DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01010
SUMMARY OF WORK
1.01 GENERAL
A. The work covered by these specifications consists of the Contractor furnishing all labor, equipment, appliances, devices, and materials, (except Government-furnished materials), and performing all operations necessary in connection with providing temporary and permanent roof repairs, in strict accordance with the following specifications, subsequent task order, drawings, and subject to the terms and conditions of the contract which includes removals and miscellaneous work as herein specified. Each job will be selected by the project engineer and will vary in size, scope and completion time. All roof work shall be performed in accordance with manufacturers specifications, applicable federal, state, and local safety and environmental regulations as well as using the Edwards Air Force design standards and industry standards.
B. The principal features of this project shall include but shall not be limited to replacement/repair of existing roofing; replacement of sheet metalwork such as sheet metal base/counter flashings, metal edge strips, drip edge, gutters/downspouts, drains, replacement of deteriorated structural lumber, sheathing, insulation, fascia boards, trim, cant strips, etc.; removal and disposal of asbestos materials; removal/reinstallation of existing miscellaneous equipment found on roof; and furnishing the Quality Control (QC) necessary to integrate the reroofing work into the total building system. No work shall proceed without an approved contractor quality control (CQC) program in place. CQC performance and records shall be subject to audit by the Government.
1.02 USE OF PREMISES
During the entire contract performance period, the facilities will be occupied except access may be restricted if asbestos abatement work is required. Coordination and cooperation with the using agency in scheduling operations to minimize conflict and to facilitate government usage is required. Contractor shall coordinate all abatement work with the Project Manager.
1.03 TASK ORDER PROPOSALS
A. The Government will provide drawings (if available) and a brief description of the work to be performed with each Request for Proposal.
B. A mandatory roof walk will be held. The Contractor shall visit the premises and thoroughly familiarize himself with all details of the work and working conditions, to verify all dimensions. Any abandoned equipment that is to be removed prior to roofing shall be identified at the job walk.
C. METHOD OF WORK MEASUREMENT.
1. The unit prices shall include all engineering calculations, drawings, warranties, material, equipment and labor to obtain the final product in place. This includes but is not limited to material waste to obtain the final product.
2. Calculations shall be based on dimensions from face of roof eave or inside face of wall or parapet to which roofing abuts except where single ply (PVC) membrane shall include inside face or parapet wall to be covered. Areas of equipment platforms, singular skylights, curbs, etc.
shall not be subtracted to reduce the encompassing calculated areas, but areas with walls such as penthouses which occur within the encompassing area and continuous strings of skylights or similar areas shall be subtracted from the encompassing calculated areas.
3. Roof area calculations for slopes under 1 in 12 shall be based on horizontal projection of the roof. Roof area calculations for slopes 1 in 12 and over shall be based on the actual areas (as calculated from the hypotenuse of a right triangle).
4. The following definitions are provided as a means of clarification for the work required by these specifications. Associated roof items needed to provide a functional roof system will be included in separate line item unit costs and will not be part of the roof unit cost.
5. The method of calculating shall be as follows:
a. Asphalt Shingle roofing system: The unit price shall include removing existing asphalt shingles or built-up roofing and replacing with new underlayment and asphalt fiberglass shingles.
b. Built-up membrane and modified bitumen roofing:
(1) The large and small area repair/replacement: Large area roof surface repair/replacement on any single building 1000 sq. ft. or more; small area roof surface repair/replacement on any single building less than 1000 sq. ft. per building;
(2) Removal of existing roof insulation; removal and re-installation of air terminals (lightning rods); flashing at miscellaneous roof penetrations; and other miscellaneous incidental work not covered in the other Exhibit Line Item Numbers (ELINs) shall be included in the unit price of the built-up membrane and modified bitumen roofing systems.
(3) The membrane shall include removal of existing roofing where applicable
(some roofs have exposed concrete, etc. where removal of an existing membrane will not be required) including gravel ballast (separate ELIN item) if applicable, membrane, roof insulation, flashings, composition base flashing, insulation, pitch pans, and miscellaneous flashings.
