Tech Recovery III

Documents requiring formal delivery to the Government shall be identified on the appropriate DD

Form 1423-1.

2. All data deliverables shall be delivered via electronic media, unless otherwise directed by a CDRL.

AFLCMC/WISE (CM) shall be notified via e-mail that it is available for download.

3. Required Information on each notification or letter is as follows:

a. Contract No.

b. CDRL No.

c. Due Date (as required by CDRL)

d. Delivery Date

e. Delivery Requirement

f. Document Number, Revision, & Date

g. OPR for Data being submitted

4. All data to be delivered shall be considered to be in Government calendar days.

5. Data being delivered hardcopy (i.e. drawings, provisioning, etc.) shall require a transmittal form or letter with same information.

6. The requirements in Blocks 7 -16 on a DD Form 1423-1 shall supersede any such requirements that may be specified in the associated DD Form 1664 and documents referenced therein.

7. The symbol “LT” in block 7 of the DD Form 1423-1 requires notification by either method shown in paragraphs 2 or 3 as noted on CDRL to designated addressees as shown in block 14.

8. The symbols in Block 8 of the DD Form 1423-1 denote the following:

a. “A" denotes USAF approval of the data is required.

b. “N" denotes no approval is required.

9. The following are the two (2) applicable "Distribution Statements":

a. Statement "B" - Distribution Limited to US Government Agencies only. Other requests for this document must be referred to Controlling DOD office.

b. Statement "D" - Distribution limited to DOD and DOD contractors only.

10. Unless otherwise specified, the Office of Primary Responsibility (OPR) designated in Block 6 of the DD Form 1423-1 will respond through the Procuring/Contracting Officer (PCO) to the contractor with comments/recommendations or as directed by block 8, formal disposition.

11. Unless otherwise specified in the CDRL, the contractor shall incorporate recommended changes/revisions and resubmit identified document within 30 calendar days after receipt of such

Comments/recommendations.

12. Resubmittal of conditionally approved documents will be considered approved by incorporation of comments, if no other changes were made.

13. A data item identified by a "/T" has been tailored by instructions contained in Block 16 of the DD

Form 1423-1.

14. Distribution Instructions/Address List:

The contractor is not authorized to provide copies/access of any line item on the CDRL to activities who are not specifically identified in the Distribution Block of the CDRL without the approval of the

Battlefield Airmen Program Office.

15. Data submittals shall be made in accordance with the requirements established in the Contract

Data Requirements List (CDRL) Forms 1423-1. Provided is a listing of mailing addresses/E-mail addresses that shall be matched with the appropriate Office Code and used to forward data packages to the Government or its representatives. Use the Office Symbol as a part of the address.

Additional addresses and/or office symbol/codes shall be added to this list as deemed necessary.

Technical Recovery III Guardian Angel (GA)

Statement of Objectives (SOO)

18 September 2017

1. Program Goals

This contract supports the goals of GA to continuously procure, modernize, train, and sustain GA Technical Recovery

(TR) Kits. Methods for supporting these goals shall be explained in the following paragraphs.

2. Program Scope

The contractor shall provide: (a) delivery of TR kits and replacement items; (b) relevant training based on current needs of the end users; and, (c) develop and implement an on-going sustainment program. In order to meet the intent of the

SOO in addition to any contractual obligations, the contractor shall work closely with GA Program Office (PO) in developing, implementing, and providing any Contract Data Requirements List (CDRL) deliverables and plans or processes outlined in this document. The kits shall be composed of items listed in the System Requirements

Document (SRD), the pricing shall include shipping of the kits listed below:

Heavy Rapid Extraction Deployment System (REDS) Kit

Light REDS Kit

Confined Space (CS) Kit

Structural Collapse (SC) Kit

Mechanical Ascender Kit

Replacement Parts as specified

3. Program Objective

The contractor shall provide specialized kits while addressing the Personnel Recovery (PR) equipment modernization and sustainment needs. The specialized kits have been added to the program’s original plan of equipment standardization and weight reduction. The contractor shall be dedicated to continuing its mission of providing the most advanced technology, the best possible training through the use of the most realistic techniques based on operational scenarios, and a sustainment program to manage TR equipment assets in optimal condition.

