Safety Diagnosis Report for City Gas Piping

- 2 -

1. Summary of safety diagnosis result

1.1 Gas leakage status

○ As a result of the gas leakage test using the gas leakage complex gas detector, there was no gas leakage.

1.2 Diagnosis of coating defect in buried pipeline

○ As a result of detecting the coating damage using DCVG(Direct Current

Voltage Gradient) for 409m of the section of the three units under-diagnosis, one coating damage estimated portion detected in the two-unit (Camp Carroll has not PLP medium pressure pipeline. So could not be used DCVG)

○ The results of the CIPS (Close Interval Potential Survey) in the camp walker in the 209m and the Camp Henry in the 200m section of the diagnosis target section satisfy the overall corrosion protection potential (-0.85V / cse or less), but the interference section exists.

Therefore, continuous monitoring is required.

○ There is one coating damage estimation part in the diagnosis section. At

135m from the camp walker, the% IR value is 6.25%, and the surrounding potential value of the coating damage estimation point meets corrosion protection potential (-0.85V / cse or less), but continuous monitoring is required.

1.3 Corrosion protection potential measurement

○ As a result of checking the corrosion protection potential of the diagnostic target section at 15 points including Test Box, Valve, gas-fired facilities, and governer, the corrosion protection potential value satisfies the corrosion protection potential standard of -0.85v /

- 3 -cse or less. However, among the PLP valves, Camp Henry's S1654-V31 valve confirmed that the valve was made of PLP material and the piping was made of PE material by measuring the corrosion protection potential. (Check the Camp Henry corrosion protection potential measurement attachment.)

1.4 Corrosion protection potential propriety of test box

○ As a result of checking the installation and management status of seven of the T/B sites checked, the installation and management status of seven sites is satisfactory.

1.5 Linemark, etc. buried piping location sign

○ The proper installation, maintenance status, and matching of the installed location of the buried pipe, line mark and buried pipe sign using the distance meter, RD8000(Pipe Locator), and GPR(Ground

Penetrating Radar) are mostly maintained appropriately.

Chapter 3. Field Test and Survey

- 14 -

1. Field survey and analysis of test results of piping subjected to diagnosis

1.1. Checking leakage gas

1.1.1 Outline

○ To check for leakage of gas on pipes and attached facility to safety diagnosis, inspect them according to the method provided by KGS CODE

FS551[Code for Facilities, Technology, Inspection and Detailed Safety Diagnosis for

Pipeline Outside the Manufacturing Places and Supply Stations of General City Gas

Business] 4.2.4 safety diagnosis and check the safety of the pipes and prevention of accidents caused by gas leakage.

1.1.2 Diagnosis method

○ For buried piping, use a portable MLD (Methane Leak Detector) to detect leakage.

○ If leakage is suspected or abnormally indicated on the measuring equipment, spray soapy water to reconfirm the leakage point.

1.1.3 Diagnosis result

○ Checking leakage gas

- As a result of the gas leakage test using the complex gas detector, no gas leakage.

1.2 Checking whether to damage of piping coating

1.2.1 Outline

○ To investigate corrosion of buried piping, check the integrity of the buried piping through DCVG(Direct Current Voltage Gradient) or

ACVG(Alternate Current Voltage Gradient) and CIPS(Close Interval

- 15 -

Potential Gradient).

1.2.2 Diagnosis method

○ Checking whether to damage of coating damage using the piping coating damage detector

○ If damaged parts of the pipe are found, measure the state of corrosion protection potential management, size of the damage signal on the coating, and interference.

1.2.3 Diagnosis result

○ Detection of the coating damage using DCVG (Direct Current Voltage

Gradient) for the 409m section of the Camp Walker and Camp Henry has resulted in the detection of one coating damage estimated portion

○ Based on the measurement of the estimated coating damage detected in Camp

Walker(135m), %IR is 6.25%, a potential difference of 0.824V/cse of pipes, -2.23V/cse of On potential, and -1.399V/cse of off potential meet the corrosion protection potential criteria. However, continuous monitoring is required as the coating damage exists and is judged to have an effect on interference.

- 16 -

○ Graph of CIPS and DCVG

< Graph of CIPS and DCVG in Camp Walker >

< Graph of CIPS and DCVG in Camp Henry>

- 17 -

○ The CIPS result show that the lowest difference corrosion protection potential of the Camp Walker is 0.488V/cse, and the lowest corrosion protection potential of the Camp Henry is -1.266V/cse, which satisfies the corrosion protection potential criteria(-0.85V/cse, 0.1V/cse on/off). However, from the point 200m from Camp Henry, it is assumed that it was measured to be affected by interference and that the piping was in contact with other facilities.

Therefore, continuous monitoring is required. If excavations are needed, we recommend 135m spot of Camp Walker and 200m spot of Camp Henry.

※ NACE‐SP0169 states that "unless special conditions are specified, the corrosion protection potential of steel piping shall be kept lower than -850 mV based on the copper sulfate," and that the corrosion protection standard of steel piping materials shall be as follows.

(1) Corrosion protection potential applied : ‐0.85 V/cse ("On"

Potential-IR Drop)

(2) polarized potential : ‐0.85 V/cse (Instant "Off" Potential, Polarized Potential)

(3) 100 mV Polarization

1.3.1 Outline

○ Checking integrity of the buried pipe by measuring corrosion protection potential.