(4) The membrane shall not include new insulation; asbestos sampling/ testing/removal; metal flashing; composition base flashing; existing, new, or raised curbs over 4’ long at any roof mounted equipment; or new parapet caps.
c. Metal roofing (preformed, standing metal seam, structural standing seam metal, batton seamed, corrugated, factory-color-finished)
(1) The unit price shall include the entire system, including but not limited to engineered drawings and calculations shall be prepared, signed, and sealed by a registered structural engineer, gutters and downspouts, insulation, underlayments, drilling, welding, etc. in providing the new metal roof and sub framing system over existing concrete deck, metal deck, or built-up or modified bitumen roofing, including transferring loads directly into existing structural members.
d. Elastomeric or Polyurea roofing system:
preparation (cleaning, bolt tightening or replacement, small patches, primer, masking etc.)
of existing surfaces.
(2) Roof area calculations for elastomeric roofing applied to metal decks shall be increased by a profile factor of 1.12 for varying rib height, 1.15 for corrugated, or 1.20 for standing rib as applicable.
e. Thermoplastic PVC Membrane roofing:
engineered drawings and calculations shall be prepared, signed, and sealed by a registered structural engineer, preparation (cleaning, removal of flashings, copias, drains, scuppers, bolt tightening or replacement, small patches, primer, masking etc.), removal and re-installation of air terminals (lightning rods) and existing drains. Installation of membrane on curbs and parapet walls including termination bars if required..
(2) Installation of siliconized gypsum under new membrane, and attaching by fully adhered or mechanically fastened system as specified in statement of work to existing surfaces.
(3) Removal of existing roof membrane shall not be included in unit price.
f. Roof Insulation
(1) Calculations of Polyisocianurate insulation shall be based on the area (square footage) and the thickness in the statement of work. . Polyisocianurate insulation shall have an R value of at least R-7 per inch of thickness. The Contractor may propose another configuration, which is subject to the approval of the Contracting Officer.
(2) Calculation of tapered insulation shall exclude fill-in Polyisocianurate insulation. Fill-in insulation shall be priced according to the Polyisocianurate insulation unit cost.
(3) Calculation for Prodex Total insulation shall be based on the area (square footage) covered for single layer (minimum R-15 value) including sealing (taping) seams and materials for installation.
(3) All other insulation shall be priced as stated in the ELIN items.
g. Roof Flashing & Accessories
All roof flashing and accessories shall be comprised of the elements required by the NRCA manual for suitable installation (e.g. cants, treated wood nailers, painted metal caps, continuous metal cleat, fasteners, cover-plates, etc.).
h. Roof Fixtures & Systems
(1) Roof fixtures and associated systems shall be installed in a manner that provides a complete waterproofing system, and conforms to standard industry practice (e.g. the NRCA manual, RIEI manual, or Uniform Building Code ).
(2) Walk Tread Lengths. The length of run of walk treads shall include spaces for water flow around the tread.
(3) Install Curb Flashing membrane on Single Ply (PVC) Roofing Systems shall be used only to replace, repair, or cover new curbing on existing single ply (PVC) system..
(4) Catwalks shall be measued by the square footage of the walking surface area and shall be unit priced to include all handrails and supports to comply with
OSHA.
(5) Fall protection shall be prefabricated commercially available tie off points installed according to manufacturers specifications and OSHA compliant.
i. Repair and Maintenance. The type of roof repair and maintenance will be specified in the Statement of Work. The scope of work will include, but is not limited to the removal of debris from the roof and drainage system; and preparation of a roof plan (iaw RIEI manual), to document the work accomplished. Repair of roofs shall follow the roofing manufacturer’s recommendation and the appropriate industry standard for each type of roof system involved.
j. Carpentry- Board Foot Volumes. Board feet shall be based on nominal volume required in place; e.g., if a 2x4 nailer is required, the board feet per lineal foot = 2x4/12=0.67 BF/LF; if a 4x8 wood curb is required, the board feet per lineal foot = 4x8/12=2.67 BF/LF, with the Contractor’s option to use 4x8 or to build up the curb with 5 2x4’s to obtain the nominal 8” height.
k. Sheet Metal- Sheet Metal Square Footage’s. Sheet metal calculated area shall not be calculated to add seams, joints, or overlaps. These shall be already factored into the base square footage unit price along with fasteners, soldering, bending, etc. as required to complete the work.
l. Metal Siding
(1) Sheetmetal siding pre-formed type and shape shall be specified in statement of work and shall include removal of old siding if required and installation of complete system including all flashings, fasteners, subgirts, etc. Insulation and vapor barrier shall not be included in unit price.
