Draft PWS Questions
Maintenance and Aircrew Training at Kirtland/Davis- Monthan/Andrews/Moody (KDAM) in support of the Aircrew Training and
Rehearsal Support (ATARS) Program (KDAM ATARS)
1. PWS paragraph 1 d) states “The Contractor shall provide technicians with aircraft maintenance experience in an Aerospace Repair shop environment and Airframe & Powerplant license as necessary to accomplish requirements of this contract.” Can the Government please identify the support requirements to be performed by these technicians?
If technicians with aircraft maintenance experience and licenses are required to meet the requirements of this contract, due to the high-fidelity, high complexity of the simulators, the Contractor is responsible for providing technicians with the correct experience/credentials.
2. PWS paragraph 1 g) states “The Contractor shall coordinate, collaborate, and co-operate with other contractors providing ATARS services to accomplish requirements of this contract. For example, if the KDAM ATARS Contractor is responsible for Aircrew Instruction and a different ATARS Contractor is responsible for CLS on the same asset, the Contractors shall coordinate to ensure devices are set up for training events and Aircrew Instruction is scheduled in coordination with the other ATARS Contractor and during Scheduled Training Time.” Can the Government please clarify the relationship of contracts and contractors anticipated to perform services in support of the total ATARS program?
Contracts that are required to interact with KDAM ATARS for CLS and TSSC are identified in the PWS. The KDAM ATARS Contractor shall collaborate and co-operate with the other Contractors on those devices to schedule training and maintenance times.
3. PWS paragraph 1.2 states “The Contractor shall incur all costs associated with Contractor travel (transportation tickets, per diem, rental car, hotel, etc.) required to accomplish requirements of this contract.” Is this for non-Government directed travel? Does the Government provide funding for Government directed meetings and exercise travel?
The Government has no expectation for the Contractor to travel beyond what is required in the PWS.
4. PWS paragraph 1.3, Commercial Training. Can the Government please identify the commercially available training to be provided?
The Government will provide a list of required commercial training in Section J, Attachment 5 - Pricing Matrix, of the contract.
5. PWS paragraph 1.5 states “The Contractor shall maintain an interface with Aircraft Platform Program Management Offices (PMO) as related to this contract.” Can the Government please identify all the Aircraft Platform Program Management Offices?
The Contractor shall maintain an interface with all Aircraft Platform Program Management Offices (PMO) as related to this contract within Section J, Attachment 7 - Asset List.
6. PWS paragraph 1.6 states “The Contractor shall not include profit, cost of money, or proposal preparation costs within TI proposals; these costs shall be considered a cost of doing business and will not be reimbursed.” Will the Government provide examples and historical numbers of TI proposals generated? Is this effort provided by the TSSC?
This is a new approach for KDAM ATARS, therefore no historical data can be provided. The Government does not dictate who completes the effort.
7. PWS paragraph 1.7 states “The Contractor shall provide budgetary estimates as requested by the Government PMO.” Customarily, how often are these requested?
The Government will require budgetary estimates on an as-needed basis, which occurs frequently.
8. PWS paragraph 1.8 states “The Contractor shall provide an annual Re-competition Support Package (RSP). Should this be an annual RSP report?
The Contractor shall provide a RSP. The Contractor shall provide an annual report of what is in the RSP in accordance with the associated CDRL.
9. PWS paragraph 1.11. What is the expected Ramp-Up Transition period?
Timing of the contract award will dictate the duration of the Ramp-Up Transition period (90, 60, or 30 days).
10. PWS paragraph 1.16.1 states “The contractor shall provide access to supporting reports and documentation that augment the joint Government/Contractor system management capability.” Does “provide access” imply access to summary reports and addition details being provided by the contractor when requested or is the Government requiring access to the contractor’s internal accounting systems?
“Provide access” implies access to summary reports and additional details being provided to the Government by the Contractor when requested.
11. PWS paragraph 1.16.3, LCC Estimate. Would the Government please define “data and insight into the costs of the contract?”
PWS paragraph 1.16.3 refers to breakouts, at the summary level, of CLIN costs.
12. PWS paragraph 1.24.1 PAM. Would the Government please identify the requirements (i.e. number of attendees) of and the location of the PAM for pricing purposes?
For planning purposes, expect Government attendance of approximately 40 people. The location of the PAM will be Albuquerque, NM.
13. PWS paragraph 2 c) states the devices at JB Andrews are “On-Call” CLS. There is no Asset Availability Calculator in PWS paragraph 2.2 f). Would the Government explain the Availability formula for the assets at JB Andrews?
Paragraph 2 c) has been deleted. The CLS requirement for Joint Base Andrews has changed from “on-call” to the standard CLS being provided at all other KDAM ATARS locations.
14. PWS paragraph 2.2 f) shows the Asset Availability Calculator for only Kirtland devices. Will the Government provide similar (weight factors) for devices at the other sites?
