Questions and Answers; Requests for Clarifications and Corrections 1.
Is the VPP site specific?
ANSWER: The Offeror can make it as specific as their knowledge of the site. However, the specifics of what the plan must demonstrate are located in the PWS paragraph 1.10.11.1 and subparagraphs that follow.

Under the amended PWS para. 1.10.11.1, the bidder must provide a copy of 'The contractor's Safety and Health Plan ...'. Must the Safety and Health Plan be specific to this contract, i.e., the AFRL/RYD mission, facilities, and equipment, or may it be generic to any contract support worksite?
ANSWER: In the PWS paragraph 1.10.11.1, it states that “Additional, installation specific references and policies may be included/attached.” Therefore, the plan should be as specific as the Offeror can make it but MUST have the information listed in the subparagraphs that follow.

In RFP Section M - Evaluation Factors for Award (original and amended), no evaluation criteria were given regarding Volume V - Contract Documentation. The ITO (Section L) requires submission of a Safety and Health Plan as part of Volume V. How will the Government evaluate the acceptability of the Plan if there are no evaluation criteria associated with Volume V?"
ANSWER: Volume V - Contract Documentation is to contain any documentation that the Offeror is to submit with their proposal. The plan must meet the requirements of the PWS paragraph 1.10.11 “Voluntary Protection Plan (VPP)” to be acceptable. This will be evaluated under Factor 1, Technical, for beingacceptable or unacceptable.
