QUESTIONS #2
Questions:
1) Ref PWS 1 Description of Services and 1.2.1.9 “The contractor shall provide all personnel, labor, courseware, equipment, supplies and incidentals….The training shall include at a minimum: equipment, course materials (books, hardware, software, instructors, simulator access, and networked infrastructure).”
Q: Is the contractor to provide the computing devices (laptops, tabletops, etc) for the training or will the Airmen come with their own laptops?
(A) Ref PWS 1 Description of Services and 1.2.1.9. The Government does not expect the students to provide workstations at the contractor training site.
2) Ref PWS 1.2.1.3 “The contractor shall provide advanced commercial based training that shall be a follow-on course to the established Air Force Cyber Training Pipeline courseware and a pre-requisite to the NSA’s RIOT course. The contractor’s course shall bridge the gap between the AF Cyber Training Pipeline courses and the RIOT course.”
Q: Can the Government please provide the Program Of Instruction, Training Task List, Learning Objectives, etc for the RIOT course? If portions of this are classified, can you provide the unclassified portions?
(A) Not at this time. The Task Training List is provided, along with the associated level of learning required for each required task.
3) Ref PWS 1.2.1.5 “The ACOT course provided by the contractor shall include interactive and practical Cyber Operations instruction.”
Q: Can portions of the course be taught via interactive simulcast modality where the student can see, hear, and participate in a class that is being presented live at another location?
(A) The Government would prefer that the course be taught on-site at a contractor facility; however, the Government may entertain remote simulcast training provided it does not present barriers to the learning environment.
Q: Can portions of the course be taught via online or virtual live modality where there is a virtual classroom with a live instructor?
(A) See previous Answer
4) Ref PWS 1.2.1.6 “The ACOT course provided by the contractor shall meet AF TTL requirements as approved by the Air Force Space Command (AFSPC) and integrate seamlessly with existing course curricula as approved by the AFSPC/A2/3/6T.”
Q: Is this AFSPC TTL reflected in attachment 1 in it’s entirety?
(A) No. The TTL in the RFP is the minimum amount required for offeror’s to provide relevant comparison to their existing courses.
Q: Can the Government provide the existing course curricula as approved by the AFSPC/A2/3/6T?
(A) Not at this time. The Task Training List is provided, along with the associated level of learning required for each required task.
Q: Does this imply that the ACOT course should dovetail in to a ‘cohort’ graduation at the end of existing training by some number of days or weeks, e.g. Will the ACOT course begin within two weeks of graduating Cyber Warfare Operations?
(A) No.
5) Ref PWS 1.2.1.8 “The contractor shall provide seats into a pre-existing course at the contractor’s facilities. There is no requirement to create a new course to meet the requirements of this PWS. The contractor shall submit to the contracting officer the minimum and/or maximum class size for each class site; within 30 days of contract award.”
Q: Can the Government please provide an estimate of annual student throughput for ACOT by location; preferably by quarter?
(A) This RFP is capped at estimate of 120 students per year; throughput by quarter or by site varies.
Q: Can ACOT students attend courses open to the public or is it the intent the ACOT course will be private instruction to ACOT participants only?
(A) The Government’s intent is to not limit the class to Air Force Students.
6) Ref 1.3.2 “Government students are expected to attend the entire course. The contractor shall coordinate the Government student roster (associated with this PWS) with the COR not less than seven (7) days prior to the start of a class, to ensure accountability.”
Q: Does the Government intend for the ACOT course to be (a) one contiguous period of time to train the entire curriculum to cover the TTL or (b) broken up into sections/weeks with periods of time between each section/class, e.g. one week break between sections/classes.
(A) Ideally, the Government is looking for (a) one contiguous period of time to train the entire curriculum to cover the TTL NOT (b) broken up into sections/weeks with periods of time between each section/class
Q: Is there a required duration of time between the start of the ACOT course and the end of all instruction within the ACOT course, e.g. a minimum or maximum course length?
(A) The Government does not specify a minimum or maximum course length. Only that all TTL line items are met.
7) Ref Combined Synopsis/Solicitation Section 6 “The contractor submits price lists for the CO's approval, which are valid for a specific period of time (normally one year); i.e. 29 February 2016-28 February 2017. The BPA(s) will be written for a period of four (4) years, during which the Government is only obligated for authorized purchases made under the BPA.”
Q: Is it the Government’s expectation that bidder’s provide a FFP Price List broken down per Performance year of the POP?
(A) The intent is for the offeror to quote a person student price to attend the course. Offerors may adjust prices, if needed every year.
