Table 2 also cites 2 spare AGD modules and 2 spare SAD modules, compared to only 1 spare AGD and 1 spare SAD cited in Table 9. Please identify the correct amount of spares.

Attachment 1, SSM-R SOW Section 3.1.4. states "Paragraph 3.4 – 3.7.13 shall apply to both Phase 1 and Phase 2". There are more paragraphs after 3.7.13 that appear to be scope for both phases. Is reference to 3.7.13 a typo; should it be 3.17.13?

31 Section 3.5.5 /
Attachment 1, SSM-R SOW Section 3.5.5 requires all modules to be tested on a SSMTS prior to installation. Each module will have passed a production acceptance test prior to delivery.
Please explain what is different about testing on the SSMTS and why this cannot be eliminated.
The Govt has an operational requirement to have all modules are tested on the SSMTS prior to installation in the radar.

Attachment 1, SSM-R SOW The wording of section 3.6.4 is inconsistent with SSS Rev B. The SOW states that we must install "new array module external capacitors that function in legacy and enhanced output mode as defined in SSSR101092" however the SSS specifies different capacitance values to be used for legacy and enhanced. The contractor requests the government to update the SSS to allow a single 250,000uF to be used with replacement modules for both legacy and enhanced mode of operation.
The Govt will not change technical requirements at this point. The Govt anticipates the winning design may necessitate updates to the system specifications. In addition, SOW paragraphs 3.2.3.3-5 and 3.3.4.9-11 cover updating and delivery of system specification documents.

The SOW does not cite any scope for a program protection plan. Please clarify this discrepancy.
Participation in the Program Protection Plan will be added to the SOW. In addition, the Contractor will need to develop the Program Protection Implementation Plan, which will also be added to the SOW along with an additional CDRL

Attachment 4, Section L Section 1.1.6 explicitly states that travel for CLIN 0006 is for training at all five radar sites. Other sections of the SOW require the contractor to install modules, please confirm that the offeror is required to include the travel and living costs associate with module installation as part of the module price cited in the B-Tables.
Installation is considered a basic part of the SSM-R program.
Therefore, travel to install SSM-R units should be included in the basic price for the units. CLIN 006 will only be used for the training travel.
43 Section 3.7.6 /
Attachment 4, Section L The first sentence of paragraph 3.7.6 states that the three ring binders are to be "at least three inches."
Several volumes may have as few as 100 pages or less and would easily fit in a smaller binder. Please affirm that it is the government's intent to have a minimum binder size of three (3) inches.
The Govt Concurs - Should read … be separately bound in a three-ring binder- the loose leaf binder should be the appropriate size to contain the submitted documentation.

Attachment 4, Section L The last sentence of paragraph 3.7.7 states the electronic copies shall utilize Arial or Times New Roman font. Paragraph 3.7.5 requires that the text shall utilize Arial font only. Please clarify which font(s) may be used.
Only Times New Roman will be acceptable. Font size will be no less than 12 point font. Sections 3.7.7 and 3.7.5 have been updated to reflect this change.

Attachment 4, Section L Section 3.9 states that one (1) hard copy and two (2) complete copies on CD-ROMs shall be mailed to the CO.
Table 1 shows different requirements for the number of copies, for example the first entry for Table 1 cites 4 hard copies and 1 disk copy for the Technical volume. Please identify the correct number of hard and disk copies.
The Govt concurs -- Section 3.9 will be changed to read: 'The "original" proposal shall be clearly identified.
The proposal will contain one (1) entire hard copy of the proposal and two (2) complete copies of the proposal on CD-ROM(s). In addition, hard copies and disk copies of the separate volumes will be included in accordance with Table 1: Proposal Organization'

Attachment 4, Section L There appears to be a conflict in the language between Sections 3.8, 7.1, and 8.1.2. Despite the bolded language contained in Section 7.1 that prohibits cost or pricing documentation be included outside of the Cost/Price volume, both Section 3.8 and Section 8.1.2 request cost and pricing data be included in the Contract Documentation Volume. Please confirm that cost and pricing data is expected in Volume V - Contract Documentation.
The Govt concurs there is conflicting language- the Govt will add “It is acceptable to reference the Cost/Price volume in the Contract volume.” The Govt has updated sections 3.8, 7.1 and 8.1.2 as required.

The Govt will update CDRL Block 16 for Block 12 and the CDRL table in the SOW to read "The initial PMR shall be conducted within thirty (30) calendar days following the last day of the Contractor semi-annual accounting period."

52 Cost, BEQ, CLIN 0007
Currently Cost spreadsheet, BEQ page for CLIN 0007 reads:
Need numbers to match SOW stated numbers of modules in SOW 1.3.1.
In this instance FACE-A and FACE-C should read 4676 in Year 7 and the Total should read 12076 in Year 7, accounting for the 6 modules that moved up to CLIN 0001 bringing that total to 148.
The Govt concurs - the BEQ tables will be updated to reflect recommended changes.
53 Sec L 3.9 Paragraph states to deliver 1 hard copy and 2 CD-ROM copies of the proposal, but Table 1:
Proposal Organization gives varied amount of hard/disk copies by volume.
Please identify the correct number of hard copies and CD- ROM copies of the proposal should be delivered to

In SSM-R Draft RFP Q&A posted 5/17/18, the Government agreed to add applicable DFARS clauses in the Final RFP to address the Fylingdales UK component.
However, the requested DFARS clauses listed below do not appear in the Final RFP Model Contract:
(a) 252.225-7013 Duty Free Entry
(b) 252.229-7006 Value Added Tax Exclusion (UK)
(c) 252.229-7009 Relief from Customs Duty and Value Added Tax on Fuel (UK)
(d) 252.223-7001 Choice of Laws (Overseas) What is the Government's intention regarding the inclusion of these clauses in the final contract?
