C2ISR ECLS Questions

1. Will critical subcontractors be subject to the requirement for a Top Secret Facility Security Clearance being in place at contract award? Yes, if they are filling a labor position that requires that level of clearance. Currently, there are three such positions, all in Special Projects. However only one is a key position. Regardless of being a critical subcontractor or not, any subcontractor filling one of these positions will require the appropriate level of clearance to perform the work assigned.

2. Will critical subcontractors be subject to the requirement for ISO 9001 certification in place or within six months of award? All subcontractors will be expected to perform to the Prime’s certified processes.

The Prime will be held responsible for the quality of work performance for all personnel working on this effort.

3. PWS 4.2.2.4 requires submission of a draft PMP with the proposal, describing its approach to project organization execution and a summary of key Contractor requirements to include staffing. What are the

Section L requirements and Section M evaluation factors for the draft PMP? The draft PMP is no longer required for submission with the offeror’s proposal. We have changed the PWS 4.2.2.4 paragraph to require the PMP within 10 calendar days after contract award. The PMP will be reviewed by the government for 10 days and the contractor will have 10 days after receipt of government comments to revise or clarify the PMP for final submission and acceptance by the government. See also CDRL A005.

4. According to the Amendment 1 pricing sheet (“Price_Model_Attch_4.xlsx”), hours for each labor category are calculated using the locked cell of 2080 hours. Does the Government intend to use this many hours to derive firm fixed pricing for all labor, or will we be allowed to deviate from this figure?

Yes, the Government plans to use the 2080 hours to derive firm fixed pricing. No, you will not be allowed to deviate from the figure.

5. The only CLINs that deal with multiple levels of experience are for the Material Management Specialist (Levels I‐III). Since this is for IDIQ pricing, would the Government consider pricing these levels for all categories to give the maximum flexibility for future USAF requirements?

No, the only labor category we have specific experience requirements for are the Materiel Management positions. The other positions have commercial equivalent experience and we believe the labor pool is sufficiently large enough to allow hiring of adequately experienced personnel to perform the tasks.

6. Section M states that the Government intends “…to make an integrated assessment for a best value award decision….Tradeoffs may be made between past performance and cost/price, with past performance being significantly more important than cost/price.” Furthermore, in Section 2 Proposal Evaluation, the first step in the process states “A cost/price evaluation will be performed for all offerors IAW section C below,” and details how ranking will be accomplished first according to the lowest TEP to higher TEPs.

a. If the intent of the Government is to make a best value award and if Past Performance is significantly more important than cost/price, will the Government consider amending their evaluation process to grade past performance before evaluating cost/price?

The evaluation criteria will be as stated in Section M of the final RFP.

7. Under the Very Relevant evaluation factor for past performance, it states that the effort must have included experience using the ALMSS data system and three or more of the following, but then only lists three items (15, 16, 17). Are there items missing from this list or does the effort need to include all of those items in order to be rated as Very Relevant.

Wording has been changed to the following:

• VERY RELEVANT: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires. The effort must have demonstrated capability using the ALMSS data system and all of the following:

‐ in DoD supply chain management environments with international support requirements ‐ procuring DoD materials with cyber‐security implications ‐ operating a DoD industrial warehouse ‐ work with Government technical sustainment data systems

8. Section 4.2.2.4 requires the Contractor to submit a draft Project Management Plan (PMP) with the proposal; however, this is not included in the proposal instructions. Should this be included with one of the Volume submissions or should this be submitted separately? Does this count toward the proposal page limits provided?

The draft PMP is no longer required for submission with the offeror’s proposal. We have changed the

PWS 4.2.2.4 paragraph to require the PMP within 10 calendar days after contract award. The PMP will be reviewed by the government for 10 days and the contractor will have 10 days after receipt of government comments to revise or clarify the PMP for final submission and acceptance by the government. See also CDRL A005.

9. Section 4.2.6 states that some positions may require access at the TS/SCI clearance level. Will the Government sponsor these individuals if access is required for the particular program?

The contractor must provide personnel capable of performing as required on Day 1 of the contract.

Personnel being assigned to work a TS/SCI program must have the appropriate clearance level upon contract award.

10. Section 4.2.6 requires the Contractor to designate a single contract manager as the central point of contact. Is this position in addition to the key personnel required, or can one of the key personnel serve in this role?

The key personnel perform critical functions for this effort. If the offeror can demonstrate their ability to perform both the key position requirements and contract manager functions, it may be considered acceptable.

11. Section 4.2.7 requires the Contractor to provide as key personnel one full time Site Leader.

Appendix D and Appendix E both list a Site Manager as key personnel. Should these all be listed as Site Manager, or is the Site Leader an additional position not listed in the Appendices?

The site leader is considered the most senior member of the contract team. One person performing both functions is acceptable.

12. 'Page 86, C‐Volume I indicates that Volume I contains the Total Compensation Plan, but the next paragraph contradicts this and indicates that the Total Compensation Plan is in Volume III. Please confirm which Volume is correct.

All references to Total Compensation Plan have been removed as it has been determined to be not applicable.

13. Page 90, E‐ Volume III indicates that Offerors are to fill‐in information in Attachment ?. Should this be Attachment 4?

Yes – This has been corrected and refers to Attachment 4

14. 'Page 90, E‐ Volume III does not include any mention of the Total Compensation Plan. Please confirm this is the correct volume for it and include its placement within the Volume.

All references to Total Compensation Plan have been removed as it has been determined to be not applicable.

15. The evaluation criteria for award table is blank. Please fill and provide updated table for

Evaluation Criteria.

Evaluation criteria for award table has been filled and updated.

16. 'Page 105, Cost/Price Proposal Factor includes a reference to the Excel price model as

Attachment ?. Should this be Attachment 4?

Yes – This has been corrected and refers to Attachment 4

17. 'Page 105, Cost/Price Proposal Factor, i) Balance includes a reference to pricing structure in

Attachment ?. Should this be Attachment 4?

Yes – This has been corrected and refers to Attachment 4

18. 'Page 105, Cost/Price Proposal Factor, iii) Total Evaluated Price. Will the final solicitation contain the TEP the Government intends to use for evaluation?

The TEP will be calculated by the Government, after receipt of proposals, as explained in Section M.