(2) Calculations shall be the square footage of area to be covered. Sheet metal calculated area shall not be calculated to add seams, joints, or overlaps. These shall be already factored into the base square footage unit price.
m. Painting With the exception of ground cables and air terminals, all exposed metal surfaces of installed flashing, accessories, fixtures and associated systems shall be primed and painted (2 finish coats) to meet the Base Standard criteria.
n. Asbestos Sampling Testing and Abatement
(1) Asbestos Removal. The asbestos removal unit price shall be in addition to the unit price of removal and replacement of the basic roofing system. Unit price shall include all materials, equipment, removal and disposal. Whether asbestos removal pertains to all of the roof replacement on a given Task Order or to a portion of the roofing shall be determined by testing by the government. Roof insulation removal shall include the removal of existing roof insulation varying from none to approximately 4” in depth. The average depth over a range of building is approximately 2”.
(2) Asbestos Sampling. Bulk asbestos sampling will be accomplished by Edwards Air Force Base (EAFB) and results of laboratory analysis provided to the contractor.
(3) Lead Paint Removal. The lead paint removal unit price shall include all materials, equipment, removal and disposal.
1.04 WORKING PARAMETERS
A. The Contractor shall be responsible for the coordination of his work to the building structure and to the work of all trades.
B. The Contractor shall take all precautions to ensure that no damage to personnel or property either private or public will result from his operations. Any such damages shall be remedied, repaired, or replaced by the Contractor to the satisfaction of the Contracting Officer.
C. The Contractor shall not perform any excavation work until an AF Form 103, Base Civil Engineering Work Clearance Request, has been processed by the Government and provided to the Contractor.
D. The work area shall be maintained free of debris at the end of each working day.
E. Before commencing work, the Contractor shall also take precautions to protect all surfaces in and around the job site from roofing materials and debris.
F. At no time shall the Contractor use Government facilities or equipment for the disposal, storage, or transportation of waste and roofing materials. All such items shall be removed from the job site and deposited by the Contractor at an "off-site facility."
G. Contractor vehicles shall be restricted to paved roadways and driveways. Vehicles may not be driven or parked on grass or landscaped areas except when absolutely necessary for the performance of the work and approved in advance by the Contracting Officer. When wheeled or other traffic over the grass area is unavoidable, use plank or plywood protection for the grass area. Grassed or landscaped areas damaged by the Contractor's vehicles or activities shall be restored to their original condition without delay and at no cost to the Government.
H. Parking and Storage Areas are limited at the jobsite, therefore, the Contractor shall keep at the site only equipment and material for immediate use. Arrangements for parking of equipment and vehicle shall be made in advance with the Technical Representative of the Contracting Officer.
1.05 WORKING HOURS
A. Work shall be performed during the hours of 7:30 AM to 4:30 PM Monday through Friday excluding Federal Holidays.
B. Contractor’s performance period shall be stated on each Task Order.
C. Any proposed deviation from these work hours must be approved by the Contracting Officer a minimum of 72 hours in advance. The Contractor shall be charged if government inspectors are required on site to work outside normal work hours as identified in paragraph A.
D. Unless directed by contracting officer, the additional costs associated with night work such as lighting or other safety concerns shall be borne by the contractor.
1.06 LOCATION OF WORK
The sites of work contemplated under these specifications are located at Edwards Air Force Base, California.
1.07 ROOF CORE SAMPLES
A. When directed by the contracting officer or as recommended by industry standards the contractor shall take core samples not less than 3 inches in diameter in accordance with the following requirements:
1. Samples shall be identified by the Contractor with the building number followed by letters in alphabetical order. For example, three samples taken from the roof of building 3500 would be labeled 3500-A, 3500-B, and 3500-C.
2. Samples shall be taken and delivered to the Project Manager within three working days after receiving the notice to proceed.
3. Samples shall be cleanly cut and contain a continuous core of the roof system all the way to the roof deck. Each sample location shall be clearly marked on the roof next to the test location with the letter portion of the sample identification designator.
