Pre-Solicitation Conference and Site Visit:
We will be conducting a Pre-Solicitation Conference at the F-15 Integrated Aircrew Training (IAT) Site at Seymour Johnson AFB, North Carolina on 13 and 14 February 2012.
The Conference will consist of:
· Tour of the F-15 IAT facility
· Tour of the F-15 Maintenance Training Device (MTD) facility
· A briefing for all attendees
· One-on-one meetings with potential offerors – scheduled in advance
Registration:
The time period to sign up to attend the Site Visit has lapsed. In addition to notifying the Government the names of individuals attending, all potential offerors seeking to attend the conference and view the IATs and MTDs must submit a visit request online in the Joint Personnel Adjudication System (JPAS). The Security Management Office (SMO) code for this visit is “SM1CFPL36.”

All potential offerors must arrive at the Visitor’s Center (Marked 71 on the map) at 0800 on Monday, 13 February in order to gain access to SJAFB. Please arrive promptly at 0800. All vendor representatives must have a valid photo ID. All individuals driving POVs must have a valid driver’s license, current registration for the vehicle, and a current (separate from vehicle registration) proof of insurance document from the insurance company. For individuals driving rental cars, valid driver’s license and Rental Agreement will be required. Security will make no exceptions. Vendors will receive a base pass that allows access for both days. Day 1 will begin with an Introductory Briefing by the Government Team in Classroom #1 located in Building 4517. Parking is available at Building 4400. We will then conduct tours of the Maintenance Training Device (MTD) and Integrated Aircrew Training (IAT) facilities with an explanation of how the systems work. Contractor representatives will be required to remain with the group under the guidance of Government personnel at all times. Pre-scheduled one-on-one discussions with potential offerors will take place on Monday afternoon and Tuesday morning and will be limited to 45 minutes in length. These will take place in Classroom #3 in Building 4517. One-on-one discussions are intended for the purposes of clarification of the Government’s requirements that may disclose proprietary approaches or methods that are not available for disclosure in an open forum. Assessment of offerors proposal approaches or plans will not be considered for discussion during the one-on-one sessions. Please arrive approximately 15 minutes before your scheduled tour and One-on-One meeting.
Communication Protocol:
Contractor representatives will be required to remain in designated areas on the site when not in briefings or on the tour and are prohibited from unescorted access to any areas of the facility. Questions (except those identified as proprietary or competition sensitive) posed during the conference will be collected and posted with answers on the F-15 TDAS FBO site. Q&As will be posted on a non-attribution basis. All interaction between Government personnel and contractor representatives will be conducted under the guidance of the Contracting Officer. To ensure all potential offerors have access to the same information, unmonitored interaction between contractor personnel and Aeronautical Systems Center (ASC) and Air Combat Command (ACC) personnel is prohibited. Use of recording devices, cameras, or cell phones will be prohibited during the tour, briefings, and discussions.
