13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. OPERATING CONSTRUCT: Contractors providing support, under this solicitation, to Arnold Development Engineering Complex (AEDC) Tullahoma,Tennessee will operate as a National Industrial Security Program Operating Manual (NISPOM) Visitor Group (VG) under the NISP and will enter into Visitor Group Security Agreement (VGSA) with the AEDC Commander. The contractor will perform industrial security under a combination of the provisions of DoD 5220.22-M, NISPOM; DoD 5200.1-R, Information Security Program Regulation; AFI 31-401, Information Security Program Management, as supplemented.
Contractors providing support, under this solicitation, to AEDC White Oak, Maryland will be designated and operate as an Integrated Visitor group. The contractor will enter into a separate VGSA with the AEDC Commander. The contractor will perform industrial security IAW DoD and Air Force Information and Industrial Security directives under management and oversight of an AEDC Site Director. Contractors providing support to NASA Ames Research Center (ARC), Moffett Field, CA will operate as an unclassified VG under management and oversight of an AEDC Site Director.
No classified work or access to controlled or limited areas where classified work may be performed shall begin until the contractor company has been granted a facility clearance, to include a favorable foreign ownership, control or influence (FOCI) determination, and notification has been made. Until such time as these approvals are granted, all work and access under this contract shall be unclassified. ***See Attached Continuation Sheet***
