SOW Section Question Response
1. (3.5 Travel) Contractor must submit travel request(s) no later than 45 days in advance of planned departure date. Shall acquire the lowest priced available airfare.
1. This may become an issue when scheduling training and certification if any unforeseen issues arise during the build process.
2. Lowest available air fare on International flights is an issue.
1. 45 calendar days is required so that the USG can coordinate site activities with all of the different stakeholders. If unforeseen issues arise, changes can be worked after the original request to travel, but this should be the exception.
2. This is in accordance with the Joint Travel Regulations. Would like to point out the note above CLIN 0003 (Travel). The travel costs associated with manufacturing/delivering/installing at site shall be included in the Installation CLIN which is FFP. It is a company’s choice on what costs they associate with that travel.
2. (3.11 Training) The contractor shall provide training material and two (2) training sessions in Vardo, Norway.
1. Will this be a separate trip from the Certification trip?
Will the training sessions be on different days? Is that up to us to schedule and coordinate, or will this be specified by the end user? How long will boots need to be on the ground?
1. It is recommended that training be right after the SSDR is installed so that users can be ready for the certification process. So training can be during the same trip as the install.
2. There will be two shifts operating the SSDR so training can be on two separate days or on one day.
3. Training Schedule requirement will be coordinated between the supplier, USG and the users.
4. Duration of “Boots on the Ground” will be based on the time planned for the install and training time.
For this proposal, assume that the proposed training time will be approved and coordinated by the
USG.
3. (3.12 Certification) Contractor shall support precertification 7 of the 30 days in Vardo, Norway.
1. How long should we plan to be onsite for this support effort?
2. All TEMPEST certification and testing should be performed, completed, and approved at the production
1. Plan on being on site for 7 days to support precertification and again for another 7 days to support certification. These periods are to answer potential questions by the certification agencies and to potentially resolve issues that were not noticed in the US.
2. It is the USG’s expectation to have certification and testing performed in CONUS by AFLCMC Information facility prior to shipping and not onsite.
3. Support/warranty issue would pose a serious problem and financial hardship
Protection Department. DTSA requires the unit to be recertified once it is installed in the field.
3. The two year period in section 1 (Scope) was only mentioned for design purposes and was not intended to convey a requirement for support or warranty for any length of time past the delivery and certification of the SSDR.
4. (3.13 Schedule/Milestones) If meetings are required at other locations, travel may be charged to the cost reimbursable travel line item

1. You are not required to bid a price for the Travel CLIN at this time. As stated in the note for CLIN 0003, all travel associated with manufacture/delivery/install of the SSDR shall be included in the Installation CLIN. Your pricing shall include all known travel costs to meet the requirements of the SOW. If the Government levies any additional trips during performance, we will add funding to the CLIN 0003 Travel at that time.
5. (4.0 Other Requirements) The Contractor shall provide a lifting drawing and calculations showing how SSDR is to be lifted into position on the foundation.
Calculations are to be signed and sealed by a Professional Engineer.
1. Does this need to be a local (Norwegian) engineer to meet the EU regulations, or an engineer from a
CONUS
company? In order to engage a Norwegian engineer, I will have to ask for more time.

6. (4.6 Sloped Roof) Roof design shall shed water.
1. It is recommended to have a sloped roof, but the structure or container must be water tight. A flat roof would be acceptable.
