1 SCOPE
This Statement of Work (SOW) defines the requirement for a Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) Level 1 certified portable structure to be used as a Secure Software Development Room (SSDR). This structure is intended to be used for two (2) years during the development of software in Vardø, Norway (also referred to as “site”). Active intrusion detection is also necessary when facility is not manned.
1.1 Period and Place of Performance
1.1.1 Contract Period of Performance
The estimated Period of Performance (PoP) for this effort is ten (10) months. This PoP includes manufacturing, transportation, installation, and certification. Sustainment of the SSDR will be included in a separate task under the follow on sustainment contract for the system that the Government is deploying.
Planned contract award is 1 March 2018. The SSDR is to be delivered and installed in Vardø Norway by 1 October 2018.

These services will be performed at the Contractor’s facility and at Vardø, Norway.

3 REQUIREMENTS
The work required by this contract shall be performed in accordance with the Appendix A requirements and this SOW. The Contractor shall design, fabricate, transport, offload, install and certify one (1) 8.5’ wide X 40-50’ (interior) x 8.5’ High (Floor to Ceiling) (nominal dimensions) TEMPEST SSDR at the operational site to meet the performance criteria specified in Appendix A. The SSDR shall be complete with exterior doors, frames, hardware, door canopy/awnings, heater, air conditioner and control devices, exterior lights, electrical incoming service equipment, fixtures, exterior color, lifting lugs, spreader bars and various finish work as called in this document. The SSDR shall host nine (9) work stations and a 29.5” wide x 47.2” deep x 78.3” high communications equipment cabinet and GSA safe specified in Appendix C.
3.1 Program Management and Administration
The Contractor shall be responsible for the integration of the activities under this contract and those of Subcontractors to ensure the design, development, test and delivery of the SSDR, and its integration into the operational site.
The Contractor shall provide a monthly status report detailing the progress, current status, and predicted completion. (CDRL A005)
3.2 Contracting Officer’s Representative (COR)
The Government will provide points of contact known as Primary and Alternate Contracting Officer’s Representatives (CORs). The COR(s) will provide clarification and guidance within the scope of this SOW. All direction of a contractual nature or outside the scope of work will be provided by the contracting officer.
3.3 Program Manager (PM)
The Contractor shall designate a PM who shall have complete responsibility to the Government for the planning, execution, control, and reporting of all aspects of the program, and for directing the Contractor’s and Subcontractor’s efforts. The PM shall be authorized to deal directly with the Government PM and other Government representatives authorized by the Government PM on programmatic issues. The PM shall be provided with the necessary authority to assure that the program is accomplished within cost and schedule, and complies with the requirements in this SOW.
3.4 Integrated Management Schedule (IMS)
The Contractor shall develop and maintain an IMS that provides the management structure and controls to be used in the execution of the contract. (CDRL A004)
3.5 Travel
The Contractor shall conduct travel as necessary to carry out the activities contained within this contract. The Contractor shall be responsible for costs incurred during travel including those for land transportation and per diem expenses from obligated contract funding. Per Diem shall be in accordance with the Joint Travel Regulations (JTR) in effect at the time of travel. The Contractor shall acquire the lowest priced available airfare IAW Federal Acquisition Regulation (FAR) 31.205-46(b).
All Contractor travel regarding this contract between CONUS and overseas destinations and travel within overseas areas shall be approved by the Government. The Contractor shall be responsible for costs incurred during travel including those for land transportation and per diem expenses from obligated contract funding. The Contractor shall submit overseas travel request(s) no later than 45 calendar days in advance of the planned departure date. Delayed or disapproved travel due to travel requests being submitted with less than 45 calendar days advance notice shall not constitute grounds for a Government induced program delay or easement of program schedule requirements. In order to obtain theater clearances from the overseas commander, the following information shall be provided for each traveler:
Full name, SSAN, position title, and organization Citizenship, passport number and date of issue, date and place of birth, and date and place of naturalization and naturalization certificate number if applicable.
Security Clearance Date of departure, duration, and itinerary.
