SOLID STATE MODULE REPLACEMENT
STATEMENT OF WORK (SOW)
1. INTRODUCTION
1.1. Scope
1.1.1. This Statement of Work (SOW) defines the effort to produce and deliver Solid State Module – Replacement (SSM-R) units for the Ballistic Missile Early Warning System (BMEWS) and PAVE Phased Array Warning System (PAWS) (BPP) radars. The effort includes qualification modules and Full Rate Production (FRP) units with associated hardware and firmware. SSM-R types include Array Modules (AM: -1 & -3 [RAF Fylingdales], Sub-system Specifications (SSS) SSSR101092), Subarray Driver (SAD, SSSR101093), Array Group Driver (AGD, SSSR101091) and Sidelobe Canceller/Blanker (SLC/B: -1 & -2 [RAF Fylingdales], SSSR101094). This effort also includes proposed modifications to the Solid State Module Test Set (SSMTS) hardware and firmware. This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) with a five (5)-year base ordering period and an additional, optional two (2)-year ordering period. This effort will be conducted in two phases:
Phase 1, Qualification: 148 SSM-R units Phase 2, Production: Full Rate Production (FRP) of Spares (3,000 units), Fylingdales Out of Band (OoB) Face B replacement (2,647 units), and 34,276 sensitivity improvement units for a maximum total production of 40,071 SSM-R units for all five (5) radar sites
1.2. Background
1.2.1. The legacy Solid State Modules (SSM) are front-end hardware that provide stepped amplification of transmit and receive Radio Frequency (RF) signals for the BPP radars. Table 1: Legacy SSM by Site/Radar Face identifies each BPP radar site and the number of legacy SSMs per radar face.

1.2.2. The legacy SSMs are well beyond their original design life and are rapidly becoming obsolete as several major components have fallen out of production and SSMs are no longer being produced. In addition, there are technical performance issues with the design that point to the need for a modern alternative. These issues include sustainability, reliability, OoB emissions, and sensitivity improvements.
1.3. SSM-R Procurement Objectives
1.3.1. Procurement of parts and materials for production and installation of up to 40,071 SSM-R units to include:
· 148 qualification units at RAF Fylingdales (Phase 1)
· 3,000 spares (Phase 2)
· 2,647 RAF Fylingdales Face B (Phase 2)
· 34,276 units for the sensitivity improvements (Phase 2)
1.3.2. Quantities are listed by SSM-R Units/Spares Configuration in Table 2: SSM-R Units/Spare Quantities. The delivery of the spares are a split delivery between the appropriate site, and the depot at Ogden, UT. SSM-R units for RAF Fylingdales Face B will be delivered and installed at the site and the remaining units will be delivered and installed at each of the remaining sites.
1.3.2.1. Test and Evaluation (T&E) is performed on the SSM-R qualification modules for each type of unit prior to FRP. T&E includes in-plant and on-site testing. In plant testing will ensure units meet OoB spectral purity and meet or exceed the 4.5db increased output power in enhanced configuration. Follow-on qualification testing on 142 units will be performed at RAF Fylingdales. The remaining six (6) SSM-R -1 units (4 AM & 2 SLC/B) will be qualified on the SSMTS located in Colorado Springs, CO, to ensure the design and performance requirements are met.
1.3.2.2. All qualification modules are used during Production Acceptance Test and Evaluation (PAT&E) and Installation and Checkout Evaluation (ICE). An acceptance test is necessary to verify the modules’ performance during a burn-in of complete sub-array segments.
1.3.2.3. The Production Qualification Test (PQT) is conducted prior to the FRP decision to ensure the effectiveness of the manufacturing processes, equipment, and procedures.
1.3.2.4. Lot Acceptance Test (LAT) is conducted on the modules produced for each DO based on a sampling procedure to ensure that the product retains its quality and continues conformance to technical specifications.
1.3.2.5. Operational acceptance is completed upon installation of an entire radar face which includes installation, alignment, and calibration of 2,647 SSM-R units for RAF Fylingdales Face-B; and evaluation is conducted to ensure the OoB emissions meet requirements. Operational Test Agency performs Operational Test and Evaluation (OT&E) and returns the system to operations.
1.3.3. The SSMTS is used to perform diagnostics on any failed or degraded modules. The SSMTS is used in the lab and on-site to ensure modules meet the diagnostic and performance metric. Any modules under warranty are returned to the Contractor for replacement and failure analysis. Any failed modules not under warranty shall be returned to the Depot.
1.3.4. Support tasks include Packaging, Handling, Storage, & Transportation (PHS&T), Travel, and Engineering Support for the procurement, delivery and installation of SSM-R units and spares.

2. APPLICABLE DOCUMENTS
2.1. Mandatory and Advisory Publications and Documents
2.1.1. The Government has identified publications and documents that are mandatory (applicable) and advisory (reference) for this SOW. Mandatory coded publications and documents require contractor compliance. Advisory coded publications and documents provide guidance to the contractor to the extent necessary to accomplish the tasks and requirements in this SOW.