B. The sample submittal should include and be delivered as follows:
1. Each sample shall be a complete sample of the roof system at the point where the sample is taken, and shall contain all materials from the top surface to the roof deck.
2. Each sample will be wrapped in a clear, thin plastic sealing material and labeled with the sample designator and date the sample was taken on the wrapper. The wrapped sample shall be placed in a clear plastic bag along with a non-laboratory assessment by the Contractor that gives the sample identifier, what sample consists of, and a statement of what the roof deck consists of at the sample location.
3. The non-laboratory analysis for each roof sample shall be a written statement that identifies the materials, quantities, and dimensions of all roof components contained in the sample. As an example, the report for a sample taken from a gravel surfaced built-up roof system installed over a plywood deck would give the following information: Sample (designator number) is from a gravel surfaced built-up roof system over a plywood deck, and consists of one layer of rosin paper, one layer of felt that is mechanically fastened, three layers of 1 ½ inch thick Polyisocianurate insulation having a total thickness of 4 ½ inches, one layer of 1 inch thick Perlite insulation, three layers of roof felts, and an asphalt flood coat with gravel embedment. The total sample thickness is 6 1/8 inches.
4. All samples for each building shall be delivered to the Project Manager in new, sealed cardboard cartons suitable in size for all samples from the building from which they were taken. The carton shall be labeled to show the contract number, Task Order number, building number, and identification numbers of samples the box contains.
5. Within each sample box, the Contractor shall provide a sketch of the building roof from which the samples were taken showing the sample location, sample designation at each location, and the date the sample or samples were taken.
6. Immediately after taking a sample, seal each core hole with a permanent repair in accordance with roofing industry standards for the type of roof system sampled.
SECTION 01031
INTERFACING OF NEW AND EXISTING WORK
1.01 REQUIREMENTS INCLUDED:
A. Work items shall be scheduled to avoid or minimize interference between the various trades involved.
B. In addition to demolition specified in Section 01045, cut, move or remove items as necessary to provide access or to allow alterations and new work to proceed.
C. Repair or removal of hazardous or unsanitary conditions.
E. Removal of abandoned items and items serving no useful purpose, such as abandoned piping, conduit and wiring, unless otherwise indicated.
F. Patch, repair, and refinish existing items to the specified condition for each material, with a workman-like transition to adjacent new items of construction.
G. Removal of unsuitable or extraneous materials not marked for salvage, such as abandoned furnishings and equipment, and debris such as rotted wood, rusted metals, and deteriorated concrete.
H. Cleaning of surfaces and removal of surface finishes as needed to install new work and finishes.

1.03 ALTERATIONS, CUTTING, AND PROTECTION
A. Assign the work of moving, removal, cutting, and patching to trades qualified to perform the work in a manner to cause least damage to each type of work, and provide means of returning surfaces to appearance of new work.
B. Perform cutting and removal work to remove minimum material necessary, and in a manner to avoid damage to adjacent work.
1. Cut finished surfaces such as masonry, tile, plaster, or metal surfaces in a straight line or at a natural point of division.
2. Perform cutting and patching as specified in Section 01045.
3. Protect from damage by adjacent work all existing structural members, finishes, facility systems, and equipment that are to remain. Also provide temporary enclosures, water proofing, heat or other means to protect remaining existing work and new work from damage by weather or temperature/humidity extremes.
4. Provide temporary enclosures as specified in Section 01500, to separate work areas from existing buildings and from areas occupied by Government, and to provide weather protection.
1.04 PRODUCTS:
A. SALVAGED MATERIALS
Do not incorporate salvaged or used material in new construction except as indicated or with approval of Contracting Officer.
B. PRODUCTS FOR PATCHING, EXTENDING, AND MATCHING
1. Contractor work will provide same products or types of construction as that in existing structure, as needed to patch, extend, or match existing work.
2. Generally, contract documents will not define products or standards of workmanship present in existing construction. Contractor shall determine products by inspection and any necessary testing. Existing materials or workmanship found to be less than industry standards shall be documented on an request for information (RFI) with recommendations for meeting current standards. The contracting officer shall determine extent, if any, of additional work to repair discrepancy.
1.05 EXECUTION:
A. PERFORMANCE
Patch and extend existing work using skilled mechanics who are capable of matching existing quality of workmanship. Quality of patched or extended work shall not be less than specified for new work.
