1) What is the current contract award amount?

$27,500,000.00 however, there are several new labor categories added to this requirement.

2) What is the name of the current contractor?

Karna

3) Are there any incumbent employees currently performing?

Yes

4) If yes, how many?

Currently there are 83 employees.

5) Would incumbent employees have 1st right of refusal under this opportunity?

Yes in accordance with 52.222‐17.

6) Could the government clarify the requirement for the evaluation & submission of proposal? (i.e.; is there any past performance requirements or technical requirements?)

Evaluation:

Provision 52.212‐2 Evaluation – Commercial Items

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Total Evaluated Price, which will be computed IAW the attached Pricing Sheet

1. Proposal Evaluation. The evaluation process will be accomplished as follows.

A. Cost/Price Factor. Each offeror’s cost/price volume will be evaluated based on the following: The contract labor rates proposed by the Offeror will be evaluated for Reasonableness and Balance. A TEP will be calculated, based on all years’ labor rates. Information on each evaluation and how TEP will be calculated is detailed below.

Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. In addition, price analysis techniques may be used to further validate price reasonableness. If adequate competition is not obtained or if price reasonableness cannot be determined using price analysis, other techniques described in FAR Subpart 15.4 will be used.

Balanced Pricing: Offerors are cautioned against submitting an offer that contains unbalanced pricing as outlined in FAR 15.404‐1(g). Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract labor rates is significantly overstated or understated as indicated by the application of analysis techniques. Rates within each offeror’s response will be compared and evaluated to assure that a logical progression exists as related to rates proposed for each labor category and year proposed. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

Total Evaluated Price: The TEP will be calculated based on multiplying the proposed labor category rate by the estimated hours for that category. The following is a summary of how the TEP will be calculated:

o CLINs 0001 – 0065 – Labor FFP – Offeror to propose fully burdened labor rates for each labor category (IAW the attached “Production Support Yearly Rates Price Sheet.xls”) by year to be multiplied by estimated hours.

o CLIN 0066 ‐ Overtime – Offeror to propose rates in accordance with clause 52.222‐4. “No Contractor or subcontractor employing laborers or mechanics (see Federal Acquisition Regulation 22.300) shall require or permit them to work over 40 hours in any workweek unless they are paid at least 1 and 1/2 times the basic rate of pay for each hour worked over 40 hours.”

o CLIN 0067 – Data is Not Separately Priced (NSP).

o CLIN 0068 – Travel will be Cost Reimbursable and not included in the TEP.

o CLIN 0069 – Contractor Site Start‐up (Transition In).

o CLIN 0070 – Contractor Transition Out

B. The Government intends to award without discussions, but reserves the right to conduct discussions if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

C. The total compensation plan and supporting information will be evaluated per FAR 52.222‐46 to assure it reflects a sound management approach and understanding of the contract requirements. Failure by the offeror/populated joint venture/each joint venture partner in an unpopulated joint venture to submit this total compensation plan (salaries and fringe benefits) will result in the offeror being considered as failing to meet the RFP terms and conditions.

Proposed compensation plans will be evaluated by comparing each labor category’s proposed burdened salary to the government’s estimate. Any proposed labor categories reflecting a salary lower than the government’s estimate, as stated in the below table, will be determined unrealistically low and the corresponding price volume will not be evaluated for award. This table is applicable to the basic and option years.

Electronic Submission: kathleen.waits.1@us.af.mil

7) Would the government provide the qualification & requirements for each position?

Yes see attached spreadsheet Amendment 0004.

9) Will the Government please provide a listing of the information that is required with submittal? Will the government please cliffy what files are required to be submitted (i.e. price template, section B, completed SF 1449, reps and certs)

Pricing sheet in accordance with 52.212‐2 Completed SF 1449 Clause 5352.215‐9000 Facility Clearance Information Reps and Certs should be up to date in the System for Award Management (SAM) in accordance with 52.212‐4(t)

10) If there is a prime/sub relationship what type of information would the Government like the Prime to submit on behalf of the Sub? Is there a mechanism for a subcontractor to submit sealed information?

There is not a mechanism for the sub‐contractor to submit information to the Government. The Prime contractor is responsible for submitting all requirements to the Government. The Government does not have privy to sub‐ contractors.

11) We are trying to define the “transition in” costs and an obvious question comes up. Since this is an IDIQ and pretty much a new effort the government may or may not fully fund all positions at contract award. For planning and costing purposes can the government give us a projected staffing level at award? For example 25%, 50%, etc.

156,720 hours which equats to 97 contractor employees.

12) There is no reference in the solicitation that I can find addressing escalation on the SCA categories. Is there a preferred percentage the government would like us to use?

No there is not a preferred percentage the Government would like you to use.

13) According to the CLIN structure, the contract is going to be FFP. The following statements located directly above the CLINs refers more to a T&M contract, only allowing hours worked to be charged. Can you clarify the type of award for this contract?

Rates will be applicable for work performed in relevant Period of Performance. See attached Production Support Yearly Rates attachment for breakout.

The contractor shall bill ONLY for the hours worked, and shall not bill for time off, holidays or time not worked.

This will be FFP.

14) For SCA positons, could you please provide the applicable occupation code for each labor category?

Please see attached documents for the Wage Determination, Wage Grade Schedule and General Schedule Pay Scale

15) Is this IDIQ planned as a multiple or single award?

Single Award

16) Is the requirement a competitive 8(a) or a direct award to one 8(a) company?

Competitive 8(a).
