Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee, intends to issue a request for proposal (RFP), FA9101-17-R-1000, for Wind Tunnel Compressor Rotor Blades. This requirement is for the design and manufacture of rotor blades for the Transonic Wind Tunnel 16T main compressor. This action will be a small business set-aside with an applicable North American Industry Classification System (NAICS) code of 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing.
From this RFP, the Government intends to award a hybrid contract with cost-plus-fixed-fixed fee (CPFF) contract line item numbers (CLINs) for the design and analysis of the compressor blades, and firm-fixed-price (FFP) CLINs for the manufacture of the blades. The Government will conduct a two-phase procurement approach, comprised of an initial source selection that may yield contracts to three offerors. Phase I is for the design and analysis of the compressor rotor blades, and Phase II includes the final design, testing, tooling, and production of the prototypes and blades. The basic contracts will contain options for the execution of the program for Phase II. Following the Technical Design Review (TDR) in Phase I, the final downselect source selection will determine which contractor’s option may be exercised to perform Phase II based on established evaluation criteria. The RFP will be available electronically on the Federal Business Opportunities (FBO) webpage at http://www.fbo.gov on or about March 29, 2017. No hardcopies, faxes or emails will be available. Please register on FBO to be notified of RFP amendments, etc. However, it is the responsibility of the contractors to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registration requirements may be viewed via the Internet at http://www.sam.gov. All responsible sources may submit a proposal in response to the solicitation which may be considered by the agency. The Contracting Officer, Mr. Vincent K.