B. DAMAGED SURFACES
1. Patch and replace any portion of an existing finished surface which is found to be damaged, lifted, discolored, or shows other imperfections with matching material.
2. Provide adequate support of substrate prior to patching the finish.
3. Refinish patched portions of painted or coated surfaces in a manner to produce uniform color and texture over entire surface.
4. When existing surface finish cannot be matched, refinish surface to nearest intersections.
C. TRANSITION FROM EXISTING TO NEW WORK
1. When new work abuts or finishes flush with existing work, make a smooth and workman-like transaction. Patched work shall match existing adjacent work in texture, appearance and color.
a. When finished surfaces are cut in such a way that a smooth transition with new work is not possible, terminate existing surface in a neat manner along a straight line at a natural line of division, and provide trim appropriate to finished surface.
SECTION 01045
CUTTING AND PATCHING
1.01 REQUIREMENTS INCLUDED
Requirements and limitations for cutting and patching of work.
1.02 RELATED REQUIREMENTS

1.03 DESCRIPTION
A. Execute cutting, fitting, and patching to complete work, and to:
B. Fit the several parts together to integrate with other work.
C. Uncover existing work to install new work.
D. Remove and replace defective and nonconforming work.
E. Remove samples of installed work for testing.
F. Provide openings in nonstructural elements for penetrations of mechanical and electrical work.
1.04 MATERIALS
A. Colors and surfaces shall be the same material as original installation unless otherwise approved by the Contracting Officer.
B. Structural and utility tie-ins shall conform to the Uniform Building Code.
C. For any change in materials, submit request for substitution in accordance with Section 01300.
1.05 INSPECTION
A. Inspect existing conditions, including elements subject to damage or movement during cutting and patching.
B. After uncovering, inspect conditions affecting performance of work.
C. Beginning of cutting or patching means acceptance of existing conditions.
1.06 PREPARATION
Provide supports to assure structural integrity of surroundings. Also provide devices and methods to protect other portions of project from damage.
1.07 PERFORMANCE
A. Execute work by methods to avoid damage to other work, and which will provide proper surfaces to receive patching and finishing.
B. Restore damages with new products in accordance with contract requirements. Existing conditions or areas damaged or disturbed by the Contractor’s operations shall be restored to their original condition, or to near original condition as possible, to the satisfaction of the Contracting Officer.
C. Refinish surfaces to match adjacent finishes. For continuous surfaces, refinish to nearest intersections. For an assembly, refinish entire unit.
SECTION 01060
REGULATORY REQUIREMENTS
A. Besides the applicable roofing manufacturer’s installation instruction, the following documents apply to all work under this contract. Any conflicting requirements, that impacts the work, shall be presented to the Contracting Officer for resolution.
1. Uniform Building Code - current issue at time of award
2. Edwards AFB Design Standards - current issue at time of award
3. NRCA Roofing and Waterproofing Manual – current issue at time of award
4. RIEI Maintenance of Membrane Roofing Systems Manual – current issue at time of award

B. All regulatory and reference standards within all other referenced specification sections are applicable to this contract.
SECTION 01080
FIRE PROTECTION
A. Responsibility
B. Fire Prevention Rules
1.02 RESPONSIBILITY:
A. Fire prevention guidance will be furnished to the Contractor for briefing his personnel.
B. It is the Contractor’s responsibility to ensure all personnel practice fire prevention through the elimination of fire hazards within your area of responsibility, and to provide prompt action in extinguishing fires, should one occur. The Contractor shall comply with National Fire Protection Association (NFPA) 241 "Safeguarding Construction, Alteration, and Demolition Operations" during contract execution.
1.02 FIRE PREVENTION RULES:
A. SMOKING:
1. Cigars, cigarettes, matches, or mechanical lighters will not be used in buildings utilized for storage of flammable materials except in areas designated as "Authorized Smoking" as approved by the Base Fire Chief or his designated representative. Suitable signs will mark designated smoking areas.
2. Smoking will not be permitted within 100 feet of hangars, aircraft, repair dock, paint and dope shops, gasoline storage and dispensing areas, and motor maintenance shops.
