PREFACE

P.1 PURPOSE

This directive defines the Goddard Space Flight Center (GSFC) vehicle reserved parking requirements.

It includes criteria for individuals authorized to be assigned reserved parking spaces.

P.2 APPLICABILITY

This directive applies to civil service and contractor employees at the GSFC Greenbelt facility.

a. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms “may” or “can” denote discretionary privilege or permission; “should” denotes a good practice and is recommended but not required; “will” denotes expected outcome; and “are/is” denotes descriptive material.

PROCEDURES

1. RESPONSIBILITIES

1.1 The Director of Management Operations will approve:

a. All reserved parking on Center, and;

b. Exceptions to this directive.

1.2 Directors Of will develop a roster of personnel authorized for reserved parking spaces and provide that roster to the building Facilities Operations Manager (FOM) with updates as necessary. (See Section

2 for reserved parking space criteria.)

1.3 The Procurement Operations Division will determine contractor equivalents and obtain approval from the Director of Management Operations.

1.4 The Protective Services Division will:

a. Maintain a roster of assigned spaces.

b. Enforce the reserved parking requirements defined in this directive.

1.5 Facilities Operations Managers will:

a. Prepare a Reserved Parking Plan showing the locations of reserved parking spaces at their respective buildings, and designated parking spaces for disabled persons, government vehicles (e.g., FMD vehicles), and timed parking.

b. Provide revisions of their building Reserved Parking Plan to the Security Division whenever changes occur.

1.6 The Facilities Management Division will:

a. Review and concur with the FOM’s Reserved Parking Plan, and coordinate the establishment and maintenance of the parking spaces.

b. Determine the correct number and recommended location of parking spaces for disabled persons, in accordance with Federal and local requirements.

c. Mark reserved parking spaces using numerical curb markings, signs, pavement markings, or any combination thereof.

d. Provide oversight and guidance to FOMs and to the Director of Management Operations on the location and number of parking spaces for disabled persons, in accordance with Federal and local requirements.

1.7 All GSFC employees, contractors, and visitors will comply with the vehicle reserved parking requirements in this directive.

2. AUTHORIZED RESERVED PARKING SPACES

2.1 Reserved parking spaces are authorized for the following:

a. Disabled persons;

b. Government vehicles, including service vehicles;

c. “Timed” parking;

d. Personnel who, because of their seniority or position, are authorized reserved spaces (see 2.2); and

e. Loading/Unloading Zones.

2.1.1 Parking spaces for the disabled will have priority in assignment over all other reserved spaces.

2.1.2 When special considerations exist, reserved disabled parking spaces may be assigned to meet an individual’s specific needs. When this situation exists, individuals requesting special consideration

Disability-Programs@mail.nasa.gov. If approved, the FOM will make all necessary arrangements.

2.1.3 Temporary disabled parking permits, good for on-Center use, are available as needed from the

Building FOM. These permits are based on short-term medical needs that will not exceed 30 calendar days.

2.2 The following positions are authorized reserved spaces:

a. Center Director;

b. Deputy Center Director;

c. Deputy Center Director for Technology and Research Investments;

d. Associate Center Director;

e. Code 100 Assistant Directors of;

f. Directors of;

g. Deputy Directors of;

h. Associate Directors of;

i. Assistant Directors of;

j. Directorate Chief Engineers;

k. Directorate Resource Managers;

l. Division Chiefs;

m. Deputy Division Chiefs;

n. Flight/Ground/Instrument Project Managers; and

o. Code 100, 400 and 600 Office Chiefs.

Directors of and above may, at their discretion, submit to the Director of Management Operations for approval other personnel they consider in need of a reserved parking space.

2.3 Unauthorized Parking

2.3.1 All personnel will park in “open” parking spaces only, unless specifically authorized to park in a reserved space. “Open” parking spaces are identified by painted lines.

2.3.2 “No Parking” zones are areas specifically designated or marked as not for parking. Personnel will not park in areas designated as not for parking.

2.3.3 Personnel will not park on unpaved surfaces unless they are working directly out of their vehicle on an approved work order.

3. GENERAL REQUIREMENTS

3.1 Reserved parking spaces are identified by curb/slot markings and/or posted signs. A reserved parking space is reserved 24 hours a day, seven days a week. All reserved spaces are assigned to a specific individual or position as defined in 2.2 and approved by the Director of Management

Operations. No personnel may use another’s reserved parking space unless permission is granted by the individual assigned that specific space.

3.2 Visitor parking spaces are reserved for official visitors. Official visitors are those whose business is limited to one duty day. When a visitor parking space has been allocated a “not to exceed” time limit, visitors shall adhere to that time limit. All others shall park in general parking areas.

3.3 Government/Official Vehicle parking spaces are reserved at various locations around GSFC for government/official vehicles (GOVs). A GOV is a vehicle bearing a U.S. Government license plate or a rental/contractor vehicle displaying appropriate and/or authorized decals or placards identifying the vehicle as an official vehicle. GOVs can be parked in any GOV parking space or any parking space designated for open parking.

3.4 Loading/Unloading zones are identified by curb markings and/or signs. Vehicles loading or unloading may use these areas only to load or unload equipment or personnel, and their use will be limited to the time the task requires.
