B-1 Advanced Radar Test Station (ARTS) Draft Request for Proposal (DRFP) FA8533-11-R-31160
Instructions to Potential Offerors 01 April 2011
A schedule and a list of applicable technical documents on the B-1 ARTS program are being made available for review as draft documents. This is in response to industry’s requests for an advance review of the schedule and extensive technical specifications. Albeit previously published, a copy of the latest draft Purchase Description and Statement of Work are also included with this posting. The draft schedule identifies the items and data that comprise the B-1 ARTS requirement as well as the tentative contract structure. Note that the Basic Contract Period has a duration of twenty-four months; the Option I period encompasses a period of four years.
All prices are to be firm-fixed-priced. Due to the uncertainly as to when funds will become available, each line item in Option I has been segregated into separate annual segments. Please provide a response to the following questions:
1. Does this appear to be a feasible approach for industry to price the work? Or, does industry consider that the pricing in Option I can be accomplished as in the Basic Contract Period, i.e. in two-year increments?
2. Does industry see areas in the schedule that are confusing, areas that could be streamlined?
The Government is working on defining the evaluation criteria for this requirement, and is interested in industry’s input. Please provide a response to the following questions:
1. Does industry plan to utilize critical subcontractors for certain aspects of this requirement (e.g., will industry utilize a subcontractor to do the majority of the TPS development)?
2. How would industry define a critical subcontractor (i.e., what portion of the requirement the subcontractor would provide)?

Answers to questions submitted will be posted onto the FBO website under the Request for Proposal (RFP) number FA8533-11-R-31160.
If interested in receiving a compact disc with the referenced technical documents, a written request and a copy of the completed and approved DD 2345, Militarily Critical Technical Data Agreement should be sent via e-mail to Brandi.Matlock@robins.af.mil no later than 22 April 2011. Note that the DD 2345 is required for access to the data, and that DLA is the approving organization. The DD 2345 is typically processed by DLA within 5 business days. If the interested source has a completed DD 2345 on file, a copy of this previously completed and approved form is acceptable. Note that the Government will provide only one compact disc to each source. Discs will be mailed via regular U.S. mail service.
