About this file

This is a Federal Required Certification document applicable to the City of Pasadena's Community-Police Mediation Pilot Program in California. The certification pertains to lobbying compliance requirements under 44 C.F.R. Part 18 and Appendix A. The document outlines the contractor's obligations to certify that no federal appropriated funds have been or will be paid to influence federal officials, Members of Congress, or congressional employees in connection with the awarding of the federal contract, grant, loan, or cooperative agreement. The contractor must submit this signed certification to the non-federal entity as a prerequisite for contract execution. If any non-federal funds are used for lobbying purposes, the contractor is required to complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying, in accordance with applicable instructions. The certification must be included in all subaward documents at all tiers, and all subrecipients must certify and disclose accordingly.

Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure. The contractor certifies the truthfulness and accuracy of all statements in the certification and disclosure documents and acknowledges that the provisions of 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements, apply to this certification. The document requires the signature, printed name, title, and date of the contractor's authorized official as evidence of compliance with federal lobbying restrictions and certification requirements.