2.1.2. The most current version of mandatory and advisory publications and documents shall apply.
2.2. Precedence of Documents
2.2.1. If there is a conflict between or among two (2) or more publications, those coded as mandatory shall have precedence over those coded as advisory/guidance. Between or among those similarly coded, those issued by a higher authority shall take precedence over those issued by a lower authority. Between or among those issued at the same level of authority, those with a later date of issue shall take precedence over those with earlier dates of issue. Any task set forth in any such reference that calls for the exercise of discretionary Government authority that cannot be delegated shall be subject to the final approval of the Government official having such authority.
2.2.2. Values in this SOW identifying specific section/paragraph indicate application to the whole section, i.e., 3 indicates application to the whole section, 3.3 indicates application only to paragraph 3.3 in Section 3. When a paragraph is cited, subparagraphs are implied, i.e., citing 3.3 implies 3.3.1, 3.3.2, 3.3.X are also cited.
2.2.3. Requirements may change due to publication revisions, additions, or deletions. Therefore, the Contractor shall notify the Government whenever a more recent version of any mandatory or advisory publication is identified by the Contractor. The Government will determine if a change proposal will be requested from the Contractor whenever mandatory or advisory publications are identified.
2.3. Applicable (Mandatory) Documents
2.3.1. The documents in Table 4: Government-Controlled Baseline Documents are the Government-controlled baseline documents for the SSM-R and are applicable documents.

3. REQUIREMENTS
3.1. General
3.1.1. The Contractor shall perform the work required in this SOW to produce SSM-R units for BPP radars. The affected BPP radars shall meet the performance standards specified by the documents in Table 4: Government-Controlled Baseline and Table 5: Applicable Documents.
3.1.2. Paragraphs 3.2 - 3.2.6.10 shall apply to Phase 1 Qualification.
3.1.3. Paragraph 3.3 - 3.3.5.23 shall apply to Phase 2 Production.
3.1.4. Paragraph 3.4 – 3.17.13 shall apply to both Phase 1 and Phase 2.
3.2. Phase 1 Qualification
3.2.1. Phase 1 begins upon contract award and continues through the completion of the DO. Phase 1 Qualification will consist of a total of 148 units.
3.2.2. Phase 1 Program Management
3.2.2.1. The Contractor shall attend a Post-Award Orientation Meeting five (5) days after award. This shall be coordinated with the Contracting Officer (CO).
3.2.2.2. The Contractor shall plan, host, and conduct a Kick-Off Meeting with the Government within thirty (30) calendar days of contract award. [Contract Data Requirements List (CDRL) A001]
3.2.2.3. The Contractor shall include Kick-Off Meeting topics. [CDRL A001]
3.2.2.4. The Contractor shall coordinate the Kickoff Meeting agenda with the Government at least seven (7) business days in advance, with briefing material provided NLT five (5) business days before the Kick-Off meeting. [CDRL A001]
3.2.2.5. The Contractor shall deliver a Contract Work Breakdown Structure to the Government at the Kick-Off Meeting. [CDRL A002]
3.2.2.6. The Contractor shall deliver an Integrated Master Schedule (IMS), Integrated Program Management Report (IPMR). [CDRL A003]
3.2.2.7. The Contractor shall include all elements of the IMS. [CDRL A003]
3.2.2.8. The Contractor shall conduct virtual Monthly Status Meetings with the Government. [CDRL A00H]
3.2.2.9. The Contractor shall conduct semi-annual Program Management Reviews (PMR) at the Contractor location. The Contractor shall deliver the agenda for each PMR ten (10) business days prior to the review. [CDRL A00C]
3.2.2.10. The Contractor shall plan, host, and conduct virtual quarterly Integrated Product Team (IPT) meetings with the Government. [CDRL A01C]
3.2.2.11. The Contractor shall report Technical Performance Measurements (TPM) statistical data in conjunction with the Monthly Status Meetings. [CDRL A00H]
3.2.2.12. The Contractor shall provide monthly Production Status Reports for the duration of the contract. [CDRL A00W]
3.2.3. Phase 1 System Engineering Requirements and Review
3.2.3.1. The Contractor shall conduct a Systems Engineering (SE) Technical Interchange Meeting (TIM). The TIM describes how the Contractor’s design meets SSM-R requirements and also proposes modifications to the SSMTS. [CDRL A011, A00G]
3.2.3.2. The Contractor shall propose updates to SSM-R to the Government, based upon changes from qualification to FRP SSM-R design. [CDRL A011, A00G]
3.2.3.3. The Contractor shall deliver a Requirements Traceability Verification Matrix (RTVM). [CDRL A00S]
3.2.3.4. The Contractor shall conduct a thirty (30), ninety-five (95) and one hundred (100) percent review for each component drawing. Contributes to CDRL A00Q.
3.2.4. Systems Security Engineering
3.2.4.1. The Contractor shall assess any updated hardware or firmware applicable to the order-related changes to the impacted systems to re-evaluate new or modified cybersecurity requirements.