3. Smoking materials will be disposed of in special non-combustible receptacles at the close of business, or upon cessation of operations each day. These receptacles will be removed from the building and the contents properly disposed of.
4. Smoking is prohibited in all facilities.
1.03 HEATING:
Explosion proof heaters and all open flame heaters will be prohibited for use in any facility or area where volatile vapors are present or may accumulate.
1.04 ELECTRICAL:
A. During Fire Prevention inspections conducted by the Base Fire Department, all appliances deemed unsafe and connected to an electrical distribution system will be disconnected from the electrical system and not be reconnected until approved by the Contracting Officer. The Base Fire Department will perform periodic inspections to verify compliance.
B. All flexible cords used on appliances will be used in continuous length and be in good condition without splice tape.
1.05. HOUSEKEEPING:
A. Trash will not be allowed to accumulate on the floors, in attics, or underneath stairwells of buildings. Attics and areas underneath stairwells will not be used for storage without prior written approval of the Base Fire Chief.
B. Outdoor trash receptacles will be located at a reasonably safe distance from buildings. In no instance will trash, including scrap lumber, be stacked less than 15 feet from any building.
C. Rags will be kept in a metal container with metal lid. Containers will be properly marked, stating contents.
1.06 FLAMMABLE LIQUIDS:
A. Flammable liquids will only be stored in buildings designated and approved for that purpose. "Flammable" and "No Smoking" signs shall be prominently posted.
B. Gasoline will not be stored in any building on Edwards AFB without approval from the Base Fire Chief.
C. A supplemental supply of flammable liquids kept on premises will be limited to the amount necessary for one day's use. This supply will be kept in approved safety cans, which will be stenciled with the name of contents and the word "FLAMMABLE".
D. All paint storage sheds will be at least 50 feet from any building.
E. All spray painting will be done in compliance with established safe practices.
F. Blow torches or any type of open flame will not be used for removing paint or tile from any type of surfaces.
1.07 LIQUID FUEL POWERED EQUIPMENT:
A. Adequate ventilation will be maintained in all areas when power equipment is be used, and where an accumulation of explosive gases Is likely to occur from the use of power equipment.
B. Privately owned vehicles will not be parked in any building or structure other than those designated and approved for this purpose.
1.08 FIRE HYDRANTS:
Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the Base without first notifying the Base Fire Protection Branch.
1.09 ARC WELDING, TORCH WELDING, CUTTING AND BRAZING:
A. Welding, cutting, or brazing other than in approved welding shops, will require permission from the Fire Department and the issuance of a Welding Permit (AF Form 592, Welding, Cutting and Brazing Permit) for open flame work. Request for welding permits shall be submitted no less than 24 hours prior to the operation being performed to ensure a timely response by the Fire Department personnel.
B. Only certified welders will operate welding equipment.
C. All equipment will be inspected daily for damage, loose connections, or unsafe conditions.
Repair or replacement must be made if required.
D. The Contractor shall provide fire extinguishers as appropriate for work related hazards, and contractor personnel shall be familiar with their use. The Contractor shall obtain and display the "burn" permit at the jobsite prior to commencing work.
E. Before drilling through masonry walls, the Contractor will determine if there is insulation in the wall. The Base Fire Department will be notified and asked to inspect the area prior to any drilling in a hazardous location. Proper safety and fire precautions will be taken at all times.
F. Depending on the extent of construction, the facility fire extinguishers may be removed prior to the start of work. If so, the Contractor will be responsible for ensuring that adequate fire protection measures, up to and including providing fire extinguishers, are taken. Extinguishers provided by the Contractor must be serviceable and appropriate for the hazard. If government owned fire extinguishers are left in the facility, the following guidelines will be followed:
G. Do not move extinguishers from their installed location without the approval of the Technical Service Section.
H. Keep extinguishers serviceable, visible, and accessible at all times.
I. Do not use extinguishers for other than their intended purpose.
J. Open Fires: Are prohibited without the prior signed permit of the Base Fire Chief.
Contractors and persons requesting permission to control burn will assume full responsibility for any loss of government property that is caused by controlled burning within their area of responsibility.
1.09 Roofing
Tar and asphalt heating kettles shall be properly manned with an operator present at all times while the kettle is in operation and shall be properly locked and secured when not in use.