3.6 Continuation of Mission Essential Services during a Crisis
In accordance with DFARS 237.7602(a), Continuation of Essential Contractor Services / Policy;
DFARS 252.237-7023(a)(2), Continuation of Essential Contractor Services; and AFI 10-403, Development Planning and Execution, paragraph 1.9.1.33.2, the Functional Commander or civilian equivalent has determined these services are non-mission-essential and will not continue in the event of a crisis.
3.7 Inspection of Services
In accordance with FAR 52.246-2, Inspection of Supplies - Fixed-Price; FAR 52.246-4, Inspection of Services - Fixed-Price; FAR 52.246-5, Inspection of Services - Cost- Reimbursement; and FAR 52.246-11, Higher Level Contract Quality Requirement; the Government reserves the right to inspect Contractor performance. In accordance with FAR 52.246-2, FAR 52.246-4 and/or FAR 52.246-5, the Contractor shall maintain an inspection process acceptable to the Government and records of inspections which shall be made available to the Government as long as the contract requires.
3.8 Government Property and Services
If required, the Government will provide Government Furnished Equipment or services during the execution of this requirement. Government furnished property is defined in Appendix C.
3.9 Security
All personnel traveling to the operational site shall have at least a Secret security clearance and shall have read the program Security Classification Guide (SCG). The SCG also contains information on conduct at site.
3.10 Transportation & Installation
The Contractor shall be responsible for the transportation and insurance of the SSDR from their facility to the site. For all shipments, the Contractor shall be responsible for all preservation, and packing and marking of parts, subassemblies, and assemblies. Packaging shall be in accordance with the contract and the AFMC Form 158, attached to the contract. The Government will provide customs clearance documents for the SSDR equipment.
The Contractor shall be responsible for defining unloading, transportation, and material handling services at site including what’s required to move system equipment from the wharf to the site.
The Contractor shall maintain overall responsibility for transportation and installation of the system at site.
United States Government (USG) will handle all Customs paper work, but the Contractor shall assist the USG in completing the paper work (DD-1149). The SSDR is tax exempt, USG to pay export and import taxes if necessary.
The Contractor shall provide definition of any lifting and transportation equipment required to offload the SSDR upon arrival, transport it to the site, and install it at site. This information shall be provided to the Government 90 days prior to arrival of the SSDR at site. The Contractor shall be responsible for providing the truck or moving equipment to move the structure from the wharf to the site. The USG will provide a crane, if required, to unload the SSDR at the Vardø, Norway port and to lift the SSDR onto its location at site. The SSDR will be placed on a concrete slab on the ground. The concrete pad will be available four (4) months after the Contractor provides, if required, the mounting specifications. However, the concrete pad will be available no earlier than 15 July 2018. The USG will provide the location of the concrete pad for SSDR installation. The Contractor shall provide any mounting requirements (e.g. location and specification of bolts) to the concrete slab.
The Contractor shall provide the necessary installation crew and any rigging as required for shipping, handling and installation.

3.11 Training
The Contractor shall develop training for operator and maintenance of the SSDR. The Contractor shall develop a set of training materials on the as-delivered SSDR. These materials shall include curricula, lesson plans, study guides, and visual aids using industry best practices.
The Contractor shall conduct all training on-site during the installation of the SSDR. Training shall include both classroom and hands-on exercises. Training shall be written to the level of no prior experience with the SSDR. The Contractor shall provide training to foreign nationals, Government personnel and other contractors. All training and training materials shall be provided in English. (CDRL A006)
The Contractor shall provide training material and two (2) training sessions in Vardø, Norway to accommodate the two different shifts. Training sessions may be recorded for future review.
