1. SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for modular cabinets in Building 26 and 115, at Whiteman Air Force Base

(AFB), Missouri. The work shall be completed in accordance with this appendix, the Cover Purchase Description (PD), and Air

Force (AF) Drawings GWH803-01 and GWH803-02. This appendix covers all equipment, materials, and labor necessary to complete the installation of the system.

2. APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the Cover PD.

3. REQUIREMENTS

3.1. SYSTEM DEFINITION

The modular cabinets shall be used to form a modular cabinet mezzanine system in building 26. The modular cabinet mezzanine system consist of 106 modular cabinets, defined as a unitary set of drawers and the housing or cabinet used to support the drawers, and 58 overhead storage units. Of the 106 cabinets for the mezzanine system, 50 shall be type ‘A’, 50 shall be type ‘B’ and 6 shall be type ‘C’. The modular cabinet system will be accessed manually to store and retrieve small and medium sized items. Individual drawers shall be compartmentalized to provide separation between different parts. The cabinets and overhead storage units shall be stacked on top of each other and when combined with staircase system, bar grating decking, and lighting, shall form the modular cabinet mezzanine system. The modular cabinet mezzanine system shall be located as shown on AF

Drawing GWH803-01. Color of all newly purchased equipment shall be blue. 6 type ‘D’ modular cabinets shall also be used to form workstations that are to be integrated with the in processing modular office in building 115. Workstations shall be located as shown on AF Drawing GWH803-02.

3.2. CHARACTERISTICS

3.2.1. CABINET DIMENSIONS

Type ‘A’ and type ‘B’ cabinet shall have an outside width of 29 inches + 1¼ inch, and an outside depth of 28 inches + ½ inch

(excluding drawer pull). The cabinets shall have an outside

Whiteman AFB, App C - Page 2 height (which includes the height of the pallet base) of 60 inches + 1¼ inch. Type ‘C’ cabinet shall have an outside width of 59 inches + 1¼ inch, and an outside depth of 28 inches + ½ inch (excluding drawer pull). The cabinets shall have an outside height (which includes the height of the pallet base) of

60 inches + 1¼ inch. Type ‘D’ cabinets shall have an outside width of of 29 inches + 1¼ inch, and an outside depth of 28 inches + ½ inch (excluding drawer pull). The cabinets shall have an outside height (which includes the height of the pallet base) of 33 inches + ¼ inch.

3.2.2. CABINET HOUSING LOAD CAPACITY

Each drawer cabinet housing shall be capable of supporting a minimum static load of 10,000 pounds.

3.2.3. PALLET BASE

Each drawer cabinet shall be provided with a built-in pallet base. The pallet base shall be an integral part of the cabinet and shall have the appropriate fork guides to interface with a forklift truck or pallet jack. The pallet base shall have a height of 2½ inches + ½ inch.

3.2.4. BASE ENCLOSURE

Each cabinet shall have removable base enclosure plates to cover the front and rear of the pallet base.

3.2.5. DRAWERS

3.2.5.1. DRAWER DIMENSIONS

The inside drawer dimensions for Type ‘A’, ‘B’, and ‘D’ cabinets shall be 25 inches + 1 inch for both width and depth. The inside drawer dimensions for Type ‘C’ cabinets shall be 25 inches + 1 inch for depth and 55 inches + 1 inch for width. The height of the sides and back wall of the drawer shall not be less than 48 percent of the drawer front height.

3.2.5.2. DRAWER LOAD CAPACITY

Each drawer shall have a minimum capacity of 400 pounds. When fully loaded with 400 pounds, all drawers shall be capable of being opened and closed without jamming or twisting of the carriage. When fully loaded, an open drawer shall not exhibit deflection greater than 5/8-inch from its closed position, when

Whiteman AFB, App C - Page 3 measured from the floor to the middle of the front of the drawer.

3.2.5.3. DRAWER PUSH-PULL FORCES

The forces required to move a drawer, loaded to the maximum capacity of 400 pounds per drawer, shall not exceed 25 pounds to start outward, 45 pounds to start inward, and 40 pounds to continue moving.