3.2.4.2. The Contractor shall document the results of the assessment in the Cybersecurity Assessment Report. [CDRL A00L]
3.2.5. Phase 1 Qualification Test and Evaluation (T&E)
3.2.5.1. The Contractor shall deliver a single Master Test Plan (MTP) for Government approval that includes all phases of testing. [CDRL A012]
3.2.5.2. The Contractor shall provide a System Test Plan (STP) for Government approval for each phase of testing. [CDRL A012]
3.2.5.3. The Contractor shall deliver T&E procedures. [CDRL A013]
3.2.5.4. The Contractor shall deliver PAT&E procedures prior to testing at RAF Fylingdales. [CDRL A013]
3.2.5.5. The Contractor shall provide a HEMP Protection Subsystem Performance Test Plan. [CDRL A008]
3.2.5.6. The Contractor shall provide the final HEMP Protection Subsystem Performance Test Report In Accordance With (IAW) HEMP Protection for Ground-Based C41 Facilities Performing Critical, Time-Urgent Missions Part 1 Fixed Facilities, MIL-STD-188-125-1 for approval by the Government. [CDRL A008]
3.2.5.7. The Contractor shall comply with existing Support Agreements with RAF Fylingdales O&M Contractor to support any on-site activities.
3.2.5.8. The Contractor shall conduct a site survey at RAF Fylingdales and produce a Trip/Travel Report, to validate the current site configuration and baseline performance. [CDRL A00A]
3.2.5.9. The Contractor shall not start factory testing until the Government approves the Contractor’s test plans.
3.2.5.10. The Contractor shall build SSM-R Qualification Units (34 AMs (-3), 2 AGDs, 2 SADs, and 2 SLC/Bs (-2) – total 40) for -3 subarray T&E. The qualification unit quantities are summarized in Table 7: RAF Fylingdales Initial Unit Quantities.

3.2.5.12. The Contractor shall perform factory Test & Evaluation on the 46 SSM-R qualification units in Tables 7 and 8 to qualify the modules against the specification (SSS)/requirements and the TDP. This testing shall include OoB spectral purity, the SSM-R’s ability to meet or exceed the 4.5db increased output power in enhanced configuration, and the unit’s ability to operate in legacy mode.
3.2.5.13. The Contractor shall allow the Government to witness, validate and approve requirements from factory T&E.
3.2.5.14. The Contractor shall provide a Test Report documenting all test results. [CDRL A014]
3.2.5.15. Upon successful completion of factory T&E and approval by the Government, the Contractor shall build 96 AMs (-3) + 2 AM (-3) spares, 2 SADs + 1 SAD spare, + 1 AGD spare, for a total of 102 additional SSM-R qualification units for beam testing. The qualification unit quantities are summarized in Table 9: RAF Fylingdales Remaining Unit Quantities.

3.2.5.16. The Contractor shall package, ship and deliver 6 qualification units (Table 8), array module capacitors, and any cables/connectors/adaptors to the Government for T&E on a qualified SSMTS.
3.2.5.17. The Contractor shall submit site visit requests at least sixty (60) calendar days in advance of an on-site visit. The Contractor shall submit security clearances via the Joint Personnel Adjudication System (JPAS) prior to arrival.
3.2.5.18. The Contractor shall prepare for and conduct 30-day and five (5)-day Test Readiness Reviews (TRRs) for approval to travel to RAF Fylingdales. [CDRL A00B]
3.2.5.19. The Contractor shall package, ship, and deliver a total of 142 qualification units in Table 7: RAF Fylingdales Initial Unit Quantities and Table 9: RAF Fylingdales Remaining Unit Quantities, as well as array module capacitors, and any cables/connectors/adaptors to RAF Fylingdales for continuation of T&E.
3.2.5.20. The Contractor shall report any SSM-Rs damaged due to packaging and handling.
3.2.5.21. The Contractor shall provide RAF Fylingdales in-briefs and out-briefs to inform site personnel of planned activities. [CDRLs A00E and A00F]
3.2.5.22. For PAT&E, the Contractor shall install the qualification units on Face B after completing on-site SSMTS testing. This includes the entire 4-quadrant sub-array transmit and receive path, interoperability with legacy SSMs, burn-in, and compliance with OoB emissions requirements. This testing will be conducted in accordance with the Government-approved Test Plan.
3.2.5.23. The Contractor shall provide the Government the opportunity to witness testing at RAF Fylingdales.
3.2.5.24. The Contractor shall report deficiencies via a Report, Production or Delivery Problem(s). [CDRL A00K]
3.2.5.25. The Contractor shall perform a Correction of Deficiencies (COD) and report any test failures. [CDRL A00K]
3.2.5.26. The Contractor shall prepare briefing material and support Deficiency Review Boards (DRB) for deficiencies identified. [CDRL A018]
3.2.5.27. The Contractor shall not proceed with additional testing until the Government has approved test results from any Correction of Deficiencies, and the Contractor has retested any deficiencies with Government-approved results.