3.12 Testing and Certification
The SSDR shall be tested in the contractor’s facility per CNSSAM TEMPEST/01-13 and ICD/ICS 705. The IDS shall be tested per Chapter 7.D of ICD/ICS 705, Acoustics testing shall be completed per Chapter 9.C of ICD/ICS 705 using Contractor provided instruments. The SSDR shall be emission, susceptibility and immunity tested at 4KHz, 10KHz, 100KHz, 1MHz, 10MHz, 400MHz, 1 GHz, 4 GHz, and 10GHz at a distance of 10 feet. See Mil-STD-461G for additional test guidance. (CDRLas A009, A010 and A011)
The SSDR shall be certified per CNSSAM TEMPEST/01-13 in Vardø, Norway. The Contractor shall support this certification and provide all supporting documentation. TEMPEST certification is planned from 1 October 2018 through 1 December 2018 or earlier if the SSDR is deployed earlier than planned by the Contractor. (CDRL A008)
The supplier shall involve the USG in design decisions and throughout the manufacturing process in order to facilitate a successful TEMPEST certification process.
The USG AFLCMC HBGH Program Office will need 30 days to perform TEMPEST precertification in Vardø, Norway. Contractor should assume they need to support precertification 7 of the 30 days in Vardø, Norway. The Defense Technology Security Administration (DTSA) is the certifying agency. DTSA needs 30 days to perform TEMPEST certification on the SSDR. Contractor should assume they need to support certification 7 of the 30 days in Vardø, Norway.
3.13 Schedule/Milestones
The Contractor shall conduct formal program reviews as listed below, at the Contractor’s facility, to provide the Government insight into program progress and unresolved issues. Less formal interchanges may be scheduled in the form of Technical Interchange Meetings (TIMs), working groups, or In-Process Reviews (IPRs) as needed by the Contractor or Government to discuss specific topics. These less formal interchanges will be held at the Contractor’s plant, via telephone, or via Video Teleconference (VTC). If meetings are required at other locations, travel may be charged to the cost reimbursable travel contract line item (CLIN). A series of formal technical reviews shall be conducted at major milestones during the program period. The schedule for technical reviews will be proposed as part of the IMS. The following is a minimum list of program reviews and milestones:
a. Contract Kick-off Meeting
b. Combined Preliminary/Critical Design Review (PDR/CDR) for the SSDR as it will be integrated with the operational site. Include how design meets performance and TEMPEST certification.
c. In-Process Reviews (IPRs), if required
d. Ship Readiness Review (SRR) prior to shipping the SSDR to site
e. Program Management Review
f. The Contractor shall combine reviews to the extent practicable, with Government approval.
The Contractor shall coordinate all reviews (scheduling, location, and agenda with the Government. The Contractor shall provide the Government 30 calendar days’ notice prior to the holding of formal reviews. (CDRL A001)
g. The Contractor shall prepare presentation materials and minutes documenting the program and technical reviews. The Contractor shall also maintain an action item database and a comment resolution system. (CDRL A002) (CDRL A003)
4.0 OTHER REQUIREMENTS
The Contractor shall submit shop drawings, catalog cuts and calculations to the Contracting Officer for approval prior to SSDR fabrication. This shall include catalog cuts and/or detailed manufacturer’s information for all materials, equipment, fixtures, etc. to be supplied as part of the SSDR. Only final approved shop drawings shall be used for SSDR fabrication. Shop drawings shall detail all structural, electrical and mechanical items to be installed, wall elevations, floor and roof plans. Shop drawings and calculations shall be signed and sealed by Professional Engineer. The Contractor shall deliver any technical manuals that are available for the structure or Intrusion Detection System (IDS). (CDRL A007)(CDRL A008)
Construction of the SSDR shall not begin until the Contracting Officer has approved the shop drawings.
The Contractor shall provide a lifting drawing and calculations showing how SSDR is to be lifted into position on the foundation. Calculations are to be signed and sealed by a Professional Engineer. (CDRL A007)
If assembled in the field, the Contractor shall provide assembly drawings showing how this will be accomplished and how joints will be made waterproof and TEMPEST rated for Government review and approval. (CDRL A007)
4 Appendix A - SSDR Requirements The SSDR shall be TEMPEST, Level 1, constructed per CNSSAM TEMPEST/1-13. There shall be no windows in the SSDR. The SSDR shall include mounting mechanisms to install and secure the SSDR onto the ground. Serviceable TEMPEST Air Filter(s) shall be installed in supplied baffles.