3.2.5.4. DRAWER DIVIDER STRIPS

Divider strips shall be provided around the four inside walls of each drawer. The divider strips shall be factory installed, and an integral part of the drawer. The divider strips shall provide for spacing of partitions and crosswise dividers in a range of 1/2 inch to one inch intervals.

3.2.5.5. PARTITIONS

Partitions shall be defined as drawer dividers which run from front-to-back of each drawer. All partitions shall be made of steel. Partitions shall have slot spacings to match the drawer divider strips, for placement of crosswise dividers. Each partition shall be anchored, with a minimum of two bolts and nuts or two self-tapping metal screws, to the bottom of the drawer, to keep the partition flush with the bottom of the drawer. The height of the partitions and crosswise dividers shall be no less than 75% of the height of the drawer body. All partitions shall be installed across the depth of each drawer.

3.2.5.6. CROSSWISE DIVIDERS

Crosswise dividers shall be defined as dividers placed between adjacent partitions or between a drawer divider strip and a partition. All crosswise dividers shall be made of steel or aluminum. Crosswise dividers shall be easily removable and interchangeable with other crosswise dividers of the same size.

All crosswise dividers shall be installed across the width of each compartment.

3.2.5.7. DRAWER CONFIGURATION

The quantity of each drawer height type and the drawer configuration shall be as indicated below. Each drawer shall be compartmentalized such that the assigned number of compartments

Cabinet placement shall be coordinated with the Base and COTR at

Post Award Conference.

3.2.5.8. DRAWER PULL/LABEL-HOLDING SYSTEM

Each drawer front shall have an aluminum drawer pull/label-holding system. The drawer pull/label-holding system shall be at least 20 inches long, and shall be designed to accept a label at least one inch high. The label-holding system shall have a clear plastic shield covering a paper label, with plastic or aluminum end caps that provide an enclosed label system. The contractor shall provide two spare label end caps per cabinet.

There shall be no sharp protrusions on any part of the drawer pull/label-holding system.

3.2.5.9. DRAWER STOPS

Each drawer shall be equipped with drawer stops to prevent over-travel of the drawer when fully extended. These safety stops shall prevent the drawer from being removed, unless released by the operator.

3.2.6. CARRIAGES AND BRACKETS

The cabinets shall include carriages (defined as rolling intermediate members which permit 100 percent extension of the drawer interior) and minimum 10 gauge steel brackets or side channels (defined as those members fixed to the sides of the cabinets). Carriages shall operate on precision ball and/or roller bearings. All carriages and brackets shall be the same for all drawers and completely interchangeable to preclude any possibility of an unsafe mix-up of lightweight brackets and carriages with heavily loaded drawers.

3.2.7. OVERHEAD SHELVING UNIT

Two types of overhead shelving units shall be provided. The contractor shall provide 52 type A overhead sheving units and 6 type B overhead shelving units. Type A overhead shelving units shall be provide on top of each type A and type B cabinet housing. Type B overhead shelving units shall be provided on top of each type C cabinet housing. The overhead shelving unit shall be 32 ± 2 inches high and have the same bottom dimensions as the cabinet housing below. The overhead shelving unit shall have two shelves (one bottom shelf and one intermediate shelf) Each shelf shall have a load capacity of 400 pounds. The intermediate shelf shall have an adjustable height. The shelving unit shall be bolted to the top of the lower cabinet housing.

3.2.8. ASSEMBLY

The Contractor shall assemble, on site, all cabinets including:

leveling cabinets, installing base enclosures, installing drawers in cabinets, installing compartmentalization (partitions and crosswise dividers), installing overhead shelving unit, and adjustable shelf.

3.2.8.1. ALIGNMENT

After assembly, the storage units shall be capable of maintaining the same position in all loaded conditions.

Alignment of each row of storage units shall be in two directions: down the row of storage units, maintaining the

Whiteman AFB, App C - Page 6 proper aisle width between adjacent rows of storage units; and vertically for each drawer/shelf cabinet face.

