F-15 TDAS Program
F-15E Integrated Aircrew Trainer (IAT)
F-15E Seat and Canopy trainers (TFE-25)

Contractor Logistics Support (CLS), Operation of Training System Support Center (TSSC), Change Management, and Procurement/Conversion service contract to support the following:
6 Aircrew Training Devices (ATD) The F-15 ATDs provide initial avionics training and development of proper aircrew coordination in comprehensive flight, mission, and tactics environments Government owned 1 USAF Location 25 Maintenance Training Devices (MTD) The F-15 MTDs are Trainer Field Equipment (TFE) which provide students with the ability to become proficient in the maintenance of the aircraft Government owned 6 USAF/PACAF/USAFE locations

Government owned, Contractor operated at contractor facility CLS includes Concurrency and Obsolescence On-Call & On-Site Technical/Maintenance Support TSSC Operations Procurement/Conversion includes Procurement of two additional ATDs (Build to print) Conversion of TFE-2 and TFE-6 devices from C-model to E-model
F-15 TDAS Program Requirements Overview
On-site and On-Call CLS Requirements Contractor shall maintain each ATD at 95% availability calculated on monthly basis Contractor shall meet repair time thresholds for MTD repair 48 hours at Sheppard AFB, 72 hours CONUS, 96 hours OCONUS
PWS - Section 3.0 TSSC Operations The contractor shall provide integrated management of the F-15 TDAS operations to meet contract requirements Operations include activities at each training site and the TSSC The contractor shall establish, provide, and operate a facility for the government owned F-15 TSSC Unclassified Website Access to Program Data Small Business Plan Subcontracting Requirement of 20% Program Security The contractor shall have a facility that is capable of meeting requirements and of attaining a higher classification for personnel by Jan 2015 at no capital investment to the government
PWS – 4.0 TSSC Engineering The contractor shall staff the F-15 TDAS TSSC to provide engineering services supporting the training systems covered under this contract.
Studies and analyses, design, development, modifications, configuration control, resolving Diminishing Manufacturing Sources (DMS) and obsolescence issues, and technical data management Engineering Capability To provide routine and/or urgent engineering taskings Pre-Priced FFP CLIN in monthly increments
666.6 estimated engineering hours per month Can carry over if additional capability ordered on same CLIN in consecutive months (Total of 8,000 estimated engineering hours per year) Government will identify the tasks and request that the contractor propose the estimated number of engineering hours and materials (if applicable) required per task Once the Government approves the task, the estimated engineering hours will be used to determine the amount of engineering capability used. (Similar to FFP efforts)
PWS - 5.0 Maintenance The contractor shall provide logistics support to manage, maintain and support the F-15 Training System. The support shall be in the form of either on-call or on-site.
On-Site CLS on ATDs at Seymour Johnson Support the daily training schedule for the IATs Monday through Friday, 0700-1900 EST/EDT 95% Availability Rate on each device calculated monthly Assist students and instructors in set-up, daily operational readiness testing, initialization, scenario generation, etc.
On- Call CLS on MTDs COR will determine the MTD maintenance request to be Urgent, Routine, or Delayed Urgent – Repair time shall not exceed 96 hours OCONUS, 72 hours CONUS, and 48 hours at Sheppard Routine – Response time shall not exceed 5 working days Delayed – Can wait until next service call or maintenance activity
The contractor shall institute a change management process that identifies and implements modifications into the F-15 TDAS Training System Change Requests (TSCRs) Document potential changes and improvements to the training system Initial Major Modifications The contractor shall staff the TSSC with additional personnel beyond those required for core activities to provide engineering services supporting the following:

PWS – 6.0 Concurrency Upgrades, Modifications and Conversions To be included in an Engineering Change Proposal A Work Breakdown Structure (WBS) for the planned work An Integrated Master Schedule (IMS) A staffing plan for the duration of the work A risk analysis and mitigation plan The subcontractor requirements A procurement plan for any required acquisitions A disposition plan for any waste or removed parts Any impacts to training devices and/or associated support equipment and software, including expected additions and deletions to the RSP, and identification of any Mean Time Between Failure (MTBF) changes Cost element breakdown Technical approach description A software development plan Test/verification approach description A site training plan for government personnel at time of delivery
PWS – 7.0 Additional Trainer Procurement Build , test, and field two additional IAT devices at Seymour-Johnson AFB Build-to-Print based upon existing technical manuals and engineering drawings
PWS – 10.0 Transition Transition at Beginning of Contract Following contract award the incumbent contractor retains responsibility for the F-15 Training System devices for a period of up to 60-calendar days Transition Implementation Plan Facility and Material Transition Inventory, pack, ship, unload, and install all property at a new TSSC location Transition at End of Contract Transition Plan for a 90-calendar day transition to the new follow-on contractor at the conclusion of the final TSSC under Period of Performance

OPR for content: ASC/PK In compliance with Dr. Carter's memoranda, the team should consider use of an FPIF contract but should only opt to use an FPIF contract if the acquisition situation warrants use of this contract type. Dr Carter’s November 3, 2010 Policy on “Better Buying Power” provides the following guidance: “Increase the use of Fixed-Price Incentive Firm Target (FPIF) contract type where appropriate using a 50/50 share line and 120 percent ceiling as a point of departure…particularly for efforts moving from development to production…A justification for the contract type is needed for each contract over $100 million for ACAT ID programs. Describe the geometry of the contract type, e.g. target cost, target fee, min/max fees, share ratios, ceiling prices as applicable for the contract . See FAR Part 16 for additional guidance.
Have you considered breakout of subsystems?
If you are planning on an Advance Procurement or a UCA--may required SAF/AQC approval As appropriate address Shutdown costs (“tail-up” costs). How will program disposition property and close down the production line? Should also be considered as part of the Life Cycle Cost estimate.
Will you need Buy America and Berry Amendment waivers?
Additional issues to address as it applies to your program—Contract Financing, Progress Payments, Commercial financing, audit impacts (rates and schedules (include number of subcontract audits needed), long lead, and any special terms and conditions for DMS, DCS and shutdown costs.
Address Termination Liability, as appropriate.
Effective November 15, 2010, you will include the incentive strategy behind the profit policy, including consideration of breakout alternatives where appropriate, in all acquisition strategies for all ACAT ID programs. Adjust progress payments to incentivize performance and also flow-down provisions to subcontractors. OSD DPAP is working a cash flow model and also to provide guidance on the preferred hierarchy of innovative financing methods described in the model.
The right incentives can reduce challenges by focusing the contractor toward those areas you identify as critical.

Additional Notes No aircraft components (GFAE equipment) on IATs Smaller modifications that are occurring on the current contract will be included in RFP package as appropriate at final RFP release (ex: Instructor Headset and Electronic Problem Log) Uninterrupted Power Supply will be included on Re-compete Support Package Software upgrade required from 20kva to 30kva at same time IAT #7 task order is issued The cost of UPS maintenance should be included in CLIN X003 Clarification on Big TAC License Agreement Annually maintenance agreements priced in contract IAT #7 and #8 will require their own license Only the IAT’s are networked together Suite 7 on the IATs; Suite 7 will be complete on the MTDs in Jun 2012 Additional drawings will be posted to FBO The DSD which is part of the TSSC maintains at least the same baseline configuration as the IAT fielded units Two (2) training databases used are SJAFB and Nellis AFB