Asphalt kettle shall not be operated inside or on the roof of any building. They must be attended by a competent operator. A minimum of two 20-pound dry chemical extinguishers shall be provided in the area of the asphalt kettle and a minimum of two 20-pound dry chemical extinguishers in the area of asphalt application. Locate and use flame-heated equipment so as not to endanger the structure or other materials on the site or adjacent property. Do not place flame- heating equipment on roof. Provide and maintain fire extinguishers. Rags will be kept in a metal container with metal lid, and the container will be marked stating the contents.

SECTION 01300
SUBMITTALS
1.01 PROCEDURES
A. Upon award of each Task Order, deliver all submittals to the Contracting Officer. Submittals must be reviewed and approved by the Contracting Officer after Notice to Proceed is issued, unless otherwise specified.
B. Transmit each item using AF Form 3000. Identify project, contractor, subcontractor, and major supplier. Also identify pertinent drawing sheet and detail number, and specification section numbers as appropriate. Identify deviations from contract documents. Submit AF Form 3000 to Contracting Officer. Resubmittals shall be noted and the prior submittal data provided. The required quantity shall be two copies (retained by the Government) plus the quantity required by the contractor.
C. Before the contractor submits any report, sample, or document package for government review, the submittal shall have first been reviewed by the prime contractor, contractor quality control (CQC), and found to meet contract requirements.
D. The Government’s review will be limited to determination if submittals are in accordance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his responsibilities for specific performance of the item or items submitted.
E. Submittals shall be accepted only from the Contractor (not subcontractor or material supplier), who shall check submittals for completeness, legibility, suitably packaged and indexed, accuracy for construction purposes, conformance with contract specifications, and shall indicate his approval on each submittal.
F. Material submittals, after being approved for an initial Task Order shall be resubmitted for subsequent Task Orders by reference to the initial submittal identifying project, submittal number, and date of approval. AF Form 3000 shall be used.
G. If a submittal is returned for correction or is not satisfactory and is disapproved by the Contracting Officer, the contractor shall resubmit the corrected material in the same quantity, including reproducibles as specified for the original submittal for approval within 14 days after receipt by him of the disapproved material.
H. Upon completion of review of submittals requiring government approval, the submittals will be identified as having received approval by being so stamped and dated. The Contracting Officer will retain two (2) copies of the submittal and the remaining copies of the submittal will be returned to the contractor.
I. Submit initial progress schedules for Task Orders over $100,000 in quadruplicate to the Contracting Officer. Revise and resubmit as required. Progress schedules must be approved by the Contracting Officer after Notice to Proceed is issued, unless otherwise specified.
1.02 CONSTRUCTION PROGRESS SCHEDULE
The submitted Progress schedule shall address the elements of the supplementary work and must be approved by the contracting officer.
1.03 SHOP DRAWINGS
A. Shop drawings submitted for review shall be opaque reproductions. The quantity shall be two copies (retained by the Government) plus the quantity required by the contractor.
B. Shop drawings shall be prepared by persons competent and experienced in the trade involved.
Drafting skill is not a requirement, but accuracy and completeness are mandatory. Drawings shall reflect field measurements and conditions and shall show the relationship of the item to adjacent materials.
1.04 RECORD DRAWINGS
A. Use standard drafting practices to represent changes and include supplementary notes, legend, and detail as necessary to clearly portray the as-built construction.
B. On completion of roof construction that involves detailed structural connections, and where the Government has provided roof design drawings, the Contractor shall prepare Record Drawings compatible with AutoCAD, Release 2000 or greater to depict as-built conditions. One (1) full set of opaque construction record drawings and two (2) copies on CD disks shall be delivered to the Contracting Officer. If upon review, the drawings are found to contain errors and/or omissions, the Contractor shall complete the corrections and return the drawings to the Contracting Officer within ten (10) calendar days. If a satisfactory set of as-built drawings is not received within the time limits defined, no further payment will be made to the Contractor until this requirement is satisfied.
C. For normal roof repair work, only the as-built roof plan in Tif format shall be required. The contractor shall indicate all locations where equipment and utility penetrations have been covered over by the roof work performed. Drawing symbols for roof plans are shown in the RIEI manual.
