This notice requests proposals for a Solid State Module - Replacement (SSM-R) contract to address obsolescence, out-of-band emissions, sparing and future sensitivity upgrades for Ballistic Missile Early Warning System and PAVE Phased Array Warning System radars. The Department of the Air Force Materiel Command Lifecycle Management Center will award an indefinite delivery indefinite quantity contract for between 3,000 and 40,071 replacement modules over a potential seven-year ordering period. Proposals are due by noon on October 8, 2018. The contract resulting from this solicitation will address critical needs for five Early Warning Radar sites located in the United States, Greenland, and the United Kingdom.

BIDDERS’ LIBRARY INSTRUCTIONS (UNCLASSIFIED)

Follow these steps in sequential order to gain access to the SSM-R Bidders’ Library.

Step 1. Per this notice, prospective bidders for the SSM-R procurement are to request access to the SSM-R Bidders’ Library by providing the following information to the following e-mail address: 850ELSG.PK.Workflow.PAFB@us.af.mil

In order to gain access you will need to fill out the following mandatory fields:

The DoD has established the External Certification Authority (ECA) Program to support the issuance of DoD-approved certificates to industry partners and other external entities and organizations. If you do not have a CAC card, you must visit the following website and follow the instructions identified therein: http://iase.disa.mil/pki/eca/. From this site, you can get started on the process of acquiring the ECA certificates to access the Bidder's Library.

Step 3. Once information provided is verified in SAM (the System for Award Management) by the Government, access to the SSM-R Bidders’ Library will be granted, at which time you will