4. Program Management

The contractor shall facilitate continual improvements in Tactics, Techniques, and Procedures (TTPs) as well as the on-going modernization of equipment inventories. The contractor shall submit recommendations for updates to TTPs to the GA PO, who will submit to Air Combat Command for final approval and adoption. Information regarding equipment upgrades and their priority shall be included in quarterly status reports. The contractor shall conduct continuous market research to find new equipment options and to identify Diminishing Manufacturing Sources or obsolete items including: process improvement involving the user and evaluation during training events. The contractor shall identify areas where weight and space can be reduced as well as areas where more effective tools may replace those currently employed in the technical recovery kits. The contractor shall facilitate continual improvements and recommendations, as well as meet or exceed the operational capabilities and specifications of the item being replaced.

The contractor shall provide justification for such recommendations. The contractor shall, in concert with the GA PO, implement a plan for surveying the GA community to determine upgrade priorities for TR components. Survey data shall be provided in the status reports (DI-MGMT-80368A/T)

5. Systems Engineering

A. The contractor shall ensure that all equipment meets applicable industry standards. Documentation of compliance, if available, shall be included in the user manuals that accompany each kit. In some cases, the contractor shall request that items be submitted for testing and approval, resulting in the desired equipment being certified by the GA PO. When such official testing is not possible, or when a standard or test does not exist, the contractor shall conduct testing to ensure the proper function, durability, and safety of all recommended equipment. Results and details of such testing shall be included in the quarterly status reports. (DI-MGMT-

B. If the results of market research conducted per para 4 drive an agreed upon change, the contractor shall submit an Engineering Change Proposal (ECP) in accordance with para 6B.

6. Configuration Management

A. Supplier’s Configuration Management Plan (SCMP)

The contractor shall develop and maintain a SCMP to control all aspects of the Configuration Management (CM) process using MIL-HDBK-61A as a guide. The SCMP shall include an event based criteria for assumption of control of the CM process following acceptance by the Government of documents, designs or requirements. The contractor shall designate a CM representative to serve as a primary point of contact to the Government for all

CM matters and be responsible for any sub-contractor CM efforts. The contractor shall notify the Government of any changes which affect the contractor’s established CM process. (DI-SESS-80858C)

B. Engineering Change Proposal (ECP)/Contract Change Proposal (CCP)

Any change which affects the form, fit, function, or interface, shall be prepared as an ECP, and the contractor shall submit Class I ECPs to the Government for approval. The contractor shall mark CDRL data deliveries for technical data with the appropriate distribution statement In Accordance With (IAW) the marking criteria established in the CDRL (Block 9), and defined in the general instructions. The contractor shall flow down the marking requirements to any subcontractor(s). Class II ECPs shall be submitted to the Government for review and concurrence. 7. Data Management

The contractor shall implement existing data management procedures for the preparation, quality control, administration and delivery of data required by the CDRL, in accordance with the SCMP. The contractor shall maintain data status and delivery schedules for all CDRL items. The contractor shall maintain a current listing of all non-CDRL data generated in performance of the contract in a Data Accession List electronic information system accessible by the Government. All documentation and other data generated in performance of this program shall be made available to the Government. The contractor shall provide a central point of contact for Data Management who shall ensure contract data compliance with the contract. (DI-MGMT-81453A/T)

8. Procurement

A. The contractor shall procure TR equipment (as described in the SRD), assemble equipment into TR Kits, and deliver these kits to GA units. Brand Name items are required to be the same model number as listed in the SRD.

Kit delivery time shall not exceed 120 days after Delivery Order (DO) is placed (Note: Replacement Parts as specified to be delivered 30 DARO). Items shall be Berry Amendment compliant as applicable. The contractor shall provide a final System/Subsystem Specification documenting all TR equipment. (DI-IPSC-81431A/T)

B. The contractor shall provide Commercial-Off-the-Shelf (COTS) Manuals. These user manuals identify all applicable processes and procedures for performing user functional checks on their respective kit components.