The Asset Availability calculation in the PWS is an example for the calculation using hypothetical numbers. Actual weight factors will be provided in Section J, Attachment 7 - Asset List, for all assets.
15. PWS paragraph PWS paragraph 2.2 f) states “If the Site Availability were 90% or higher, there would be no payment decrement to the Site CLS CLIN.” Is 90% the minimum availability factor without payment decrement?
The Acceptable Quality Level (AQL) for Site Availability is will be listed in PWS Section 13, Service Summary.
16. PWS paragraph 2.6 a) states the “Contractor shall be responsible for incurred costs of PMEL …” but PWS paragraph 2.6 c) indicates that AFMETCAL will provide PMEL. Is this an inconsistency?
There is NO inconsistency. The Contractor is responsible for all costs incurred. PWS paragraph 2.6
c) states, “When an item of TMDE cannot be supported by the PMEL, the Contractor shall provide PMEL with technical data necessary to complete an AFTO 45, Request for Calibration Responsibility Determination, which PMEL will forward to AFMETCAL. AFMETCAL will determine if Air Force calibration is NOT possible and authorize calibration by an AFMETCAL-approved commercial laboratory performing measurements traceable to the National Institute of Standards and Technology (NIST).” This means, if there is an item that cannot be supported by the PMEL, the Contractor will provide the PMEL with technical data to complete an AFTO 45. The PMEL will forward to AFMETCAL who will determine if the AF has the capability to calibrate the item. If the AF does not have the capability, AFMETCAL will authorize calibration by an AFMETCAL-approved commercial laboratory.
17. PWS paragraph 3 a) states “The scope of the TSSC includes…subcontracting…”. Can the Government please clarify the subcontracting support required at the TSSC?
The Contractor is required to provide all subcontracting required for the Contractor to accomplish the requirements of the contract.
18. PWS paragraph 3 a) i states the TSSC for CV-22 and HC/MC-130J is provided on another contract.
3 a) ii states “The Contractor shall install, integrate, and test Software Change Order (SCO) Builds.”
Does the contractor provide the installation, integration and test for CV-22 and HC/MC-130J?
Additionally, are the requirements in 3 a) iv for all devices except CV-22, HC/MC-130J and
VTRAT?
TSSC requirements do not apply to CV-22, HC/MC-130J and VTRAT devices. However, the Contractor shall coordinate, collaborate, and co-operate with other Contractors as required to accomplish all requirements of this contract. The Contractor shall support all working groups conducted by the HC/MC-130J TSSC Contractor (Table 1: Working Groups/Boards/Meetings).
Also, even though this contract does not perform TSSC on VTRAT devices, the Contractor shall install two (2) software baseline releases per year, approximately one every six (6) months for VTRAT devices and one (1) release annually for the Loadmaster Aerial Refueling Simulator (LARS).
The Contractor shall also install up to two (2) software FLASH releases per year provided by the Government as GFP. The software baseline and software FLASH releases for VTRAT and LARS will be provided by the Government as GFP.
19. PWS paragraph 4.1, Learning Centers states “The Contractor shall provide and maintain a LC at Kirtland AFB…” Is the LC in a Government facility with Government provided computers? Is there a requirement for personnel staffing at the center during the day? Are there any classified requirements associated with the Learning Center?
The Learning Center is located in a Government facility with Government-provided computers.
There is not a requirement for staffing at the Learning Center during the day. There are no classified requirements associated with the Learning Center.
20. PWS paragraph 4.1 states “The Contractor shall provide and maintain an area for student CBT refresher training and self-study at Davis-Monthan AFB and Moody AFB.” Are these CBT centers in a Government facility with Government provided computers?
The CBT centers are in Government facilities with Government-provided computers.
21. PWS paragraph 4.3 states “If a device does not meet the MESL for a scheduled training event, the scheduled training event shall be recorded as Device Downtime, and the alternate event will not be recorded as Scheduled Training Time or Device Uptime (see examples in the Availability Section).”
This provides no incentive for the Contractor to provide an alternate event since the Downtime is punitive and the alternative event is not recorded. Recommend the alternative event be treated just like an unscheduled usage, the contractor would get credit for both the hours used and the successful completion of the event. The contractor would still get deducted for the primary event lost and with the weighting factor, this could count as much as 5 times the actual downtime.
No credit will be given for alternate events. The Contractor is incentivized to either repair the device as soon as possible to minimize downtime, or to complete alternate events in order to maintain on-time graduation and student throughput.
22. PWS paragraph 4.4 Is there any documentation on the Live Fire Trainer?
Government is researching. If available, documentation will be provided.
23. PWS paragraph 4.6 b) indicates the Government will provide the TMS. Will the Government please define what TMS they plan to use? This will impact training costs, etc.
The Government-provided TMS is Graduate Training Integration Management System (GTIMS).
