About this file

This is Addendum No. 1 to the solicitation for CBP FIS Renovation at Daniel K. Inouye International Airport, issued by the State of Hawaii Department of Transportation Airports Division on August 13, 2026. The addendum postpones the bid opening from August 14, 2026 at 2:00 p.m. HST to August 28, 2026 at 2:00 p.m. HST and modifies project specifications and plans. The scope consolidates Federal Inspection Services secondary screening operations through demolition, renovation, and system upgrades including mechanical, electrical, architectural, security, and telecommunications infrastructure. Work encompasses partition installation, flooring, ceiling and lighting replacements, creation of interview rooms, CBP holding rooms, triage podiums, and secured vestibules, along with mechanical equipment installation for exhaust requirements and electrical system upgrades. The project requires procurement and installation of furniture and equipment to support CBP operations. The addendum revises Section 09650 (Resilient Flooring), adds new Section 09670 (Fluid-Applied Flooring) and Section 09681 (Tile Carpeting), updates the proposal form, and replaces multiple plan sheets including the abbreviations and symbols legend, enlarged floor plan, finish schedules, signage schedule, and furniture and equipment plan. The completion time is 270 calendar days from the notice to proceed, with liquidated damages of $500 per day for delays.

The proposal schedule includes a lump sum bid for the CBP FIS Renovation with allowances totaling $695,000 for unforeseen conditions, security measures, furniture, equipment, and the security control system. Bidders must possess a valid State of Hawaii General Engineering "A" or General Building "B" license at the time of bidding. Bid security of 5% of the total amount bid is required, and proposals must be submitted and uploaded to HIePRO prior to the August 28, 2026 deadline; failure to upload the complete proposal to HIePRO is grounds for rejection. The project is subject to Hawaii Revised Statutes Chapter 103D procurement requirements, and contractor personnel requiring access to secure areas must obtain required security credentials. All security equipment is subject to CBP review and approval. The addendum includes pre-bid meeting minutes from July 16, 2026, responses to requests for information, and updated construction documents prepared by GHD Inc. (architecture) and Coffman Engineers (mechanical, electrical, and structural engineering).