1.05 PRODUCT DATA
A. Trades names of specific products used in this specification are used for the purpose of defining general quality and performance. They are not used to preclude the use of products of equal characteristics by other manufacturers. The Government reserves the right to determine equality.
B. The Contractor shall submit to the Government with any request for approval of substitutions, complete data, including performance and chemical makeup for both the specified and proposed item.
1.06 PRODUCT SAMPLES
Catalog cuts of product data shall highlight product variables the contractor intends to use. Include manufacturer installation instructions and sample product when practical.
1.07 HISTORICAL RECORD
A historical report in the format shown below shall be submitted to the Government for every project completed under this contract.

1.02 GENERAL QUALITY CONTROL
A. Maintain quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce work of specified quality.
B. The Contractor Quality Control (CQC) plan shall be submitted for review. The plan shall identify quality control personnel and their qualifications, inspection checklists and procedures, process controls, and documentation.
C. Acceptance of the Contractor’s plan is required prior to the start of construction. Acceptance is conditional and will be predicated on satisfactory performance during the construction. The Government reserves the right to require the Contractor to make chances in his CQC Plan and operations, including removal of personnel, as necessary, to obtain the quality specified.
D. Quality Control is the process by which the Contractor measures actual quality performance, compares it with standards, and acts to insure that standards are met. The quality function is the entire collection of activities through which fitness and acceptability for use is achieved.
E. Contractor inspection is a careful and critical investigation of all work to assure that it conforms to the contract, and to detect variances and act to correct them in time to prevent reworking and delay. This includes detailed, skillful examination and testing with immediate comparison to the requirements of the contract. On discovery of variance, the Contractor will immediately institute corrective action to the requirements of the contract.
F. Quality control shall be performed by the Contractor on a continuous basis and with such diligence that will insure the completion of the contract within the standard and time requirements of the contract.
G. The contractor shall provide and maintain an effective contractor quality control (CQC) to insure construction meets or exceeds the minimum requirements of the contract.
H. Quality control is subject to audit by a government inspector and may be subject to audit by a government-designated consultant. The Contractor is required to give the inspector or consultant all information necessary for this audit.
I. Government agents, including inspectors, engineers, consultants, and quality assurance evaluators, are not authorized to change the contract without the written authorization of the Contracting Officer; this lack of authority extends to all situations in which the actions of these agents could be construed as constituting a change.
1.03 WORKMANSHIP
A. Comply with industry standards except when specified requirements indicate more rigid standards or more precise workmanship. Minimal slope and drainage shall be positive drainage as required by NRCA standards.
B. All materials and equipment shall be installed in accordance with the recommendations of the manufacturer, and shall conform to the contract documents. Work deemed unsatisfactory by the contracting officer shall be repaired or replaced by the contractor in a timely manner at no additional cost to the Government.
C. Perform work by persons qualified to produce workmanship of specified quality. The project superintendent will be held responsible for the quality of work on the job and is subject to removal by the Contracting Officer for noncompliance with quality requirements specified in the contract.
The project superintendent in this context shall mean the individual with the responsibility for the overall management of the project, including quality and production.
D. CQC personnel shall conduct an inspection of the work and develop a “punch list” of items, which do not conform to the approved drawings and specifications. Such a list of deficiencies shall be included in the CQC documentation. After the deficiencies have been corrected, the CQC may request a pre-final inspection by the Government. Beneficial occupancy may be taken at this time.
The contractor must correct any deficiencies noted prior to requesting a final inspection.
E. Secure products in place with positive anchorage devices designed and sized to withstand appropriate stresses, vibration, and racking.
1.04 MANUFACTURERS’ INSTRUCTIONS
A. Submit manufacturer’s printed instructions, in quadruplicate, required for product data, delivery, storage, assembly, installation, application and finishing, as appropriate.
B. Comply with instructions in full details including each step in sequence. Should instructions conflict with Contract Documents, request clarification from Contracting Officer before proceeding.
1.05 MANUFACTURERS’ CERTIFICATES
Submit manufacturer’s certificate, in duplicate, that products meet or exceed specified requirements.
1.06 TESTS
A. CQC personnel shall maintain process control, test and inspection records of work performed.
Copies of these records shall be provided to the Government upon request. Contractor CQC personnel shall perform specified or required that control measures are adequate to provide a product, which conforms to contract…