3.2.5.28. The Contractor shall support a site-conducted Installation and Checkout Evaluation (ICE) testing.
3.2.5.29. The Contractor shall provide a PAT&E Test Report documenting on-site test results which includes an analyses of each qualification unit in Table 7: RAF Fylingdales Initial Unit Quantities and Table 9: RAF Fylingdales Remaining Unit Quantities in order to evaluate performance and functional characteristics. [CDRL A014]
3.2.5.30. The Contractor shall provide an unclassified Site Status Report of site activities. [CDRL A00J]
3.2.6. Phase 1 Fabrication/Production Qualification Testing
3.2.6.1. The Contractor shall generate a Quality Assurance Program Plan that describes the Quality Management System (QMS). Contributes to CDRL A015.
3.2.6.2. The Contractor shall support a Manufacturing Readiness Assessment (MRA) with the Government prior to initiation of FRP.
3.2.6.3. The Contractor shall submit a PQT Plan for SSM-R units for Government approval prior to PQT. [CDRL A012]
3.2.6.4. The Contractor shall produce and deliver final manufacturing specifications to document the manufacturing processes and tooling requirements as part of the Manufacturing Plan. [CDRL A00U]
3.2.6.5. The Contractor shall conduct a Production Readiness Review (PRR) only after the Government has accepted/approved the qualification testing. [CDRL A00D]
3.2.6.6. The Contractor shall conduct PQT.
3.2.6.7. The Contractor shall perform COD following the PQT.
3.2.6.8. The Contractor shall provide a PQT Report. [CDRL A014]
3.2.6.9. The Contractor shall provide a sparing plan. Sparing and maintenance (including warranty) concept will be identified at PRR.
3.2.7. Phase I TDP
3.2.7.1. The Contractor shall produce and deliver a (Level 3) TDP, to include data rights IAW Attachment 2 to the RFP, Rights In Data (Including Technical Data, Computer Software, and Computer Software Documentation) as a re-procurement package for the SSM-R design in order to capture the finalized and qualified design. [CDRL A00P]
3.2.7.2. The Contractor shall update all applicable tables IAW Attachment 2, Rights In Data (Including Technical Data, Computer Software, and Computer Software Documentation) for all items procured in the Government’s name. Contributes to CDRL A00P.
3.2.7.3. The Contractor shall deliver product drawings, models, and associated lists as part of the TDP. [CDRL A00Q]
3.2.7.4. The Contractor shall deliver Special Inspection Equipment (SIE) drawings, models, and associated lists as part of the TDP. [CDRL A01D]
3.2.7.5. The Contractor shall deliver Special Tooling (ST) drawings, models, and associated lists as part of the TDP. [CDRL A01E]
3.2.7.6. The Contractor shall deliver Special Packaging Instructions (SPI) drawings, models, and associated lists as part of the TDP. [CDRL A007]
3.2.7.7. The Contractor shall deliver the final SSS as part of the TDP. [CDRL A00Z]
3.2.7.8. The Contractor shall deliver the final Hardware Requirements Specification (HRS) as part of the TDP. [CDRL A019].
3.2.7.9. The Contractor shall deliver the final SRS as part of the TDP. [CDRL A016]
3.2.7.10. The Contractor shall deliver a Firmware Support Manual (FSM) as part of the TDP. [CDRL A017]
3.2.7.11. The Contractor shall deliver a Quality Assurance Program Plan to include quality assurance provisions as part of the TDP. [CDRL A015]
3.2.7.12. The Contractor shall deliver Metadata and Supplementary Technical data per the TDP Options Selection Worksheet. [CDRL A00P]
3.2.7.13. The Contractor shall implement and deliver Source Control Drawing (SOCD) Approval Request per the TDP Options Selection worksheet. [CDRL A01F]
3.2.7.14. The Contractor shall deliver a Document Number Assignment Report (formerly known as Drawing Number Assignment Report) per the TDP Options Selection worksheet. [CDRL A01G]
3.2.7.15. The Contractor shall deliver the Proposed Critical Manufacturing Process Description per the TDP Options Selection worksheet. [CDRL A01B]
3.2.7.16. The Contractor shall deliver commercial drawings, models, and associated lists as part of the TDP. [CDRL A01A]
3.3. Phase 2 Production
3.3.1. Phase 2 begins after acceptance of PQT test results and Government acceptance of PRR. Phase 2 consists of FRP of Spares (3,000 units), Fylingdales OoB Face B (2,647 units), and up to 34,276 sensitivity improvement units for a maximum total production of 40,071 SSM-R units for all five (5) radar sites. See Table 2: SSM-R Units/Spare Quantities.
