1. When will the slides from this conference be made available on FBO.gov?
a. The slides were posted on 1 July 2, 2010
2. Who is the incumbent contractor?
a. Vanguard Construction, Inc.
3. How many task orders are currently funded?
a. There have been 38 task orders awarded to the current contract
4. What is the maximum budget for the initial task order?
a. Details of the budget cannot be disclosed however in accordance with (IAW) FAR 36.204, Disclosure of the Magnitude of Construction Projects, and as stated in Exhibit F of the request for proposal the estimated price range for this project is less than $25,000.
5. Will site visits be held for each project?
a. Yes
6. How many roofs are there for this project?
a. For this initial task order there is only the one roof.
7. What are the curb height requirements on the initial task order?
a. The curb height will be in accordance with manufacturer’s specifications.
8. Will the equipment on the roof of the initial task order need to be painted?
a. Yes, all equipment on the roof and the fascia will be painted.
9. What are the wind rating requirements of Edwards AFB?
a. The wind rating of this area is 90MPH.
10. What is the required warranty period?
a. 15 year minimum
11. On the initial task order, is the air conditioning unit on roof staying?
a. Yes, all equipment that is currently on the roof will stay.
12. I am an 8a Roofing Contractor do I have preference over an 8a General Contractor with a Roofing Subcontractor?
a. Referring to the RFP, Section M, Paragraph C4, major sub-contractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the principal Offeror…
13. Does the size of an 8(a) firm matter since this is a competitive bid process for Solicitation FA9301-10-R-0016, and not a sole-source award?
a. Size of an 8(a) company is not a factor in determining an awardee. However size of a company may affect the company’s evaluation in regards to the following issues:
i. Page 1 of the Request for Proposal (RFP) states that this acquisition is limited to 8(a) certified firms in SBA Region 9 (California, Arizona, Nevada, Hawaii, and Guam) which have a NAICS Code of 238160 among their approved NAICS codes.
ii. Section M, Paragraph B2 of the RFP addresses bonding capabilities, of a company, which will be evaluated.
iii. Reference question 12 above concerning the evaluation of major sub-contractors that will perform major or critical aspects of the requirement.
14. Availability of Plans for the initial task order?
a. No
15. Has the initial task order been tested for lead and asbestos?
a. It has tested positive.
16. Visible screws on the initial task order?
a. No screws can be visible on the eves.
17. What are the safety requirements?
a. Follow all Federal, State, and local safety requirements
18. What is the existing insulation thickness of the initial task order?
a. The existing insulation thickness is unknown. The existing built-up roof and insulation will be removed down to the deck.
19. Are there any more roof systems under the surface?
a. No
20. Asbestos removal?
a. Asbestos removal is required under this task order
21. Will there be a full time safety inspector on site? (EM-385)
a. Follow all Federal, State and local safety requirements.
22. What kind of roofs are on the hangers
a. A variety of metal, built-up, single ply roof membranes.
23. Where do we dispose of all the waste?
a. Proper waste disposal is the responsibility of the contractor and shall be disposed of at an approved landfill. No waste shall be disposed of on the base.
24. Does your team look at self-reporting 8a roofing contractors?
a. See question #12
25. For NAICS Code 238160, the 8(a) needs to be below the $14 Million size standard, correct? With this in mind, in the case of a joint venture, does the partnering firm also need to be below the $14 Million size standard like the 8(a) firm for the Joint Venture to be eligible for award?
a. FAR 19.101 definition of "Affiliates" addresses Joint Ventures in paragraphs 7i, ii, and iii. 7ii of that section refers to 13 CFR 124.513 for rules governing the 8(a) Program joint ventures. http://farsite.hill.af.mil/reghtml/regs/FAR2AFMCFARS/FARDFARS/FAR/19.htm?zoom_highlight=joint+venture 13 CFR 124.513 outlines the details and approval process of a 8(a) program joint venture and reads in part; (b) Size of concerns to an 8(a) joint venture. (1) A joint venture of at least one 8(a) Participant and one or more other business concerns may submit an offer as a small business for a competitive 8(a) procurement so long as each concern is small under the size standard corresponding to the SIC code assigned to the contract, provided: (i) The size of at least one 8(a) Participant to the joint venture is less than one half the size standard corresponding to the SIC code assigned to the contract; and (ii)(A) For a procurement having a revenue-based size standard, the procurement exceeds half the size standard corresponding to the SIC code assigned to the contract; http://edocket.access.gpo.gov/cfr_2004/janqtr/pdf/13cfr124.513.pdf Therefore, in answer to your question, all concerns in a joint venture must be a small business under the size standard assigned to the acquisition NAICS and at least one 8(a) participant is required to be less than half the size standard.
