| Is it the Government’s determination that this is a Small Business Set-Aside procurement? If so, is it the Government’s intention to limit the Small Business size to 25M or less as it was stated in the Request for Additional Information? | The Government has determined that is acquisition will be a full and open competition. The small business size standard for the 541511 NAICS code $25M or less as stated in the US Small Business Administration Table of Small Business Size Standards. | ||
| When will the F-15 TDAS data library be open / available? | We are currently gathering all the necessary data and intend on having it available in conjunction with the Draft RFP. | ||
| Are there Interface Control Documents (ICD) available for all the T2 simulation modules? If so, will these ICDs be available to the F-15 TDAS contactor? | No. We do not have an ICD with the T2 Program. The T2 source code can be used as the baseline for the IAT, TFE-21, and TFE-24. Some of that baseline is restricted in nature (See RFI Restricted Data Rights list) and those modules will either have to be developed by offeror or an ACA with the incumbent will need to be established. | ||
| On the list of Restricted Computer Software or Technical Data Passed from the T2 Program, some items are listed as Executable Only. Could you please clarify what will be available for the other items? | We are still determining the data that will be passed from the T2 program. This information will be posted as soon as it is available. | ||
| Are the items identified as being provided via T2 Program available for review now or during the bid process? Is the access process to the T2 Program available? | Access to the source code baseline to the T2 releases is still being determined. This information will be posted as soon as it is available. | ||
| Are you able to identify the contractors that we would have to enter into “Associated Contractor Agreements” with? These would be the contractors who own the F-15 TDAS Restricted Computer Software or Technical Data Rights. | Boeing TSGC and Lockheed Martin | ||
| With regard to data rights, is the restricted computer software or technical data passed from the T2 Program available for use to support the contract? | Undetermined at this time. The runtime executable is available with each update the T2 program releases. Access to the source code baseline to the T2 releases is still being determined. This information will be posted as soon as it is available. | ||
| Will the program office consider splitting the various performance deliverables among more than one company? | The program office intends to award a single contract to one prime contractor. | ||
| Will this be a Firm Fixed Price effort? | We are anticipating a primarily FFP effort with Cost Reimbursable CLINS for Travel and Spares. | ||
| Will there be an industry day at the current TSSC location in order for potential bidders to assess TSSC space and storage requirements for relocation support package equipment, spares, and material? If NO, will the Government provide the TSSC details to potential bidders necessary to provide a reasonable price estimate for assuming TSSC responsibilities from the incumbent? | An industry day at the TSSC is not planned at this time because the TSSC is currently located at the incumbent's facility. The Government will be providing an estimate of TSSC space currently used by the incumbent for its' system integration labs, office space, and storage. | ||
| Will the Government provide potential bidders previous TSSC office space consumable costs? | No. | ||
| How does the Government intend to compare TSSC pricing bids to the incumbent's bid should the incumbent be bidding or be included in a bid as a subcontractor to a prime contractor since the incumbent would not incur any additional costs in relocating the TSSC from the incumbent's TSSC facility? | The Government will not be treating any of the bidder's differently. | ||
| Paragraph 6.3.2 of the PWS states the contractor is responsible for collecting data for a modification and that non-availability of data provides no relief. What expectation does the Government have regarding the contractor obtaining the data if the data is not available for collection? Since this presents an unknown risk factor for the contractor, will the Government provide additional information regarding expected amount of data that would not be available in order for bidders reasonably factoring this risk into proposed pricing when responding to the RFP? | |||
| Regarding Paragraph 7.0 Additional Trainer Procurement of the PWS: it is presumed that the Government will provide the complete set of documents for building and testing an IAT device prior to or in conjunction with RFP issuance in order for bidders to adequately estimatie the price for building and testing an IAT device when responding to the RFP. Is this presumption correct? | The Government will provide a complete set of drawings and the user's manual for the Integrated Aircrew Trainer. These items will be included in the Bidder's Library which is expected to be release with the Draft RFP. | ||
| Concurrency updates are to be accomplished using the F-15E Rapid Prototype System (RPS) software. This software is not listed in the restricted data rights section. Will the contractor have unlimited access to software code? | Parts of the RPS are restricted, and some have unlimited rights. A complete list of all software rights that the TDAS program would be working with will be provided with RFP. | ||
| PWS states, "the required repair times shall not exceed 96 hours OCONUS, 72 hours CONUS and 48 hours from the time the COR authorizes the contractor to travel for maintenance support/repair." While in the Services Summary, SS-07 it implies that the Sheppard AFB is special with a maximum 48 hour repsonse time. Please Clarify. | PWS should state the same as Services Summary - "96 hours OCONUS, 72 CONUS, and 48 hours Sheppard AFB." A training school house is located at Sheppard AFB and due to amount of trainer usage, repair time must be quicker than other CONUS locations. | ||
| In the transition section of the PWS it seems to imply that the Government may be planning to move equipment or facilities by stating at the end of the paragraph that the CO will tell the contractor WHERE to delivery items. Is this the intention? | The contractor will be responsible for relocating the TSSC which is currently located at the incumbent contractor's facility. It is the contractor's repsonibility to propose location of TSSC facility since there is no Government facility available. We anticipate all GFP at current TSSC will be transfered to new the TSSC location determined by contractor. In the event that GFP is to be transferred to Government facility, the CO will specify point of delivery. | 10.2.1 Facility and Material Transition | |

| Can you provide any additional information and/or organization affiliation for the "T2 program office?" | The software baseline used for the concurrency updates are provided to the F-15 TDAS program from the T2 program located at Ogden ALC. This software is right to run and most of the source code is unlimited access. The F-15 TDAS software baseline is the T2 simulation modules that are used to run on the T2 devices. The T2 simulation modules are based on Operational Flight Program (OFP) code that is provided from the F-15 platform program office to the T2 program office. |
