GOVERNMENT PROJECTED LEVEL OF EFFORT (LoE) DATA SUMMARY
The Government developed its projections based on historical workload experience and what it anticipates its workload to be throughout the entire contract period (base period through option period 4).
Tables 1a and 1b of this document provides potential Offerors with historical data for both the Operations Support Functions, paragraph 4.1 of the PWS, and the Lifecycle Implementation Functions, paragraph 4.2 of the PWS, respectively. Tables 2 and 3 of this document provides potential Offeror’s with what the Government estimates the level of effort could be for each represented PWS Specific Technical task found is each cited PWS paragraph in the tables.
Table 2 reflects the Government’s projections for the Operational Support Functions tasks found in PWS paragraph 4.1 and its subparagraphs. It reflects the PWS paragraph, functional area, number of FTEs and the number of events (per contract year) accomplished for each during that period. Each “event” is a single entity and is not based on, or influenced by, the number of personnel the contractor determines is required and ultimately assigned to the event. However, an event may or may not be comprised of multiple tasks. For example, an event may be for the contractor to support a trip to an Air Force site, but within the event the contractor would be responsible for completing several tasks (i.e., relocate a router, upgrade a switch, install a server, or trouble shoot and resolve an issue). In such cases, the contractor will not finish the event until all tasks are satisfactorily completed. If the contractor cannot complete all tasks relative to an event during one visit, the event will remain open until all tasks are completed even if multiple visits to the Air Force site are required. Once all tasks are satisfactorily completed, the event is closed.
Table 3 reflects the Government’s projections for the Lifecycle Implementation Functions tasks found in PWS paragraph 4.2 and its subparagraphs. Unlike Table 1, which shows the number of events accomplished, Table 2 shows the number of sites where work was performed, or the number of sites where work will be performed.
Offerors should note that there is a shift in the emphasis of the level of effort from the Operational Support Functions to the Lifecycle Implementation Functions beginning in the second option period. By the fourth option period the only tasks within the Operational Support Functions that will require FTEs are the Circuit Actions and Internet Protocol (IP) Address Management (PWS paragraphs 4.1.5 and 4.1.6 respectively). Offerors should further note that the Integration Facility Support and Basic Database Management tasks (PWS paragraphs 4.1.3 and 4.1.7 respectively) will move from the Operational Support Functions area to the Lifecycle Implementation Functions in the fourth option period.
