MEMORANDUM FOR: PROSPECTIVE OFFERORS

SUBJECT: Request for Proposals (RFP) FA8629-17-R-5003 for producing and delivering Guardian Angel (GA)
Tech Recovery (TR) Kits and develop training for operation of kits.
1. Enclosed is the subject RFP for GA TR program.
2. Background: This is the third implementation of the Technical Recovery Contract for the acquisition of mission specific kits, training, and Interim Contract Support (ICS). The Technical Recovery Program covers 14 units at 11 geographical locations both in the Continental United States (CONUS) and Outside of the Continental United States (OCONUS). The following four kits were needed to meet the requirements for Tech Recovery on the previous effort:
a. Confined Space
b. Structural Collapse
c. Heavy Rapid Extrication Deployment System (REDS)
d. Light (REDS)
3. Please note, a new GA Tech Recovery FBO page has been established under solicitation number
“FA8629-17-R-5003” and that all future updates will be accessible under this solicitation number. The previous FBO page under solicitation “FA8629-16-R-1987” is accessible in the FBO archives and can be reviewed if needed. In addition, the solicitation DD 254 included at attachment 2 will be updated to change the contract number prior to award.
4. This RFP is solicited under the auspices of Full-and-Open Competition. The applicable NAICS Code for this effort is 333999.
5. The Government will make award utilizing Lowest Price Technically Acceptable (LPTA) approach. This approach allows award to the Offeror whose proposal is the most advantageous to the Government when considering Price and Evaluation Factors. Evaluation Factors include Technical, Past Performance, and
Price. For more information regarding proposal submission or the source selection evaluation factors, see the INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS (Section L) and the
EVALUATION FATPRS FOR AWARD (Section M) of this solicitation. The resulting award will be an
Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed-Price CLINs. The proposed contract ordering ceiling period is five years with a ceiling of $57M and will be added to block 20 if the
SF33.

6. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
7. This RFP specifies the Solicitation Provisions and contract Clauses that are expected to be included in the award document. Please note, the Model Contract will be updated prior to award in the event of clause obsolescence or negotiation of special provisions.
8. Competitive Range:
(a) Pursuant to FAR 15.306, the Contracting Officer’s determination of competitive range of proposals submitted as a result of this solicitation will consider such criteria as technical evaluation/ranking of the proposal, initial cost/price proposed, and other items set forth in Section M of this solicitation. See section M paragraph entitled “Evaluation Criteria” for a definitive listing of these criteria and their relative importance.
(b) Offerors are hereby advised that only proposals determined to have reasonable chance for award of a contract will be included in the competitive range. While every effort will be made to maintain strong competition, the Contracting Officer will also look to eliminate time consuming and unnecessary discussions with those offerors whose proposals have no reasonable chance for award. This procedure is considered beneficial to both the Air Force and the offerors involved, in addition to saving further expenditure of resources, acquisition lead time should be reduced.
(c) Accordingly, offerors should submit initial proposals on their most favorable terms, from both a technical and cost/price standpoint. Again, it should be noted that proposals will not be included in the competitive range solely on the basis of technical capability, nor will they be included due to cost/price considerations.
(d) Offerors whose proposals are not included in the competitive range will be notified as soon as practicable. Additional information relative to such proposals will be provided through debriefing of unsuccessful offerors.
9. Proposal submission is due 25 September 2017 and must be made in strict accordance with the
INSTRUCTIONS/CONDITIONS, AND NOTICES TO OFFERORS (Section L).