- 18 -

1.3.2 Diagnosis method

○ Measurement of corrosion protection potential is performed to verify the proper management of the corrosion protection facility.

○ Measurement of the corrosion protection potential of interference with other facilities is required for checking the interference status.

1.3.3 Diagnosis result

1.4. Accuracy of drawings

1.4.1 Outline

○ Checking the accuracy of the drawings, the location, and depth of the piping were checked using Pipe Locator and GPR, and the presence, location, and maintenance status of the valves were checked.

1.4.2 Diagnosis result

○ It was possible to check the location of the piping, number of valves, and location of the pipes, but it was not possible to check the loss of valves due to other construction work, the presence of the handles and rods of the valves, and the materials of the pipes.

- 20 -

- In the case of Camp Carroll, the part where it is challenging to locate the pipe by looking at the drawing was accurately explored through GPR. In addition, a valve that existed on the drawing but did not exist in practice was found to have been lost. And we found three valves that were not in the drawing but were present, and two of them are hydraulic valves, which could not be checked because other equipment needed to be used to open them. There were also valves with no handle and no rod in it.

- In the case of Camp Walker, there were a number of valves without handles and rods, and it was determined that V13 did not really exist on the drawing either. Also, we found four valves that are not in the drawing but exist. In addition, the medium-pressure valves and the low-pressure valves are mixed, so it is hard to distinguish. Therefore we distinguished them.

- In the case of Camp Henry, there were valve handles and rodless valves, and two valves were found which were not shown in the drawings.

1.5.Appropriateness of management of measurement test boxes of corrosion protection potential

1.5.1 Outline

○ The potential measurement Terminal Box(T/B) for maintenance of electrical corrosion protection facilities was checked for proper installation and maintenance in accordance with KGS code GC202[Code for

Cathodic Protection of Gas Installations].

1.5.2 Diagnosis result

○ As a result of checking the installation and maintenance status of seven

- 21 -numbers of T/B and five numbers of PLP valves, the installation, and maintenance status of 12 locations is good, but it is not shown in the drawing and recommended to be shown on the drawing.

1.6 Line mark, Buried Gas Line Sign

1.6.1 Outline

○ Line marks and signs were checked for proper installation and maintenance according to KGS Code FS551[Code for Facilities, Technology, Inspection and Detailed Safety Diagnosis for Pipeline Outside the Manufacturing Places and Supply Stations of General City Gas Business], and the location of the buried piping, line mark, and signboard installation is checked using

Pipe Locator.

1.6.2 Diagnosis result

○ As a result of checking the line marks of buried piping, line marks, signboard of proper installation, maintenance status, matching of installation location by using Walking Meter, Pipe Locator, we found damage of line marks, line mark not installed, line mark installation error.

Chapter 4. Comprehensive Evaluation

- 23 -

1. Comprehensive conclusion on diagnosis results

□ Detection of the coating damage using DCVG(Direct Current Voltage

Gradient) for a 409m section of the diagnosed section has resulted in one coating damage estimate detected in all two sections.

□ The %IR of the damaged area of the Camp Walker at 135 m was 6.25%, but the on/off potential difference value of the pipe was 0.824 V / cse.

The potential value is normal, but continuous monitoring is required.

It is also recommended to excavate this point if excavation is required.

□ Though coating damage estimated portion is not, 200m point of Camp

Henry is occurred interference by contact with other facilities. So continuous monitoring is required and recommend excavation if it is necessary.

□ The CIPS(Close Interval Potential Survey) result show that the lowest on/off difference of corrosion protection potential of the Camp Walker is

0.488V/cse, and the lowest corrosion protection potential of the Camp

Henry is -1.266V/cse, which satisfies the protection potential criteria(-0.85V/cse, 0.1V/cse on/off).

□ The corrosion protection potential of the seven T/B and five PLP valves is satisfied with the corrosion protection criteria (-0.85 mv/cse).

- 24 -

□ Of the total 128 valves in the diagnosis area, there were 48 handleless, rodless, lidless valves one exposure valve, one low depth valve, and two valves that could not open. Therefore, it is recommended that valves without handles, rods, and lids should replenish scarce facilities, the exposed valves buried, and low-depth valves should be excavation if necessary to deepen the depth. Also, for valves that cannot be opened, it is recommended to prepare with openable equipment.(Body Reference, Attachment Verification)

□ In the case of line marks, there were sections without line marks, sections with direction errors, sections with damage, and there were few line marks around the gas-fired facilities. Therefore, line mark installation is recommended for maintenance of pipe.

Measure the potential of the surrounding user facility as the potential difference was measured on the valve, but the potential of the surrounding facility was not found

(picture attached below)

User facility potential measurement

Potential Value : -0.2880V/cse

Judging from this fact, it can be inferred that only valves are of PLP material and pipes are of PE material. The valve has no potential because the coating is well made and the piping is PE material.)

1716 : Coating damage estimation : 1point

Multiple measurements of the coating damage estimation government in a similar position suggest that the position of the damaged parts changes every time and thus may be affected by interference. Also, the potential value of the nearby TB is estimated to be interference as it is estimated to be around 12V.