3.3.2. Phase 2 Program Management
3.3.2.1. The Contractor shall conduct Monthly Status Meetings with the Government. [CDRL A00H]
3.3.2.2. The Contractor shall provide monthly Production Status Reports for the duration of the contract. [CDRL A00W]
3.3.2.3. The Contractor shall continue to conduct semi-annual Program Management Reviews (PMR) at the contractor location and deliver the agenda for each PMR ten (10) business days prior to the review. [CDRL A00C]
3.3.2.4. The Contractor shall submit a Project Closeout Checklist at project closure. [CDRL A009]
3.3.3. Phase 2 Lot Acceptance Test
3.3.3.1. The Contractor shall deliver a Lot Acceptance Testing (LAT) Plan. [CDRL A012]
3.3.3.2. The Contractor shall ensure LAT meets lot specifications IAW SSS for each module type.
3.3.3.3. The Contractor shall conduct LAT IAW LAT Plan.
3.3.3.4. The Contractor shall perform COD following LAT.
3.3.3.5. The Contractor shall provide a LAT report for each lot. [CDRL A014]
3.3.4. Phase 2 TDP
3.3.4.1. The Contractor shall produce updates to the final Production Level (Level 3) TDP, to include data rights IAW Attachment 2 to the RFP, Rights In Data (Including Technical Data, Computer Software, and Computer Software Documentation) as a re-procurement package for the SSM-R design in order to capture the finalized and qualified design. This contributes to the following CDRLs A007, A015, A016, A017, A019 A00P, A00Q, A00Z, A01A, A01B, A01D, A01E, A01F, and A01G.
3.3.5. Phase 2 Full Rate Production, Delivery and Installation
3.3.5.1. The Contractor shall manufacture and deliver SSM-R units, array module capacitors, and any cables/connectors/adaptors, as ordered by the Government.
3.3.5.2. The Contractor shall provide reach-back support to the Government for OT&E.
3.3.5.3. The Contractor shall continue the production line based on PQT qualification, build LOT 1 for Fylingdales Face B, perform LAT for LOT 1 Face B, and ship to Fylingdales. The Contractor shall install these SSMRs on Face B.
3.3.5.4. The Contractor shall build, perform LAT, ship to and install SSM-Rs at AFS Clear, AK.
3.3.5.5. The Contractor shall build, perform LAT, ship to and install SSM-Rs at AB Thule, Greenland.
3.3.5.6. The Contractor shall build, perform LAT, ship to and install SSM-Rs at RAF Fylingdales.
3.3.5.7. The Contractor shall build, perform LAT, ship to and install SSM-Rs at AFB Beale, CA.
3.3.5.8. The Contractor shall build, perform LAT, ship to and install SSM-Rs at AFS Cape Cod, MA.
3.3.5.9. The Contractor shall provide the Government opportunities to witness LAT during the PMRs or with a sixty (60)-calendar day notice.
3.3.5.10. The Contractor shall ship modules to sites and install as directed by the Government.
3.3.5.11. The Contractor shall document, deliver and execute a Site Preparation Requirements and Installation Plan detailing installation activities for all applicable SSM-Rs. [CDRL A006]
3.3.5.12. The Contractor shall plan, host and conduct a Site Deployment Readiness Review (SDRR) briefing ten (10) business days prior to any installation site visits. [CDRL A00T]
3.3.5.13. The Contractor shall present the SDRR briefing contents consistent with Site Preparation Requirements and Installation Plan associated with the on-site visit.
3.3.5.14. The Contractor shall ensure technicians and personnel responsible for manufacturing SSM-R units possess the appropriate certifications.
3.3.5.15. The Contractor shall implement production processes IAW Electrostatic Discharge Control Program ANSI/ESD-S20.20-2014, Acceptability of Electronic Assemblies IPC-A-610G, and Requirements and Acceptance for Cable/Wire Harness IPC/WHMAA-A-620C.
3.3.5.16. The Contractor shall update sparing analysis to account for any changed or added hardware elements resulting from the SSM-R Lot Acceptance Testing to include Logistics Management Information (LMI).
3.3.5.17. The Contractor shall identify the recommended Line Replaceable Unit (LRU) and maintenance concept for each SSM-R type.
3.3.5.18. The Contractor shall conduct a SE TIM to present and validate their indenture structure, LRU identification, and maintenance concept recommendations with briefing material to be submitted no later than (NLT) five (5) calendar days before the review. [CDRL A011]
3.3.5.19. The Contractor shall qualify a form, fit, and function replacement for any components impacted by obsolescence or vanishing vendor.
3.3.5.20. The Contractor shall accurately track Diminishing Manufacturing Sources and Material Shortages (DMSMS) data and brief the information during the Quarterly IPT meeting [CDRL A01C]
3.3.5.21. The Contractor shall participate in the Government-Industry Data Exchange Program (GIDEP) IAW GIDEP Guide paragraphs 5.1 through 5.6, for the parts and/or material comprising the SSM-Rs.
3.3.5.22. The Contractor shall identify Test Measurement & Diagnostic Equipment (TMDE) and items that need to be calibrated.
3.3.5.23. The contractor shall implement IUID IAW the following applicable documents:
· MIL-STD-129 MILITARY MARKING FOR SHIPMENT AND STORAGE
· MIL-STD-130 IDENTIFICATION MARKING OF U.S. MILITARY PROPERTY
3.4 – 3.17.13 apply to both Phase 1 and Phase 2.
