FA9101-20-Q-0043, Radiometers IDIQ RFQ Questions and Answers

Q 1. Considering the production time of 16 months, will the Government be amenable to include the financing provisions (e.g. commercial interim payment, performance-based payments) as intended in

FAR 32.202-1 to further support small business concerns responding to this IDIQ and RFQ?

A 1. No, the Government is not amendable to include the financing provisions at FAR 32.202-1.

Q 2. Since very narrow spectral filters are defined, can the requirement for the whole range (400-

700nm, 700-1100) be relaxed?

A 2. No. Although the narrow band is critical, other filters may be swapped in by the user within the whole range.

Q 3. We understand the spectral band pass filters are GFE, can we know the size and thickness of these?

Can they be placed on the clear aperture of the lens or is there a size limit?

A 3. The quoter needs to specify the filter size and thickness requirements and how they are mounted.

The Government will procure the needed filters.

Q 4. (The lenses we were exposed to are in the IR spectrum.) Is there a specific bayonet type the tender calls for (C-Mount, F-mount etc.)?

A 4. C-Mount or F-Mount is acceptable. Intent is for a common mount type. The specifications have been amended to reflect.

Q 5. Can the narrow FOV width tolerance be relaxed from 2 to 4 mrad?

A 5. Yes, as long as FOV remains top hat. The specifications have been amended to reflect.

Q 6. In 2.1.2, what is the intention of the “cold background”?

A 6. This is just setting a lower limit from which to determine the dynamic range. Could change it to

“dark background”. The intent is to say we need three orders of magnitude dynamic range above the noise floor within a single gain setting.
