Technical Capability
The Technical Capability Factor consists of a total of five Subfactors. To receive a rating of “Acceptable” on the Technical Capability evaluation factor, the offeror must receive an “Acceptable” rating on Subfactor 1 (Management Plan), Subfactor 2 (Purchasing Plan) and Subfactor 3 (Information Management). Subfactor 4 (Equipment Maintenance Plan/Emergency Repair Work Request) and Subfactor 5 (Past Experience) are equal in importance and will be given a separate technical rating. The technical rating for Subfactors 4 and 5 are more important than price and a higher technical rating for Subfactors 4 and 5 may warrant award to other than the lowest priced offeror. A subjective assessment will be made by the Government in determining the Acceptability or Unacceptability of Subfactors 1, 2 and 3 and in determining the technical rating of Subfactors 4 and 5.
Subfactor 1: Management Plan The offeror must provide a management plan. The plan must include an effective plan to ensure a smooth transition in performing all PWS requirements upon contract start-up and a comprehensive plan that demonstrates the ability to recruit, staff and retain employees. The plan must also identify the employee qualifications required for each labor category. Finally, the plan must demonstrate the ability to adequately fulfill labor hour requirements and provide the necessary flexibility to increase or decrease labor hour requirements as required during the contract performance period. The management plan will be reviewed for thoroughness on covering the PWS objectives and receive a rating of “Acceptable” or “Unacceptable.”
Subfactor 2: Purchasing Plan The offeror must provide a purchasing plan for purchasing, acquiring, and tracking material in a timely fashion IAW PWS paragraph 1.1.2. and subparagraphs and CDRL A001. The plan shall demonstrate the process for purchasing, acquiring and tracking parts in line with the volume anticipated for this contract and the ability to work with multiple and diverse suppliers. The purchasing plan will be reviewed for thoroughness on covering the PWS objectives and receive a rating of “Acceptable” or “Unacceptable”.
Subfactor 3: Information Management The offeror must provide their approach and the tools for managing the tracking and reporting of data as required throughout the PWS. The contractor shall provide a notional sample of the reports generated for an Equipment Cost History Report (PWS paragraph 1.1.15) based upon the Government provided equipment list. The offeror shall also provide a Manning Report for Repair/Replacement (PWS paragraph 1.1.11) for review based upon Government provided labor categories and hours. The tools, approach and samples provided will be evaluated to determine the offeror’s ability to meet the PWS objectives and will receive a rating of “Acceptable” or “Unacceptable”.

The offeror shall provide a draft equipment maintenance plan (CDRL A009) for Lab 6, as detailed in the equipment list, Attachment 3. The draft plan shall cover the objectives as outlined in the PWS including the maintenance approach as detailed in PWS paragraph 1.3.1-1.3.3. The draft equipment maintenance plan will be evaluated for thoroughness on covering the PWS objectives and must not merely restate the PWS requirements. In addition, the offeror shall detail the process and provide notional documentation for an emergency work order request to repair an inoperative air handler. The offeror shall assume the Government COR has identified the need for repairing an air handling unit in accordance with PWS paragraph 1.4. and subparagraphs. The emergency work request process description and associated documentation will be evaluated to determine whether the offeror has a clear understanding of the work order process and can accomplish an emergency repair request in accordance with the PWS.
Subfactor 5: Past Experience The offeror must provide evidence that it has successfully provided relevant maintenance and repair/replacement services similar in scope to the work defined in the PWS and accomplished these services within the past three years. Proposals shall reflect past experience details to include locations and customers, types and quantities of equipment maintained, frequency of maintenance and repairs/replacement, acquisition/purchase of similar materials/equipment and complexity of maintenance and repairs/replacement.