3.4. Firmware
3.4.1. The Contractor shall deliver any required support equipment and instructions to update or modify SSM-R firmware. Contributes to CDRL A017.
3.5. Test Equipment
3.5.1. The Contractor shall recommend to the Government any software and hardware modifications needed to test SSM-R units for implementation into the SSMTS (See SSS101060, SRSR101060 & HRSR101060). Recommended SSMTS modifications shall include changes to module inputs/outputs, hardware interfaces, and associated software to test each SSM-R module type in legacy and enhanced output mode. [CDRL A011, CDRL A00G]
3.5.2. The contractor shall document the recommendations to the SSMTS in the applicable specifications. Contributes to CDRLs A00Z, A016, A019
3.5.3. The Contractor shall identify and provide any required support equipment to validate the SSM-R units on the SSMTS.
3.5.4. The Contractor shall coordinate with the Government for SSMTS availability.
3.5.5. The Contractor shall ensure SSM-R units are tested on the SSMTS prior to installation.
3.5.6. The Contractor shall attach printed SSMTS results to the SSM-R unit.
3.6. Installation Support
3.6.1. The Contractor shall generate detailed Site Preparation Requirements and Installation Plans for installation of modules at each deployed site. [CDRL A006]
3.6.2. The Contractor shall coordinate scheduled downtime through AFLCMC/HBQR, attend de-confliction meetings, and coordinate for required testing dates and resources. Downtime is scheduled no later than (NLT) (60) business days prior to the site execution date and specifies radar recall requirements. Actual downtime date will be handled according to the Ground Base Radar Missile Warning System Security Classification Guide.
3.6.3. The Contractor shall remove legacy SSMs and associated capacitors as directed by the Government’s published dispose instructions using local supply procedures and the disposal plan. [CDRL A005]
3.6.4. The Contractor shall install new SSM-R units including any required hardware, such as new array module external capacitors that function in legacy and enhanced output mode as defined in SSSR101092, as well as any required cables/connectors/adaptors as ordered by the Government.
3.6.5. The Contractor shall ensure that each SSM-R module type, array module capacitors, and any cables/connectors/adaptors are legacy interface compatible.
3.6.6. The Contractor shall support face alignments and calibrations as necessary to normalize the system after new SSM-Rs are installed.
3.6.7. The Contractor shall provide technical support during installation.
3.6.8. The Contractor shall plan, host and conduct a Site Deployment Readiness Review (SDRR) briefing ten (10) business days prior to any installation site visits. [CDRL A00T]
3.7. Deficiency and Problem reporting
3.7.1. The Contractor shall report deficiencies via a Report, Production or Delivery Problem(s). [CDRL A00K]
3.7.2. The Contractor shall perform a Correction of Deficiencies (COD) on any test failures and report any deficiencies.
3.8. System Safety
3.8.1. The Contractor shall conduct hazard analyses to identify, eliminate, and control hazards via a System Safety Program Plan IAW DoD Standard Practice for System Safety, MIL-STD-882E.
3.8.2. The Contractor shall deliver the System Safety Program Plan. [CDRL A00M]
3.8.3. The Contractor shall monitor for System Safety Hazards throughout the life of the project.
3.8.4. The Contractor shall provide an incident report IAW DoD Standard Practice for System Safety, MIL-STD-882E and a verbal report within twenty-four (24) hours followed by a written report within seven (7) calendar days of the incident.[CDRL A00M]
3.9. Logistics
3.9.1. General
3.9.1.1. The Contractor shall plan, organize, coordinate, integrate, execute, and manage all logistics tasks associated with this effort which include, but are not limited to, coordination of shipments and supply assets.
3.9.2. Maintenance Agreements, Warranties, Support Agreements and Licenses
3.9.2.1. The Contractor shall provide a one (1)-year warranty for all SSM-R units following initial installation at sites.
3.9.2.2. The Contractor shall perform responsibilities to process, track, monitor, and issue materials/parts based upon demands and trends.
3.9.3. Reliability, Maintainability and Supportability
3.9.3.1. The Contractor shall update the Reliability Prediction for their SSM-R and include documentation of supporting data. [CDRL A00N]
3.9.3.2. The Contractor shall document analysis of failure data, failures, and identified corrective actions in a Failure Modes, Effects, and Criticality Analysis Report (FMECA). [CDRL A00N]
3.9.3.3. The Contractor shall include in the analysis report the versions, number of occurrences, causes, and recommended solutions for each FMECA analysis item. [CDRL A00N]
3.9.4. Technical Orders
3.9.4.1. The Contractor shall implement the Air Force Technical Manual Contract Requirements (TMCR) specified in TMCR TM-86-01Q. [CDRL A00X]
3.9.4.2. The Contractor shall conduct commercial manual assessments IAW TMCR TM-86-01Q. [CDRL A00X]
3.9.4.3. The Contractor shall deliver Time Compliance Technical Orders (TCTO) IAW TMCR TM-86-01Q. [CDRL A00X]
3.9.5. Disposition and Disposal
3.9.5.1. The Contractor shall work with the Item Managers to draft and provide a Disposition Plan for modules removed from RAF Fylingdales and for radar face replacement. [CDRL A005]
3.9.5.2. The Contractor shall dispose of equipment IAW FAR Part 45.
3.9.5.3. The Contractor shall submit a request to the Item Manager for disposition instructions, identifying recommendations for demilitarization and disposal of hardware, software, firmware, and documentation prior to disposition of equipment.
