About this file
This is Amendment 3 to a solicitation from the State Historical Society of North Dakota for audiovisual services at the North Dakota Heritage Center & State Museum in Bismarck. The amendment documents questions and answers from a mandatory Preproposal Building Walkthrough held on February 25, 2025, with proposals due March 4, 2025 by 2:00 PM CT. The project includes deploying touchscreen controllers in three key locations (Visitor Services, Classrooms, and Russell Reid Auditorium), implementing a paging system at Visitor Services, and providing three encoders and eight decoders for digital signage integration across multiple spaces including the Missouri River Event Center, Great Plains Theater, and various galleries.
The amendment clarifies technical specifications, including that digital signage players are mounted behind monitors, ceiling microphones are tied to the Polycom system, and the Paradigm control panel is wall-mounted backstage. It confirms that existing speakers, amps, and controllers will be used with the new platform/system in the upper-level hallway areas. The STATE will handle network configuration through ND government enterprise management for wireless control capabilities. The amendment includes a detailed floor plan showing the layout of all relevant spaces including galleries, theaters, meeting rooms, and public areas within the Heritage Center.

SOLICITATION AMENDMENT 3
February 27, 2025
Solicitation Number: 701.2025.2 Title: North Dakota Heritage Center & State Museum Audiovisual Services Deadline for Receipt of Proposals: March 4, 2025, by 2:00 PM, CT Solicitation Issued: February 11, 2025
Section 1.11 of the RFP established a mandatory Preproposal Building Walkthrough held on February 25, 2025, at 1:00 PM CST. The Heritage Center map distributed during the walkthrough is included in this amendment (see page 6). Questions and answers addressed in the walkthrough, along with changes made to the solicitation, are as follows:
1. Question: Are we able to take photos?
Response: Yes.
No amendment necessary.
Questions related to the Missouri River Event Center (MREC)
2. Question: Are there any inputs around this area?
Response: No, the MREC inputs are in the related equipment cabinet in the small room near the Inspiration Gallery. The Russell Reid Auditorium is the only area that has inputs on a stage.
3. Question: Is the player in a rack or behind the monitor? (related to digital signage players)
Response: The digital signage players are mounted behind the monitors in most cases.
However, some, like the examples shown in the walkthrough, have HDMI transmit/receiver pairs.
No amendment necessary
Question related to the Project Room, Lecture Room A, and Lecture Room B (Classrooms)
4. Question: How are the mics in the ceiling used currently?
Response: They are tied into the Polycom system.
Questions related to the Russell Reid Auditorium
5. Question: Do you conduct any image magnification on the projector?
Response: No.
6. Question: Is the Paradigm controller rack mounted or relay controlled from somewhere else?
Response: The Paradigm control/relay panel is located backstage and mounted on the wall.
7. Question: Do you plan to update the dimmers to accept LED lights?
Response: No. That may be a plan in the future, but it is not part of this project’s scope.
Question related to the main upper-level hallway (between galleries, Museum Store, and including the Northern Lights Atrium area)
8. Question: Is it the goal to use existing equipment in this area?
Response: Yes. It is the goal to use existing speakers, amps, and controllers with the new platform/system.
Question related to the Great Plains Theater
9. Question: Are the London Blue processors intended to be replaced?
Response: Yes. The intent is that any programming or processing control would be part of the new system.
10. Question: Regarding AV system control within the Great Plains Theater, given the need for multiple source options for the projection system in this room, where will this be controlled/switched? This space is not specifically mentioned as one of the controller locations.
Response: It should be able to be controlled by the controller in the Visitor Center or the wireless tablet.
Questions related to Section 3 – Scope of Work: Deliverables in the RFP
Related to 5. User Interface & Control Points
a. Deploy touchscreen controllers in 3 key locations: Visitor Services, Classrooms (Project Room and Lecture Rooms A & B, managed by a single controller), and the Russell Reid Auditorium. The system must also be manageable via a Wi-Fi-enabled application. STATE will purchase required tablets separately.
11. Question: Regarding the request for Wi-Fi enabled controller, will the Heritage Center’s
IT department be responsible for creating the necessary network segmentation and SSID within the existing building network infrastructure to allow for wireless control of the AV system?
Response: Yes. SHSND staff will work with the vendor and ND gov enterprise management to configure the network.
Related to 5. User Interface & Control Points
b. Implement a paging and messaging system with options for either desktop or wall-mounted paging units.
12. Question: Regarding paging, how many and at what locations are paging stations needed?
Response: One location at Visitor Services. (Refer to map handout for location of Visitor Services, pg 6 of this amendment.)
Section 3.2.A. Deliverables is amended as follows:
Add “located in Visitor Services” to section 5.b., which shall now read:
Implement a paging and messaging system with options for either desktop or wall-mounted paging unit located in Visitor Services.”
Related to 7. Digital Signage
a. Provide three (3) additional encoders for digital signage display.
b. Supply and configure eight (8) additional decoders for digital signage integration.
13. Question: With the note about “encoders” and “decoders,” we understood that the signage would be routed through the new network-based distribution (AV over IP). The recently provided Q&A document states that “integration will be limited to connecting the HDMI output from the existing signage players to the signage screens.” If the intent is to have eight State-provided media players behind eight signage displays, simply networked for control and store-and-forward content downloads, we would not include encoders and decoders. Can you please confirm the State’s intent?
Response: The intent is to have three encoders and eight decoders at eight different screens pulling from one of the three encoders. NDHC IT is currently in possession of the players and will locate them so they’re accessible to the network.
No amendment needed.
Questions regarding this amendment must be submitted in writing to the Procurement Officer.