4.1 Electrical
SSDR electrical work shall be in compliance with the National Electrical Code Applicable Document. Where conflicts exist, the more stringent requirement shall apply.
4.1.1 Exterior Electrical Input:
Exterior electrical shall include the following:
TEMPEST, Level 1 (100 dB), Power Filters 400VAC, 50 HZ, 3 phase, 100 Amps or appropriate sizing for equipment loads per the design
4.1.2 Interior Electrical Input:
Interior electrical shall include the following:
One internal Power Panel.
(36) 230 VAC, 50 Hz, 1 phase, outlets for nine (9) workstations. Each workstation will need four (4) outlets for each workstation. The total power consumption for all nine (9) workstations will be 4.2 kW. For information purposes, six (6) workstations provided by the USG will be HP T630 Thin Clients with up to two (2) monitors for each workstation and three (3) workstations will be HP Z440 workstations with a single monitor for each workstation.
Outlets for workstations shall be between 39 inches and 59 inches high as measured from the floor.

4.1.3 Lighting
SSDR lighting shall include the following:
Appropriate LED lighting, internal to the SSDR per UFC 3-530-01 Emergency Battery in one (1) ballast for Egress shall provide a minimum of 8-hours of operation Exterior light over Door Exterior light in Utility Area, if applicable
4.2 Communications
4.2.1 Exterior Data Input Includes:
Exterior communication shall include one Fiber/copper Panel Box/TEMPEST, Level 1 (100 dB), waveguide penetrations for Secure Communications hookups with appropriate means to bring external communications into the interior. Two single mode fiber communication lines external to the SSDR shall be provided by the USG
4.2.2 Interior Data Includes:
SSDR interior communications shall include the following:
One (1) power and communications raceway o Nine (9) single mode fiber, 10GB/s, (with LC connection) Communications lines/ports for secure communications. One (1) line shall be routed to each of the nine (9) work stations.
o One (1) Single Mode Fiber Communication line for the installed Intrusion Detection System (IDS) for red and blue strobe lights. Strobe lights should be fiber or fiber converter controlled. An applicable fiber converter that will interface to the strobe lights shall be provided and installed by the contractor.
Equipment shall be Underwriter Laboratories (UL) listed (or equivalent) and approved by the DOD.
SSDR shall include cable trays or equivalent cable conduit
4.3 Heating Ventilation, Air Conditioning (HVAC)
The SSDR HVAC shall provide the following:
An environmental of standard office space of 59-86 degrees Fahrenheit HVAC shall be sized for specified equipment, environment at Vardø, Norway and for a minimum of 9 personnel.
HVAC shall include TEMPEST, Level 1 (100 dB) rated filters
4.4 Intrusion Detection System (IDS)
The SSDR shall include an IDS meeting the following requirements:
Shall include one (1) Balanced Magnetic Switched (BMS) on the entry door, (1) 360°
Infrared Motion Detector, (1) Volumetric Alarm, two annunciators, and one (1) IDS control unit near the interior entrance of the SSDR.
IDS system shall be Common Criteria listed, Air Force Product Listed or approved by the USG approving authority.
All sensors shall be installed within the SSDR and IDS access shall be from within the
SSDR.
IDS shall be Underwriter Laboratories (UL) listed (or equivalent) and approved by the
DOD.
Tamper alarms shall be installed on junction boxes and shall set the alarm if tampered with.
In secure mode, any unauthorized entry into the space shall cause a fiber alarm signal to be transmitted to the monitor station.
Annunciators shall be mounted to the SSDR in a way to prevent tampering and shall be able to be heard from inside or outside of the SSDR.
A Blue strobe light and applicable fiber converter shall be provided with the system so that it can be installed in the monitoring station to signify that an intrusion alarm has been activated.
A failed detector shall cause an immediate and continuous alarm condition.
