Questions and Answers No. 2 Solicitation No. FA9101-18-R-1000, Facility Support Services II
21 May 2018 Q# Question Response
1 Will the vehicle management function require specific skills / certifications / qualifications within the workforce? Specifically, will a fire truck mechanic be required on contract?
The vehicle fleet at Arnold AFB consists of specialized vehicles (i.e. Fire Trucks, Cranes, R-11 Refueler, Construction Equipment, etc.). Specialized vehicles are required to be maintained in accordance with specified certification standards using up-to-date diagnostic software / equipment.
The contractor's approach to maintain the Arnold AFB vehicle fleet is up to their discretion in accordance with their business practices and strategies. PWS references: 3.10.1.1, 3.10.1.2.1, 3.10.1.2.4.2.1
2 Same question may apply for recycling vehicles, garbage trucks, heavy equipment, etc.?
The question is interrelated with the first and the same references are applicable. Please note: operation and maintenance of the refuse truck will be performed by AbilityOne contract.
3 Can you provide a list of vendors and contacts that come to each industry day?
A list has been provided in the FSS II Competition Library.
4 Has the Government considered offering FSS for more than 3 BYs? The Government is currently considering the acquisition strategy and timeframe for performance. A final decision will be provided at the release of the Draft Request For Proposal.
5 Will confined space stand-by support be part of the FSS contract to not require other on-base contractor to purchase off base rescue services?
Confined space stand-by support is not currently included in the FSS II PWS. Arnold AFB Fire Department will perform confined space rescue operations, but will not perform confined space stand-by operations.
6 Has the current contract experienced any strikes and, if so, how many and how long did they take to resolve and which union entities did it involve?
The current FSS contract has not experienced any strikes.
7 Does the fleet management require the contractor to perform vehicle maintenance or is it just managing the servicing by external sources?
Arnold AFB does not require a specific approach to meet vehicle maintenance requirements. The contractor's approach to maintain the Arnold AFB vehicle fleet is up to their discretion in accordance with their business practices and strategies. Contractors would be required to ensure the vehicle fleet is maintained in accordance with the PWS requirements. PWS references: 3.10.1.1, 3.10.1.2, 3.10.1.2.2, 3.10.1.2.4, 3.10.1.2.4.2, 3.10.1.2.4.2.1, 3.10.1.2.4.2.2
8 When the airfield becomes operational, will the Government provide a crash / fire / rescue vehicle?
The Government will provide the specialized vehicles to support contractor fire and emergency services. The vehicles will be listed in the GFP appendix. However, the contractor shall be responsible for providing general purpose fire and emergency services vehicles as described in PWS section 3.4.4.3. The Government has no plans to provide any additional fire/crash/rescue vehicles once the Airfield is operational.
9 What percentage of the contractor workforce is union and non-union and what PWS areas are union and non-union?
Approximately 67 percent of the workforce on the current FSS contract is union. Additional details regarding this percentage will be provided in the FSS II Competition Library. Specific percentages for each PWS functional area will not be provided due to the sensitive nature of this information.
10 Will the current contract management / security / operations / environmental plans, procedures, checklists, etc. be provided?
The FSS II Competition Library will be the primary repository for AEDC-specific plans, checklists, standards, operational instructions, etc.; Air Force instructions, DoD instructions, federal regulations, etc. that are already available on the internet will not be posted in the FSS II Competition Library. Please note that as the FSS II Competition Library is an open site, any material not cleared for public release will be redacted.
11 Does the FSS II effort require interface with all 11 unions or just certain ones?
Contractor interface will be with the AEMTC and IGUA. Please refer to the Industry Day No. 1 charts in the FSS II Competition Library for further information.
12 Is the AbilityOne contract mandatory for the re-compete or not? The AbilityOne contract is a separate effort from the FSS II acquisition.