3.10. Configuration Management
3.10.1. The Contractor shall conduct and document a physical configuration audit after delivery of production and/or test units to capture changes implemented/added with this activity.
3.10.2. The Contractor shall create a Supplier’s Configuration Management (CM) Plan. [CDRL A00V]
3.10.3. The Contractor shall update the CM Plan for each identified change.
3.10.4. The Contractor shall conduct a CM review board to review any changes identified in each phase of the project.
3.10.5. The Contractor shall document the CM approved changes.
3.10.6. The Contractor shall deliver the CM data to the Government to be incorporated into the technical baseline.
3.10.7. The Contractor shall coordinate with the Government to resolve any technical data deficiencies.
3.10.8. The Contractor shall comply with existing Associated Contractor Agreements with the sustainment Contractor.
3.11. Data
3.11.1. The Contractor shall provide meeting minutes after all Monthly Status Meetings, formal reviews and TIMs. [CDRL A00G]
3.11.2. The Contractor shall produce and deliver a Bill of Material (BOM) for the SSM-R. [CDRL A010]
3.12. Training
3.12.1. The Contractor shall provide updates to the training plan for the SSM-R remove and replace procedures and SSMTS. [CDRL A00R]
3.12.2. The Contractor shall provide remove and replace training at each site for maintenance personnel (up to five personnel), during installation, as specified in the approved training plan.
3.13. Export Control
3.13.1. The Contractor shall obtain Export Control approval for all delivered documents and materials to RAF Fylingdales.
3.13.2. The Contractor shall comply with applicable laws and regulations regarding export control as identified in Defense FAR Supplement (DFARS) 252.22-7048.
3.13.3. The Contractor shall comply with the Arms Export Control Act (AECA).
3.13.4. The Contractor shall not release defense articles or defense services to foreign persons unless it has an export license or Technical Assistance Agreement (TAA) authorizing foreign shipment and/or disclosure.
3.13.5. The Contractor shall register with the Directorate of Defense Trade Controls (DDTC).
3.13.6. The Contractor shall apply for and obtain the appropriate export licenses prior to exporting hardware, software, or data.
3.13.7. The Contractor shall obtain the appropriate TAA prior to providing defense services to foreign persons.
3.13.8. The Contractor shall not transfer any export controlled item, data, or services, to include transfer to foreign persons, without the authority of an export license agreement or applicable exemption or exception.
3.14. Removal of Contractor Personnel from Installation or Site
3.14.1. The Contractor shall remove any employee from the Installation when retention of such employee endangers life, property or security, or where such employee violates reasonable and necessary Installation or Site regulations. The Government CO may direct the Contractor in writing to remove any employee immediately from the Installation when retention of such employee endangers life, property or security. The Government CO may withdraw, on a permanent or temporary basis, Contractor employee use of Installation/Site privileges, upon investigation of facts and circumstances of any incident for abuse of privileges. Categories of violation or misconduct which may cause employees to be removed from the Installation/Site may include the following:
· Two (2) or more security violations reportable under the Department of Defense National Industries Security Program
· Gross negligence resulting in damage to or destruction of Government property
· Intentional injuries inflicted upon other personnel
· Alcohol or drug abuse as verified by competent medical authority
· Unauthorized use of Government resources
3.15. Remanence Security
3.15.1. The Contractor shall handle and control media, both physical (hard copy) and electronic (soft copy) IAW Methods and Procedures Technical Order (MPTO) 00-33B-5008-WA-1 paragraph 2.3.
3.15.2. The Contractor shall assess candidate media, both physical (hard copy) and electronic (soft copy), IAW MPTO 00-33B-5008- WA-1. The contractor shall document remanence security assessments, including designating a remanence category and justifying the category, in a Remanence Security Assessment Report. [CDRL A00Y]
3.15.3. The Contractor shall use documented remanence security-related procedures for disposition of all media for disposal or repair.
3.15.4. The Contractor shall document remanence security procedures for the media of parts and/or materials comprising the Contractor logistics support assets detailing the appropriate methods, handling and controlling of the media IAW MPTO 00-33B-5008-WA-1. [CDRL A00Y]
3.16. Preservation, Packaging, Handling and Shipping
3.16.1. The Contractor shall meet the International Traffic in Arms Regulation (ITAR) and other applicable US export requirements to deliver technical data and hardware to RAF Fylingdales, UK.
3.16.2. The Contractor shall package, handle, store, and transport materiel for the SSM-R related equipment requirements IAW Department of Defense Standard Practice for Military Packaging, MIL-STD-2073-1E (1); the Contractor may use Standard Practice for Commercial Packaging, ASTM D3951-fifteen (15) as additional guidance.