3.2.8.1.1. AISLE ALIGNMENT

All aisles shall maintain a width as shown in AF Drawing LRB519-

03 for the entire length of the aisles. Aisle width shall be measured from drawer front to drawer front when all drawers are completely closed. Cabinet face alignment shall be maintained down the row within 1/8-inch from one cabinet to the next.

3.2.8.1.2. STORAGE UNIT VERTICAL ALIGNMENT

Each storage unit face shall be plumb to within 1/8-inch from the floor to the top of the unit.

3.2.9. CABINET LOCK

Each cabinet of the modular cabinet system shall have a keyed lock. All of the cabinets in each building shall be keyed alike and different than the other building. The lock shall prevent unauthorized entry into a cabinet drawer. The modular storage cabinet system shall have a minimum of five keys. The contractor shall provide five keys per building. All locks shall be keyed alike.

3.2.10. WORKSTATIONS

The contractor shall provide two different types of workstations as shown on GWH803-02. The workstations shall be a nominal 30-inches deep with a table top height of 35-inches. Type ‘A’ workstation shall be 120 144 inches long, type ‘B” workstation shall be 72 inches long. The table top shall be a hardwood material.

Type ‘A’ workstations shall consist of two modular cabinet

(nomial size 33-1/4”H x 30”W x 28-1/4”D) with 5 drawers and shall have layout kits to provide a minimum of four interior compartments. There shall be (5) 4-5/8” usable height drawers per cabinet. Type ‘B’ workstations shall consist of one modular cabinet (nominal size 33-1/4”H x 30”W x 28-1/4”D) with 5 drawers and shall have layout kits to provide a minimum of four interior compartments. There shall be (5) 4-5/8” usable height drawers per cabinet. The modular cabinets, along with one foot rest shall complete the work stations.

3.2.11. WORKSTATION COUTERTOP MATERIAL

Each modular workstation counter shall have a nominal 1-3/4” thick countertop. Countertops shall be made of laminated wood and have nominal 3/16” radius edges.

3.2.12. MEZZANINE

The modular cabinets shall be assembled and stacked as shown in

AF Drawing GWH803-01 to form a modular cabinet mezzanine system.

The mezzanine shall be complete with decking, lighting, stairs, columns, handrails and kickplates, and all associated hardware and electrical wiring, conduit and switches to complete the mezzanine. The Contractor shall construct the mezzanine such that the ability to walk on bar grating, supported by the cabinets on the lower level or columns, will allow access to the cabinets on the upper level.

3.2.12.1. LOAD CAPACITY

All components of the mezzanine shall be designed to support a minimum capacity of 125 pounds per square foot. No component of the mezzanine shall exhibit deflections greater than the length of the component divided by 360 (L/360) under uniformly loaded conditions.

3.2.12.2. STAIRCASE

Two sets of staircases shall be provided as shown on AF Drawing

GWH803-01. The staircase shall provide a width of 28 inches.

Stairway systems shall include stairs, structural steel stringers, railing, and all necessary hardware to install the stairways. Stairways shall be designed and constructed in accordance with IBC and OSHA 1910.24. Stairway systems shall be painted safety yellow.

3.2.12.3. BAR GRATE DECKING

Bar grate decking shall be minimum 1 inch X 1/8 inch bearing plate spaced on nominal 1 inch centers. The cross bars shall be resistance welded at right angles to the bearing bars and spaced on maximum 4.5-inch centers. Bar grating shall conform to the standards established by the National Association of

Architectural Metal Manufacturers.

3.2.12.3. LIGHTING

The Contractor shall provide fluorescent lighting underneath the mezzanine with a minimum luminance level of 50 foot-candles measured at 30 inches above the floor. Lighting shall be supported by the mezzanine. The minimum clear height under the lights shall be 84 inches.

