MEMORANDUM FOR AFW DET 2lMAOA (MSgt Chavez)
FROM: 377 AMDSISGPB
195 1 Second St SE Kirtland AFB NM 871 17-5559
SUBJECT: Asbestos Hazard Assessment
1. On 3 Dec 99 I was notified of a possible asbestos release in a classroom located in Hanger 1002. I notified the Kirtland AFB Asbestos Program Manager (APM), Mr. Chavez and we surveyed the room later that morning. Upon arriving at Hanger 1002 I found members of the base asbestos abatement team and Flight Test Squadron, including MSgt Chavez and SrA Larose.
2. Approximately three months ago, Hanger 1002 flooded. Per conversation with FTS members, the carpet was ruined in a majority of the rooms. Of particular concern is the classroom were FTS performs their training, located on the northwest side of the hanger nearest the doorway to the outside. At some point between the flood and my survey, the carpet in the class room had been removed. A vinyl material was situated between the tile and carpet, as evidenced by surveying an adjacent office. Removal of the carpet and vinyl material ultimately exposed the floor tiles. Near the center of the room, one tile had broken in half and separated from the mastic. The other tiles appeared to be intact and were still held in place. There was obvious cracking of tile randomly located across the floor. However, no other tiles appeared to have become separated from the mastic that binds them to the floor. The floor tiles were conf i ied as ACM by Mr. Chavez. Overall the tiles are in good condition and in a non-friable (not easily crushable by hand pressure) state.
3. Members of the abatement team used a HEPA vacuum to collect the dirt, carpet and debris from the crevices and comers formed between the wall and the floor.
4. Conclusions: A release of ACM was very unlikely given the non-fhable state of the tiles. Keep this letter on file indefinitely. Our recommendation is to leave the remaining tiles in place and cover them with new carpeting. No dnlling or sanding of the floor tile is to take place while accomplishing this upgrade. Submit an AF Form 332 to CE to initiate the self-help project.
5. If you have any questions please call me at 846-4259.

SURVEY REPORT
BUILDING 1002
Actions
On 24 May 90, MSgt Woodbury of 1606 ABW/EMC conducted a survey of hanger 1002 for asbestos containing materials.
Samples were taken of all floor tile and associated mastic.
Although the mastic may not have been ACM, all fioor tile except i to 15 percent chrysotile asbestos. Measured and estimated floor tile equaled 650 SF.
A sample of pipe insulation that runs the length of the south lean to,mechanical room contains 15 to 30% Chrysotile asbestos.
All other pipes and pipe :oints in the building tested negative for asbestos.
There is an unknown amount of corrugated asbestos board covering the outside of the original hangar, part of the interior and all sides of three penthouses on top of the hangar. A sample of this material contained 30 to 50% Chrysotile asbestos.
There is one Remington Rand safe in room 300 of Island "C'. EM will arrange for the asbestos to be removed from the safe.
No asbestos containing material was found in the mechanical room on the north end of the building.
A risk assessment of the area was conducted using the AIR FORCE
EXPOSURE ASBESTOS GUIDANCE FOR RATING AND ASSESSING DAMAGE AND --------
(GRADE) SYSTEM. The risk was calculated to be 7.8079 and the ------- ------building was prioritized using this number.
Recommendations:
Future renovations of building 1002 should include an estimate of costs for asbestos removal for the corrugated asbestos board, the pipe in the mechanical room of the south lean to and the floor tiles throughout the building. These materials should not otherwdse be disturbed.

1 . Upon review of subject not ice, Environmental Management Division has evaluated the mentioned Asbestos Containing materials, estimated quantities and friability as defined and determined compliance regulation applicability as defined by EPA NESHAP Regulations 40 CFR 61, Subpart M, and concluded that ACM was none friable and no notice of intent to remove friable asbestos is required to Albuquerque Environmental Health Department, Air Pollution Control.