C. The contractor shall maintain all records associated with material shipments to and from the operational sites and all repair sites for the life of the program. The necessary data elements consist of, but are not limited to:

Transportation Shipping Number/Bill of Lading number/Cargo Manifest number

Nomenclature of the Item and applicable size and weight of the package utilized

Address and locations of where the shipment originated and ultimate designation

Date and time of shipment, and the same information regarding its arrival at the appropriate destination

Important information relative to the condition of the material upon arrival at its intended designation o If material is damaged and/or lost in shipment, provide cross reference shipment information

Costs incurred for each shipment (For the purpose of tracking shipments executed under this contract, the

GA PO shall be provided copies of shipping documentation for spares, new procurements and contractual line item deliveries. (DI-MGMT-80368A/T)).

9. Training Requirements

A. The contractor shall provide and conduct Operator Training courses covering all kits at Kirtland AFB, NM.

Planned course duration shall not exceed 110 hours. This course shall provide students with certification equal or greater than the Operations level in Rope Rescue, Confined Space Rescue, and Structural Collapse Rescue IAW

NFPA 1006. Courses shall not have more than 15 students; courses containing more than 15 students shall be priced as two courses to be taught concurrently.

B. The contractor shall provide and conduct Operator Refresher Training courses for TR Kits to each individual

GA unit. The Operator Refresher Training Course shall consist of a tailored subset of the Operator Training course as requested by the GA Program Management Office. Planned course duration shall not exceed 50 hours. Courses shall not have more than 15 students; courses containing more than 15 students shall be priced as two courses to be taught concurrently.

C. The contractor shall provide and conduct Just-in-Time (JIT) Training. This training shall provide operators with the function and operator-level maintenance of specifically requested equipment in the TR Kits in support of deployments or other anticipated requests for forces. The JIT training can be conducted at any GA unit location.

Planned course duration shall not exceed 8 hours. Courses shall not have more than 15 students; courses containing more than 15 students shall be priced as two courses to be taught concurrently.

D. The contractor shall provide and conduct Self-contained Hybrid Integrated Evolution Life-support Device

(SHIELD) Training courses for maintenance personnel. The SHIELD training can be conducted at any GA Unit location. Planned course duration shall not exceed 8 hours. Courses shall not have more than 10 students; courses containing more than 10 students shall be priced as two courses to be taught concurrently.

E. Minimum instructor qualifications:

1. Minimum 3 years experience in military tactical rescue

2. Minimum 1 year experience teaching hand-on courses for one or more of the following disciplines: Confined space, structural collapse, light vehicle extrication, or heavy vehicle extrication

3. First responder or higher certification (or military equivalent)

F. For all courses (except the SHIELD training), the contractor shall provide operationally based training scenarios

(the Government will assist with scenario development by providing new TTP’s (tactics, techniques and procedures) being developed on the battlefield.). Training must be mobile and deployable to any of the GA unit locations (except

Operator Training). The contractor shall provide a syllabus and on-site training materials in both hard copy and digital format. (DI-MISC-81459A/T, DI-ILSS-80872/T).

10. Annual Maintenance Service Visit (AMSV)

A. Overview: The contractor shall conduct AMSVs as part of the GA TR Program for all CONUS and OCONUS units, this will be priced on a per AMSV basis. The AMSV pricing shall include shipping of replacement and repair items. The AMSV has three major components: 1) AMSV 2) Remove and 3) Repair). The contractor shall perform

AMSVs along with recordkeeping, tracking and reporting in order to keep these kits “mission-ready” at all times.

Personnel performing AMSVs shall be sufficiently certified to perform maintenance on each SME item. (Sufficiently certified personnel shall meet the minimum required training, as determined by the Original Equipment

Manufacturer (OEM), so that repairs can be made with no effect on the warranty of the equipment.) Personnel shall maintain proof of certification on-site during all AMSVs, and shall provide proof of certification upon request. Items shall be maintained in accordance with manufacturers’ recommendations and Air Force Technical Order AFTO 00-

25-245 when applicable. (CLIN 0012)

