About this file

This document is a Federal Required Certification regarding lobbying compliance applicable to the City of Pasadena Department of Public Works' fueling infrastructure equipment replacement and improvements project in California. The certification, based on 44 C.F.R. Part 18 and Appendix A, establishes mandatory compliance requirements for contractors bidding on the project. Contractors must certify that no federal appropriated funds have been or will be used to influence government officials in connection with the award of this contract. The project consists of two independently awardable groups: Group One involves the replacement of eight liquid fuel dispensers across three city fueling sites (four combination unleaded/diesel dispensers at City Yards, two unleaded dispensers at the Police Department, and two combination unleaded/diesel dispensers at Civil Defense), and Group Two requires the furnish, delivery, and installation of two ANGI Encore NZ1 compressed natural gas dispensers and the replacement of eleven dual-hose time-fill posts. The awarded contractor must provide a complete and fully operational fueling system with all necessary labor, materials, equipment, permits, testing, startup, and commissioning services.

The certification requires contractors' authorized officials to sign and submit the document to the City of Pasadena as a prerequisite for contract award. If non-federal funds have been or will be paid to influence government officials, contractors must complete and submit Standard Form-LLL. All subrecipients and subawardees at any tier must also comply with and include identical certification language in their award documents. Failure to submit the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 for each violation. The contractor's certification constitutes a material representation of fact, and submission is mandated by section 1352, title 31, U.S. Code. All work must comply with applicable federal, state, and local laws, including requirements from the California Air Resources Board, California Code of Regulations, local fire authorities, and the Certified Unified Program Agency.
