FA9101-20-Q-0043, Radiometers IDIQ RFQ

This is a Request for Quote (RFQ) and the solicitation number for this requirement is FA9101-20-

Q-0043.

This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2020-06 effective 05 Jun 2020, Defense Federal Acquisition Regulation

Supplement DPN 2020065 effective 05 Jun 2020, and Air Force Federal Acquisition Regulation

Supplement AFAC 2019-1001 effective 1 October 2019.

The following provisions are applicable to this solicitation:

Quoters are to provide all information required at FAR 52.212-3 Quoter Representations and

Certifications-Commercial Items, with their quote submission.

The North American Industry Classification System code (NAICS) is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Small

Business Size Standard of 1250 employees.

DESCRIPTION: This solicitation is for the delivery of scientific radiometer instruments with spectral responses from visible to near infrared (NIR) which will form a part of a complete multi-spectral system. Radiometers will be purchased within two (2) spectral response categories utilizing an IDIQ (Indefinite Delivery/Indefinite quantity) contract. The Government intends to award one (1) firm-fixed-price (FFP) IDIQ contract and one delivery order from that basic contract, resulting from this solicitation to the responsible quoters whose quote, conforming to the solicitation, is both the lowest price and technically acceptable (LPTA). This instrumentation shall be based on a commercially available product. The IDIQ contract will have an ordering period of four (4) years. A minimum of one (1) instrument will be purchased. The cumulative value of all orders under this IDIQ contract shall not exceed $2 million. The radiometers will form a subsystem for a mobile capability for gathering electromagnetic radiation signatures of various test articles. This project is the Full Operating Capability (FOC) phase of the Initial Operating

Capability (IOC) project completed in FY16 (AEDC Project 14014). The Joint Standard

Instrumentation Suite (JSIS) FOC system will record the electromagnetic signatures in 8 wavelength band-passes ranging from ultraviolet (UV) to long-wave infra-red, and data in each band-pass will be recorded with an imager and a radiometer. The data from the JSIS system will be used to create accurate simulations of the test articles. This procurement is for the Visible and near infra-red radiometer bands. Due to the uncertainty of test scheduling, each radiometer order will have varying quantities.

SET-ASIDE: This acquisition is a competitive total small business set-aside open to eligible small business companies.

BASIS FOR AWARD: The Government will award a single firm-fixed-priced (FFP) indefinite delivery/indefinite quantity (IDIQ) and delivery order (DO) contract resulting from this request. The award will go to the responsible quoter, whose quote conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The prices quoted will be used to establish the basic IDIQ ordering prices, as well as the price for DO 01, which will be awarded at the same time as the basic IDIQ contract. FAR 52.212-2 Evaluation-Commercial Items shall apply to this solicitation, please reference the attached documents, specifically attachment 3, Evaluation

Plan, for complete details on the evaluation. The Government intends to make the award without discussions.

DEADLINES:

Questions and Answers: All questions are due, in writing, no later than 12 Aug 2020 at

12:00 PM CST. They may be sent to the Contracting Officer via email or delivered to the address below. The Government will not respond to questions received after this date and time. The Government will post answers to the FBO website within three (3) business days following receipt of questions.

Receipt of Quotes: Quoters are due 21 Aug 2020 at 12:00 PM CST. Quotes may be emailed to James “Brad” Laney, Contract Specialist, at james.laney.3@us.af.mil.

Quotes received after this date and time will not be reviewed.

QUOTE SUBMISSION INFORMATION: Quotes can be emailed to the address identified above.

The quoter is not required to use Attachment 1, FA9101-20-Q-0043, DO 01, Quoter Information, of this Combined Synopsis/Solicitation; however, if you choose not to use it, all of the information must be included in your quote.

SAM/DUNS/WAWF: All quotes must list the DUNS number, CAGE code, and Federal TIN with

Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an quoter ineligible for award. Vendor must also be registered in Wide Area

Workflow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

By submission of an quote, the quoter acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award

Management. If the Quoter does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Quoter. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Quoters who are not registered should consider applying for registration immediately upon receipt of this solicitation.

By submitting this quote, the quoter acknowledges receipt of all attachments, amendments, and changes for this RFP.