1. AMSV: The contractor shall conduct an AMSV for each of the designated GA units, at their home station, on an annual basis in order to perform inventory, inspection, and maintenance on the TR equipment items. All GA TR equipment items shall be inspected during each AMSV. (CLIN 0012)

a. AMSVs shall be scheduled to best meet each individual GA unit’s needs. The contractor personnel shall work directly with GA unit designated Points of Contact (POCs) to schedule and perform each AMSV. Every effort shall be made to conduct AMSVs either before or after deployments or other operational requirements.

b. If more visits are required in a given year, the contractor shall submit a proposal to GA PO. This proposal shall include all costs associated with the visit, including labor, travel, consumable parts/items, and any other costs attributed to their corresponding CLIN.

c. The contractor shall coordinate with unit personnel to perform equipment service for units co-located at one installation.

d. Should real-world operational needs require an AMSV to be rescheduled; the contractor shall work directly with the GA unit to ensure that a timely AMSV is conducted at a more appropriate date. The contractor shall keep the GA Program Manager informed of the AMSV schedule at all times. (DI-MGMT-80368A/T)

e. In order to provide the most complete picture of the status of each GA unit’s kits, all GA TR equipment items shall be inventoried during the AMSV and annual inventory data shall be maintained for all GA units. Inventory data shall include the following, as applicable, for each item: item description, serial number, quantity expected, quantity on hand, warranty, expected service life, and inspection interval. An AMSV Service History Report shall be provided following each AMSV. For the SME items, the report shall track the lifecycle of each component in greater detail by recording the initial status (for unserviceable or repaired items only), previous repair history, inspection/ maintenance comments, end status (operational or justification for unavailability), repair or replace recommendation, and comments resulting from each GA unit

AMSV as applicable. Unless otherwise noted on the AMSV Service History Report, the initial status of all items shall be assumed to be “serviceable”. The AMSV Report shall be provided to the GA PO no later than 14 calendar days after the conclusion of the AMSV. (DI-MISC-

2. Replacement: Equipment items not specifically identified as SME, only require a functional check to be performed in conjunction with each use. These items cannot be repaired, and no special tools are required to perform inspection or maintenance. These items shall be considered replacement items. The inspection of these items shall consist of a function check and inventory annotation. Any unserviceable items shall be annotated on an AMSV Service History Report for recommended replacement. Replacement equipment that is not included as part of the ICS service and replacement items shall be purchased by the government through the TR Replacement Parts List. (CLIN 0006)

a. SME items (see Table 1. in para.10.d.5) may reach a point in their lifecycle when it is no longer cost effective to repair them. The contractor shall annotate such issues on the Service History Report and recommend the items for replacement on a Post-AMSV Replacement Parts Proposal within 14 calendar days of the completion of the AMSV. In order to provide justification for replacement, the contractor shall include the repair costs as part of the proposal. (DI-MISC- 80508B/T)

3. Repair: If the contractor determines the SME items (see Table 1) may be repaired, then the contractor shall properly package the equipment and ship the equipment to the contractor’s facility or OEM. The contractor shall include all inbound and outbound shpping charges for SME items. The contractor shall provide tracking information for all shipments to the GA unit and the GA PO. The contractor shall send the GA unit and GA PO an itemized list of the damages, cost to repair and time-to-repair estimate. Any changes to the submitted estimate will need to be coordinated through the affected GA unit and the GA

a. Once the contractor receives the equipment, the contractor shall diagnose the problem(s) and determine what repairs are required. The contractor shall submit an itemized repair proposal to the GA PO to include necessary repair parts, or a recommendation for replacement, and shipping back to the unit. If approved, the contractor shall complete the repair or replacement, and ship the equipment back to the GA unit. In the rare case that a site visit would be more cost effective, the contractor shall provide that recommendation in the proposal. For such repair visits, the proposal shall include all estimated travel costs associated with the visit as well as the repair parts themselves, listed by appropriate Contract Line Item

Number (CLIN).

b. For the SME items contractor maintenance shall be performed. This task shall include inspection, service, and maintenance of equipment items. Items found to be unserviceable or in need of repair shall be annotated on the AMSV Service History Report. With Government approval, the contractor shall utilize each GA unit’s previously purchased AMSV Repair
