EVALUATION PLAN
FA9101-20-Q-0043
1. Background:
a. The Government intends to award one (1) firm-fixed-price (FFP) IDIQ contract and one delivery order from that basic contract, resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, is both the lowest price and technically acceptable (LPTA).
b. The Government reserves the right to evaluate quotes and make an award without seeking additional information from quoters through exchanges or discussions. Therefore, the quoter’s initial quote should contain the quoters best terms from a price, schedule, and performance standpoint.
c. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale at least two (2) calendar weeks before the established quote due date. Failure to provide an quote in accordance with the terms, conditions, and structure of the solicited requirement will result in the quote being rejected prior to price or technical evaluation.
2. Evaluation Information:
a. The CO will begin the evaluation process by conducting a compliance review for determination of basic quote adequacy prior to conducting evaluations. The Government reserves the right to obtain additional information from quoters solely for making a responsibility determination after receipt of quotes. Requests for responsibility information do not constitute exchanges. By submission of the quote, quoters agree that all items will be utilized for the duration of the contract.
b. Quoters shall quote a unit price and corresponding total price for all Contract Line Item Numbers
(CLIN) on Attachment 1, FA9101-20-Q-0043, Quote Information, Tab “FA9101-20-F-xxxx, DO 01.”
The Government will reject any quote that fails to cite a unit price and corresponding total price for each CLIN. Quoters are not required to utilize the spreadsheet provided, it is provided for convenience. If an quoter elects to use a different document, all information in the “Quoter
Information” and “FA9101-20-F- xxxx, DO 01” tabs shall be included.
The basic IDIQ contract and Delivery Order (DO) 01 will be awarded to the Quoter who represents the best value to the Government. Best value is the quoter who quotes the lowest total price that is also determined to be technically acceptable. The first delivery order (DO 01) for those quantities in attachment 1, Quoter Information, will be awarded at the same time as the basic contract. This delivery order will be considered the IDIQ minimum requirement for the selected awardee. The minimum delivery order quantity will be one (1) radiometer unit.
c. All quotes conforming to the solicitation will be evaluated in accordance with the Evaluation
Factors listed below.
3. Award Method:
Award will be made to the LPTA quoter meeting or exceeding the acceptability standards identified below. The Government will evaluate quotes for award purposes based on the total quoteded price for all
CLINS. The lowest price quote will be evaluated first for technical acceptability. If the lowest price quote is found technically acceptable, evaluations stop and award is made to that quoter. If the lowest price quote is found to be technically unacceptable, the next lowest price quote is evaluated for technical acceptability. This process is followed until an quote is found technically acceptable. The lowest priced quoter who is also technically acceptable is considered to be the best value to the Government. Quotes not meeting the below standards may make the quote technically unacceptable and may not be eligible for further evaluation or award. To be “Technically Acceptable”, the quote must include the following:
1. Technical Acceptability Evaluation Factor 1 - A Technical Narrative
2. Technical Acceptability Evaluation Factor 2 - Past Experience
Technical Acceptability Evaluation Factor 1: Technical Narrative - The written technical narrative must:
(a) be clear, concise, and include all of the information required by this attachment and attachment 3, Vis-NIR Rad Specification, in sufficient detail for an effective evaluation.
(b) Adequately address each item of the specification and verify that the radiometers quoted meet the specification for their respective spectral band. To adequately address each item of the specification, quotes must describe how and why their product meets each requirement listed in sections 3, 4, and 5 of attachment 02, Vis-NIR Rad Specification (i.e. section 4, subsection 4.1, subsection 4.1.1, etc). A Technical Narrative that discusses Radiometers that do not meet the specifications, have any exceptions that are not accepted by the Government, or that does not describe how and why their product meets each requirement in section 3, 4, and 5 of attachment 02, Vis-NIR Rad Specification, will be determined to be technically unacceptable.
(c) Delivery Schedule – A delivery schedule that is within the required timeframe listed within the solicitation. This sub factor is met when the quote adequately addresses and explains how it will meet the required delivery schedule in section 7 in attachment 02, Vis-NIR Rad
Specification. Quoted delivery times that exceed the specified timeframe will be determined to be technically unacceptable.
Technical Acceptability Evaluation Factor 2: Past Experience Evaluation
The quoter must submit evidence of at least two instances the quoter’s past experience supplying radiometers. The past experience must be both recent and relevant to the current acquisition and must be provided within Attachment 1, Quoter Information. Past experience is determined to be recent and relevant if it meets the following definitions.
Relevant - Past experience supplying radiometers in the visible and/or near visible spectral regions that have data logging capabilities.
Not Relevant - Past experience that did not involve supplying radiometers in the visible and/or near visible spectral regions that have data logging capabilities.
Recent – Relevant experience within the past five (5) years, or be ongoing for the last year.
Not Recent – Relevant experience that has not been within the past five (5) years, or be ongoing for the last year.
This evaluation requirement is met when the quoters submits documentation of at least 2 pieces of past experience that is both relevant and recent.