24. PWS paragraph 4.6.1 will the Government provide training schedules for the last 24 months.
The Government will provide the throughput history for the past 4 years.
25. PWS paragraph 4.6.3 requires the contractor to provide hardcopies of aircrew checklists. Will the Government produce the checklists or is this a contractor requirement? If this is a contractor requirement, will the Government provide access to printing facilities?
The Government is validating the requirement. Final requirement will be part of RFP.
26. PWS paragraph 4.7 b) indicates the contractor is responsible for surges. How much time does the Government require for surge capability?
Time required for surge capability varies with requirements and real-world situations.
27. PWS paragraph 4.7d states “The Contractor shall provide Scenario Development...” Will the Government please define how many scenarios per device per year?
The Contractor shall provide Scenario Development for up to 15 new training scenarios per year and corresponding initial conditions for simulator and grade sheet documentation.
28. PWS paragraph 4.7.1 states, “The Contractor shall provide “Stick Shakers”...” Will the Government please define how many hours per device per year is required for this role?
The Government will provide historical information. The Contactor must determine risk level and price accordingly.
29. PWS 4.7.4.1 states requirements for instructors. Do the instructor requirements apply to all instructors (in-flight, simulator, academic?). Will the Government consider an instructor qualified if they have been providing instruction on this contract within the previous two years (i.e. are incumbent instructors qualified who have not flown within the previous four years)?
Instructors not meeting requirements may be granted a waiver. The four-year requirement has been changed to eight years.
30. PWS paragraph 4.7.6 Table 5. Will the Government provide historical information on the events listed to permit scoping of personnel (i.e. how many OPFOR partisans, aggressors, etc. were used simultaneously)?
The Government is researching and will provide historical information if available.
31. PWS paragraph 5 requires the Contractor to ensure the currency of all courseware. Will the Government provide the expected new courseware, revised courseware, and reviewed courseware required each year to assist in manning analysis? Will the Government define the level of CBTs (Level 1, 2, 3 or 4)? Will the Government define how much courseware is instructor led CBTs, etc.?
New courseware will be an ECP. The Government will provide 4 years of history and the syllabi for each unclassified course.
32. PWS paragraph 5 a) states The Contractor shall manage, develop, distribute, publish, update, maintain, make corrections to and update courseware (format, grammar, spelling, etc.) based on TOs, Air Force or Command guidance, or Syllabus changes and ensure the currency of all courseware (this does not apply to courseware changes associated with concurrency modifications made on other contracts)…” Can the Government please identify the courseware changes which will be handled on other contracts?
Courseware changes associated with concurrency modifications of CV-22 and HC/MC-130J will be handled on other contracts.
33. PWS paragraph 5.2 requires the Contractor to “utilize the Government approved KeneXa LMS.”
Will the Government provide the LMS and all associated costs?
The Government will provide the LMS. The Contractor is responsible for license renewal.
34. PWS paragraph 5.2.1 LCMS. Are there any software license fees for the LCMS or any other training system software that must be paid annually?
There are license fees for the LCMS. The Contractor should contact KeneXa for information.
35. PWS paragraph 5.5 requires Distributed Learning, both classified and unclassified. Will the Government provide all software and hardware for both classified and unclassified requirements.
No.
36. PWS paragraph 6.1.1 d). Please clarify if the ISSM and PM referenced in this paragraph are the Contractor’s ISSM and PM or the Government’s ISSM and PM.
Unauthorized additions, modifications, or deletions to KDAM ATARS devices/systems shall be immediately reported to the Contractor Information Systems Security Manager (ISSM), Contractor Program Manager, and PMO.
37. PWS paragraph 7.2 h). Can the Government please identify the database file formats and IG types to be supported?
The contractor is expected to be proficient in supporting all database formats and IG types employed by both Government databases and industry-standard sources.
38. PWS paragraph 7.2.1, Models. Will the Government provide historical metrics to allow contractors to scope this effort?
The Government will provide Database Design requirements as an attachment to the contract.
Models will be purchased IAW the pricing matrix.
39. PWS paragraph 8.4.1. Are the T1 and DS3 lines referenced provided at Government expense?
The T1 and DS3 lines will be provided at the Contractor’s expense.
40. PWS paragraph 9.2 b). Can the Government please provide a listing of this equipment?
The Government will provide a list of non-Real Property Installed Equipment the Contractor is responsible for maintaining.
41. PWS paragraph 13. Should this paragraph heading be deleted?
No, the Service Summary information will be added.
42. IF a Foreign Ownership, Control or Influence (FOCI) subcontractor is used, will we still be eligible for award?
Only US owned companies without any FOCI are eligible for award. If a Prime subcontracts to a FOCI subcontractor then access must be limited to Public Domain information unless the contractor has obtained the proper Export License or Technical Assistance Agreement through the Department of State. Recommend contacting the Department of State or DSS on the rules and guidelines for dealing with FOCI subcontractors.