4.5 Loads
The SSDR shall be designed, constructed, and the connections to the foundation shall meet the following minimum structural requirements:

4.6 Sloped Roof
Roof design shall shed water. The roof shall prevent water migration into the building.
4.7 Roof, floor and wall panels
Roof, floor and wall panels shall each produced in the largest size possible as a monolithic panel.
Roof, Floor and vertical wall joints shall be kept to a minimum. Wall panels shall be set on top of floor panel. Wall, floors, and roof shall be of permanent construction offering resistance to and evidence of unauthorized entry into the area and to meet transportation requirements. Walls shall extend from the true floor to the true celling and attached with permanent construction material, mesh, or 18 gauge expanded steel screen.
4.7.1 Floor Panel
The SSDR floor panel shall have a ½” step down around entire perimeter to prevent water migration into the building along the bottom of wall panels.
4.7.2 Caulking
Joints between the building and foundation shall be caulked on the exterior and interior surface of the joints. Caulking shall be a SIKAFLEX- 1A elastic sealant or approved equal. Exterior caulk joint shall be 3/8”x3/8” square so that the sides of the joint are parallel for correct caulk adhesion. Back of joint shall be taped with bind breaking tape to ensure adhesion of caulk to parallel sides of joint and not the back.
4.7.3 Panel Connections
All panels shall be securely fastened together. Steel is to be of structural quality, hot rolled carbon complying with ASTM A283, Grade C and hot dipped galvanized after fabrication or approved equal. All fasteners shall comply with ASTM A307 for low carbon steel bolts as a minimum. Actual size of bolts will be determined by the shelter design engineer.
4.8 Exterior Finish
Exterior finish shall be primed and painted with two finish coats of enamel paint per UFC 3-190-
06. Paint shall be Pantone 14-1118 Beige or equivalent as approved by the HBGH contracting Officer. Exterior surface shall be salt water resistant and shall not fade under ultra-violet light.
4.9 Materials
4.9.1 Insulation
Insulation shall be Rigid Insulation, Extruded Polystyrene Board Insulation: Unfaced, complying with ASTM C 578 and meeting the following criteria:
ASTM C 578 type X, certified by independent third party such as RADCO.
Blowing Agent Formulation: Shall be zero ozone depleting.
Compressive Strength (ASTM D 1621): 25 psi, minimum.
Edge condition: square.
Water Absorption (ASTM C272): Maximum.0.10 percent by volume.
Surface Burning Characteristics (ASTM E 84): Flame spread less than 25, smoke developed less than 450, certified by independent third party such as Underwriters Laboratories.
Compliance certified by independent third party such as GREENGUARD Indoor Air Quality Certified® and/or GREENGUARD Children and Schools Certified℠ .
Thermal resistance: R-values (hr x ft2 x oF/ Btu) 5.4 and 5.0 per inch of thickness.
Measured at 40°F and 75°F mean temperature respectively
4.9.2 PlywoodInterior
Interior Floors, Walls and Ceiling shall be ¾” Fire Retardant Plywood, AC Grade, with one good paint grade face. UL Classified with FR-S rating code compliant under ICC-ESR-2645 and compliant with IBC 2009. Equivalent material such as steel panels can be used but must be approved by the USG Contracting Officer.
Plywood shall be chemically pressure treated to reduce spread of flame and generation of smoke.
Plywood or equivalent material shall be painted beige with semi-gloss latex. Plywood shall be secured to concrete if concrete is used. Equivalent material can be used but must be approved by the USG Contracting Officer.
4.9.3 Resilient Flooring
Resilient flooring shall be no-wax vinyl composition tile, 12 inches by 12 inches by 1/8 inch, Commercial Floor Products, or an approved equal. Adhesive shall be a standard product of the tile manufacturer.
4.9.4 Fire Detection & Suppression
The SSDR shall include the following fire detection equipment:
A fire detection and carbon monoxide detection and fire extinguisher per UFC 3-600-01 and UFC 3-600-01 standard Fire detection/carbon monoxide device shall be certified by an appropriate US agency.
