Section L, 5.2 “Of the contracts submitted for past performance, a minimum of one contract is requested from the prime contractor. Regardless of number of total past performance submissions, no more than two contracts may be submitted for past performance from subcontractors.
Each past performance submission is limited to one stand-alone page. When submissions are combined, the total past performance volume shall not exceed five pages.”
Does this mean that the prime contractor may submit up to two references from each subcontractor, or two references from all subcontractors combined?
No more than two contracts may be submitted for past performance from all subcontractors combined.

The instructions state “Proposal shall be submitted with each volume on a separate CD/DVD.” Would it be acceptable to have two CD/DVDs – one for Vol IV price and one for Non-price factors (Volumes I, II, III, and V)? Each
Volume could be saved in a separate folder on the CD.
No. Separate CD/DVDs shall be submitted in accordance with Attachment 2, Section L.

Section L.2.7.1, 2.7.2 and 2.7.3, Page Limitations and
Proposal Format
Request government to exclude from page count the following: Cover pages, tables of contents, cross-reference matrices, and glossaries. Without these exclusions, it will be difficult to respond effectively. For example, the Executive Summary is limited to 2 pages, but must include a master Table of Contents (TOC). The TOC alone could exceed the page limit of the Executive Summary.
The page limit remains unchanged.
*In accordance with Section L, Attachment 2, Glossaries DO NOT count against the page limitations for their respective volumes.

Section L.4.1 (page 6) and M0002.a.1 (page
4)
The proposal instructions state “the Government will evaluate against the Technical subfactors identified in in
Section M, Evaluation Factors for Award.” Section M only states evaluation of specific sub-sections within the PWS (In Subfactor 1, it is 4.1.1.k, 4.2.1.c6; in Subfactor 2, it is 4.2.1.c7). However, Instructions 4.1 also states “All the requirements specified in the solicitation are mandatory.”
Please clarify what portions of the PWS must the offeror address in its technical volume?
In accordance with M001(f), "Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and Performance Work Statement (PWS) requirements, in addition to those identified as factors."
In accordance with L4.2:
"4.2 Technical
In the technical volume, address your technical solution for meeting or exceeding the
Government’s minimum performance or capability requirements of each technical subfactor."