3.16.3. The Contractor shall package, handle, store, and transport materiel for the SSM-R related equipment in a manner that provides security protection commensurate with the classification level of the systems it supports IAW DD Form 254 DoD Contract Security Classification Specification (See Attachment 3 to the RFP).
3.16.4. The Contractor shall comply with Government-approved transportation policy IAW Preparation of Movement and Air Force Cargo, AFI 24-203, paragraph 1.2 and consistent with guidance in Storage and Handling of Hazardous Materials, Air Force Joint Manual (AFJMAN) 23-209.
3.16.5. The Contractor shall identify and coordinate special Packaging, Handling, Storage, and Transportation (PHS&T) requirements with the Government Program Office and discuss in Monthly Status Meeting.
3.16.6. The Contractor shall document Special Packing Instructions (SPI). Contributes to CDRL A007.
3.16.7. The Contractor shall provide Preservation and Packing Data IAW Department of Defense Standard Practice for Military Packaging, MIL-STD-2073-1E (1), paragraph 4.1. [CDRL A004]
3.16.8. The Contractor shall coordinate with the Government Program Office prior to shipping qualification modules and other materiel to BMEWS III (RAF Fylingdales).
3.16.9. The Contractor shall require its subcontractors and suppliers to implement procedures and processes to protect the integrity of components and products during storage, handling and transportation.
3.16.10. The Contractor shall review delivery mechanisms to ensure compliance with those procedures and processes.
3.16.11. The Contractor shall provide all hardware components delivered to the Government in packaging that is both tamper-resistant and tamper-evident.
3.16.12. The Contractor shall use only bonded transport and secure storage facilities.
3.17. Contract Security
3.17.1. The Contractor shall ensure requirements for safeguarding classified information and materials, for obtaining and verifying personnel security clearances, for protecting Government property, and for the security of automated and non-automated information systems and facilities are fulfilled. Detailed security requirements are delineated in the issued DD 254s relevant to this contract.
3.17.2. The Contractor shall ensure that all classified material is handled in accordance with the issued DD 254, the National Security Program Operating Manual (NISPOM) (DoD 5220.22M) and AFTAC Radar Sensor Platform Security Classification Guide, 3 March 2008 (Change 2, 1 July 2011).
3.17.3. The Contractor shall maintain a security program in accordance with this contract. Reference Contract DD Form 254. All Contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC).
3.17.4. The Contractor shall ensure Contractor personnel who work in restricted areas or who have access to the installation Local Area Network (LAN) have a NAC with Inquiries (NACI) IAW DoD 5200.2-R (i.e., comply with Single Scope Background Investigation and NAC with Local Agency Check and Credit Check requirements).
3.17.5. The Contractor shall provide a 21st Space Wing -approved unescorted/escorted personnel service for controlled/restricted areas when access is needed for expanded Contractor sustainment/maintenance actions.
3.17.6. The Contractor shall furnish the Servicing Security Activity (SSAct) at the performance location all information required by the clause, AFFARS 5352.204-9000 Notification of Government Security Activity, no later than five (5) business days after award of the order.
3.17.7. The Contractor shall comply with local procedures provided by the SSAct in order to obtain unescorted entry authorizations into controlled or restricted areas.
3.17.8. The Contractor shall process paperwork for overseas travel to BMEWS II (Fylingdales) through Defense Industrial Security Clearance Office (DISCO) International at least sixty (60) calendar days prior to the required date to be in the country. The Government CO may waive this requirement on a case-by-case basis.
3.17.9. The Contractor shall coordinate with the Government Program Office to provide security clearance information to Thule AB, Greenland. The Contractor shall submit Joint Personnel Access System (JPAS) information for travel to Thule AB, Greenland.
3.17.10. The Contractor shall conduct Operations Security (OPSEC) activities IAW AFI 10-701, Operations Security, Chapter 8.
3.17.11. The Contractor shall maintain OPSEC responsibilities when conducting SSM-R Activities, to include but not limited to:
· Training Contractor personnel in OPSEC responsibilities
· Securing electronic transmission and storage of critical information
· Securing storage of hardcopy critical information
· Protecting information after contract is completed
· Disposal of hardcopy information
· Conducting proper sub-Contractor OPSEC
· Visitor control
· Escort and unauthorized personnel procedures
· Conference room procedural security
3.17.12. The Contractor shall appoint an OPSEC POC to coordinate, schedule, track and report Contractor completion of OPSEC training across the SSM-R contract, and to accomplish OPSEC awareness training for Contractor personnel within thirty (30) calendar days of commencing work to be performed for OPSEC-related services.
3.17.13. The Contractor shall be a part of the National Industrial Security Program (NISP).
3.17.14. The Contractor shall participate with the Government in the development of a Program Protection Plan and shall follow the Government’s Program Protection Plan (PPP).
3.17.15. The Contractor shall deliver a Program Protection Implementation Plan (PPIP) for Government approval that describes the contractor’s measures to protect Critical Program Information and critical components. [CDRL A01H]