One red strobe light will be installed on the outside of the SDRR to signify that there is a fire or carbon monoxide inside the structure.
A Red strobe light with applicable fiber converter shall be provided with the system so that it can be installed in the monitoring station to signify that a fire/carbon monoxide alarm has been activated.
The SSDR shall include two portable C02 Units, 10 lb, rated for Class C (suitable for electronic equipment). The SSDR shall provide a suitable means of mounting the fire extinguisher on an interior wall of the SSDR. Fire extinguisher shall be installed on hangers or brackets attached to a wall. One fire extinguisher shall be installed on one end of the SSDR and the other shall be installed on the opposite end. As per NFPA 10, fire extinguishers having a gross weight not exceeding 40 lb shall be installed so that the top of the fire extinguisher is not more than 5 feet above the floor. Fire extinguishers having a gross weight greater than 40 lb (except wheeled types) shall be so installed that the top of the fire extinguisher is not more than 3-1/2 feet above the floor. In no case shall the clearance between the bottom of the fire extinguisher and the floor be less than 4 inches.
4.10 Fabrication
The SSDR shall consist of reinforced roof, wall, and floor connected together to form a weather-proof SSDR.
4.10.1 Walls and Ceiling
Fire retardant, ¾” thick plywood or equivalent shall be installed on the interior walls and on the ceiling. Walls and ceiling shall be beige or neutral in color.
4.10.2 Blocking Strips
Dense blocking strips shall be installed between the plywood and the exterior wall on a consistent distance. Blocking strips shall be continuous up the walls and across the ceiling. The void between the blocking strips shall be filled with insulation having an approximate density of two pounds per cubic foot (R-19 minimum).
4.10.3 Floor
The floor shall be of plywood construction. Equivalent material can be used but must be approved by the USG Contracting Officer.
4.10.4 Wall Penetrations
All exterior wall penetrations shall be weather-stripped, caulked and sealed weather tight.
Escutcheon plates shall be used where required to prevent water penetration through the SSDR wall. All wall penetrations shall be a minimum of 2’-0” above finished floor.
Utility openings such as ducts and vents shall be smaller than man-passable (96 square inches).
Openings larger than 96 square inches and over 6 inches in its smallest dimensions shall be hardened using 9 gauge rebar or heavier and permanently welded over the opening.
4.10.5 Floor Penetrations
There shall not be any penetrations through the floor. All penetrations shall be made through the walls
4.10.6 Doors & Locks
The SSDR shall be constructed with one (1) Tempest rated swing main entrance door, with appropriate locking hardware per FF-L-2740. The door shall be at the narrow end of the SSDR.
4.11 Furnishings
The SSDR shall include the following furnishings: work surfaces or desks and chairs for 9 workstations, per MIL-STD-1472G, shall be provided and installed in the SSDR, and one additional chair.

6 Appendix C – Government Furnished Property (GFP)
Any Government Furnished Property to be provided to the Contractor will be specified in the contract. If required, the Government will provide a crane to unload the SSDR at the Vardø, Norway port and to lift the SSDR onto its location at site. The concrete pad the SSDR will be available four (4) months after mounting specifications have been provided. However, the concrete pad will be available no earlier than 15 July 2018.
For design and fabrication information, the Government plans to connect the SSDR to another building via a Government provided vestibule (access hall). The vestibule will be designed once the SSDR has been designed. Power and fiber will be ran through the access hall to the SSDR.
Additionally, the Government intends to furnish the interior with the following:
Nine (9) workstations, HP Z440 workstation with monitors or equivalent
A 58-1/2 inches (H) x 20-7/8 inches (W) x 28 inches (D), 609 pound GSA safe Floor location for a standard, 19” electronic cabinet, to install a 1U Firewall (Palo
Alto PA-500), 1U Network Switch (Dell S4048), TACLANE KG-175G, and several computer server/storage devices not to exceed a 29.5” (W) x 47.2” (D) x 78.3” (H) cabinet. The weight of the cabinet will not exceed 900 pounds.