3.2.12.3.1. FIXTURES

Lighting fixture boxes shall not be smaller than 4 inches

(octagonal), except where required by fixture configuration and approved by the COTR. Fixtures shall provide rapid start lighting. Fixtures shall not be suspended. T-8 fluorescent light fixtures and lights shall be utilized. Fluorescent lighting using 4-foot tubes shall be utilized to light the mezzanine area. Lenses shall be provided for all lights.

3.2.12.3.2. ON/OFF SWITCHES

On/off switch locations shall be coordinated with Base personnel at Post Award Technical Information Meeting. Switches shall be of the totally enclosed, tumbler type. Switches shall be located 52 inches +/- 2 inches in height from the floor.

3.2.12.4. HANDRAIL

Railing shall be provided on the open sides of all exposed mezzanine floor. Rails shall be designed and constructed in accordance with OSHA 1910.23 and shall be of either the 2-rail or 3-rail type. The railing shall be capable of withstanding a load of at least 200 pounds applied in any direction at any point on the top rail. Railings shall be painted safety yellow.

3.2.12.5. KICKPLATE

A kickplate shall be provided on all open sides of the mezzanine and platforms. The kickplate shall be a minimum 4-inches high with no more than 1/4-inch clearance between the floor and the bottom of the kickplate. The kickplate shall be minimum 14-gauge steel and shall be securely fastened to the mezzanine or railings.

3.2.12.6. SAFETY FEATURES

3.2.12.6.1. CAPACITY MARKINGS

Live load capacity metal signs shall be displayed on all sides of the mezzanine.

3.2.12.6.2. NO-STEP MARKINGS

Signs shall be posted on the railings indicating that the rails are not steps. Signs shall be posted on a maximum of 20-foot centers.

3.2.12.7. WIRE PARTITION CAGE

The contractor shall provide a wire partition cage for building

26 as shown on AF Drawing GWH803-01. The cage shall be a free standing type equipped in such a way as to form a pilferable area. The pilferable area in Building 26 shall use the modular cabinet mezzanine aisle as the pilferable storage area and thus only require one side of fencing and one cage gate. The pilferable area shall have a 4 foot wide by 8 foot height slilding gate to allow access to the caged area. The gate shall have a padlock lug to enable the gate to be locked. Two keys and a lock shall be provided for each gate. The gate shall be a single sliding gate 2-inch x 2-inch x 10-gauge wire mesh. The fencing shall be constructed of a maximum 2-inch x 2-inch x 10-gauge wire mesh. The cage shall be atleast 8-ft high and the color shall be powder coated gray.

4. QUALITY ASSURANCE PROVISIONS

4.1. INSPECTIONS

The system shall be inspected to verify that it meets all the requirements of sections 1, 2, and 3 of this appendix and the

Cover PD. These inspections shall be completed as part of the system checkout test and again as a part of the quality conformance test.

4.2. TEST

The following tests shall be performed on the system as part of the system checkout test and again as a part of the quality conformance test.

1. 3.2.5.2. A minimum of five cabinet drawers picked at random shall be loaded with 400 pounds. While the drawer is closed, the height to the top of the drawer from the floor shall be measured and recorded. The loaded drawer shall be open and left for a minimum of four continuous hours.

The height of the top of the drawer front shall be recorded while the drawer is fully open. If an open drawer sags more than 5/8-inch when compared to its closed position, the system shall fail the test.

2. 3.2.6. Ensure that all drawer interior compartments extend 100 percent out of the housing exposing all contents to reach and visibility. If the drawers do not allow for 100 percent extension, the system shall fail the test.

3. 3.2.5.3. A minimum of five cabinet drawers picked at random shall be loaded with 400 pounds. This test may be conducted in conjunction with test number one. The amount of force to pull and push the loaded drawer shall be measured with a digital force gauge. If the drawer requires more than 25 pounds to start outwards the system shall fail the test. If the drawer requires more than 45 pounds to start inwards or more than 40 pounds to continue moving inwards the system shall fail the test.

4.3. CERTIFICATIONS

The Contractor shall provide certification that the following requirements have been met. All certifications shall be provided in accordance with the Contract Data Requirements List.
