While the staff 8570 requirements are identified in this section, there does not appear to be guidance regarding staff security clearance requirements. Is there a requirement for certain positions to maintain a specific security clearance level?

Attachment 8 will be updated in Amendment 3 and will include the following: "Personnel Security

Clearance Requirements: Some or all of the personnel performing work on this contract will require a security clearance as identified below.

(X) Top Secret ( Minimum of 2 Technical Personnel)

(X) Secret

The contractor shall request security clearances for personnel requiring access to classified information within 15 business days after receiving a facility clearance or, if the contractor is already cleared, within 15 business days after service award. Due to costs involved with security investigations, contractor security clearances shall be kept to an absolute minimum necessary to perform service requirements. "

10 24‐May‐16 SOFA

SOFA for ROK is provided (Attachment 7). Does the similar agreement for Germany also need to be provided?

*Note: 252.229‐7015 SOFA Afghanistan is included.

A specific SOFA agreement clause for Germany is not included in the solicitation. In addition, DFARS 252.229-7015 is not applicable and will be removed from the solicitation.

In the Model Contract, Travel CLINs; will subcontractors be able to submit receipts directly to the government to prevent inadvertent disclosure of G&A rates to the prime?

No. Receipts will be submitted to the Prime contractor.

16 24‐May‐16 252.215‐7047 Referenced clause appears to be incomplete.

FAR 252.215-7047 is not listed in the solicitation.

FAR 252.225-7047 is not applicable and will be removed.

21 24‐May‐16 General

Member companies of a Joint Venture have past performance however the JV does not have past performance. Will the past performance citations of the member companies be acceptable as is normally the case for the 8(a) Joint Venture companies for the Solicitation

FA8771-16-R0023?

Yes, M002(c)(2)(ii) will be updated to add the word "individually" in Amendment 3 to clarify contract performance for member companies may be submitted. M002(c)(2)(ii) will be updated as follows: "A relevancy determination of the offeror’s past performance will be made based upon the aforementioned considerations, including joint venture partner(s) individually and subcontractor(s).

In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated."

25 27-May-16 Model Contract

Request the Government issue an updated version of the Model Contract that incorporates all modifications made by

Amendments 1 and 2. This will facilitate an Offeror’s provision of a complete and current Model Contract in its proposal, in accordance with RFP Section L.7.1.

A conformed copy of the model contract will not be provided. In accordance with Amendment 2, SF30, Block 11, "Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended, by one of the following methods:(a) By completing Items 8 and 15, and returning 1 copies of the amendment; (b) By acknowledging receipt of this amendment on each copy of the offer submitted; or (c) By separate letter or telegram which includes a reference to the solicitation and amendment numbers. ACKNOWLEDGMENT TO BE

The instructions state “Access to Maxwell AFB – Gunter Annex is restricted. Offerors, couriers, and other delivery services may encounter unpredictable and lengthy delays or denied access…” Are there any specific delivery services that have routine access to the base for delivery of packages?

Commercial delivery services such as FedEx and UPS frequently deliver to Maxwell AFB - Gunter

Section L.2.7.1, 2.7.2 and 2.7.3, Page Limitations and

Proposal Format

Request government to exclude from page count the following: Cover pages, tables of contents, cross-reference matrices, and glossaries. Without these exclusions, it will be difficult to respond effectively. For example, the Executive Summary is limited to 2 pages, but must include a master Table of Contents (TOC). The TOC alone could exceed the page limit of the Executive Summary. The page limit remains unchanged.
