quantities of potential pollutants or water volumes into the sanitary sewer, storm water system, groundwater, or the environment in general, shall be provided to MEMD for evaluation and recommendation.

Environmental planning and review of proposed actions shall be conducted in accordance with GPR

8500.1. At a minimum, the following shall be considered during planning:

a. The anticipated use of chemicals (i.e., types and amounts) with consideration towards options to eliminate or substitute them with less harmful ones;

b. The methods to capture, reuse, and dispose of process wastewater; and

c. The management practices (e.g., storage and containment equipment, spill response equipment, procedures, and training) to properly prevent, control, and respond to spills;

d. Practices that alter the hydrology of an existing site (e.g., selection of backfill material).

APPENDIX A – DEFINITIONS

A.1 Aboveground Storage Tank – Any container, with a shell capacity of 55 gallons or more in size, that is used to store oil including, but not limited to, #2 fuel oil, gasoline, animal/vegetable grease, hydraulic oil, used oil, and lube oil.

A.2 Integrated Contingency Plan – A consolidated set of emergency plans, each required by a different set of regulations, combined into one functional emergency response plan. An ICP is typically site or facility specific. There are separate ICPs for Greenbelt and WFF, both maintained by MEMD.

A.3 National/Virginia Pollutant Discharge Elimination System Program – A provision of the CWA which prohibits discharge of pollutants into waters of the United States unless a special permit is issued by the Environmental Protection Agency (EPA) or an authorized state agency (Note: Greenbelt uses

NPDES; WFF uses VPDES).

A.4 Oil Operations – Activities include, but are not limited to the use, storage, and transfer of oil or oil-containing materials. Oil includes petroleum-based oils, mineral oils, vegetable oils, and animal– based liquid fats and oils.

A.5 MS4/Phase II Storm Water Program – Regulations applied specifically to owners and/or operators of MS4 that are required to further reduce storm water pollution by enforcing six minimum control measures at the facility. These include personnel education and outreach, public involvement and participation, illicit discharge detection and elimination, construction site storm water runoff control, post construction storm water management, and pollution prevention and good housekeeping.

GSFC-Greenbelt is an owner/operator of an MS4 permit and holds a permit with the State of Maryland.

A.6 Pretreatment system - [paraphrased from 40 CFR 403.3(s)] A system employed for the purpose of the reduction of the amount of pollutants, the elimination of pollutants, or the alteration of the nature of pollutant properties in wastewater before or in lieu of discharging, or otherwise introducing, such pollutants into a POTW or stormwater.

A.7 Public Water System – A system for providing piped water to the public for human consumption, if such system has at least 15 service connections or regularly serves an average of at least 25 individuals daily at least 60 days out of the year. A water system is not a public water system if it meets the following criteria: the system consists only of distribution and storage facilities (and does not have any collection and treatment facilities); the system obtains all of its water from, but is not owned or operated by, a public water system to which the SDWA regulations apply; the system does not sell water to any person; and, the system is not a carrier which conveys passengers in interstate commerce. WFF is a public water system.
