Continuation of block 14. DESCRIPTION OF AMENDMENT/MODIFICATION
The purpose of this amendment is to provide answers to RFP questions.
a. All questions received after the issue of Amendment 0001 have been answered as follows:
1. In the questions and answers provided in Solicitation Modification 0001, Question number 1 and Government response is as follows:
“On the C-5 Engineering Requirements Review (ERR) Program, Solicitation Number:
FA8525-12-R-31240, will the Government supply labor categories and their associated target hours for the FFP portion of the basic and options?
Answer: No, the vendor shall include this information as part of the proposal.”
Would the Government please clarify where in the proposal this information is to be provided?
A: This information may be included in the technical volume when addressing the subfactors.
2. Section L-900.A. states “Print should be no smaller than a font size of 12 and should be on 8 ½ x 11 inch paper. Type of font shall be Times New Roman. Charts, graphs or spreadsheets may be on fold-out pages, but must fold within the page size specified and will count as one page.”
Will the Government accept a reduced font size (e.g. Times New Roman 10) for tables, graphics, and figures in accordance with normal submission standards for Government proposals?
A: Tables, graphics, and figures may contain print no smaller than a font size of 8 and should be on 8 ½ x 11 inch paper.
3. Section 4.8.1.1 of the SOW states “Program support requires the Contractor maintain membership with Airlines for America (A4A), formerly known as Air Transport Association of America (ATA) in order to ensure timely updates to the MSG-3 logic flow.”
Is the membership with A4A requirement one that must be fulfilled by the Prime Contractor, or is it acceptable to the Government for this requirement to be fulfilled by a teammate (i.e. proposed Subcontractor) with an active A4Amembership?
A: The Government does not require any one team member or Contractor to hold this membership. It is up to the Prime Contractor to determine the best way to fulfill this requirement.
4. The RFP is silent on the font size of tables/charts. We understand the font size is 12 Times New Roman for the proposal. Can the tables/charts/graph’s etc. be a smaller font?
A: Tables, graphics, and figures may contain print no smaller than a font size of 8 and should be on 8 ½ x 11 inch paper.
5. The subject RFP makes reference to small business goals of the solicitation, however the solicitation does not specify the goals for this requirement. It makes reference to the DOD goals. Does the Prime Contractor have to meet the DOD goals (ie. 28% SB) to achieve an acceptable rating?
A: In order to be deemed “acceptable” the offeror must have achieved some of the subcategory goals.
6. PWS paragraph 4.3.3 states that the contractor may be required to purchase equipment and/or materials for the accomplishment of the tasks under the PWS.
Please specify what types of equipment and materials are required and for what tasks they are needed so that these items can be priced.
A: This CLIN is for the contractor to propose any special materials that may be necessary to support ERR efforts. The Government does not require the Travel (CLINs X002) or Contractor Furnished Parts/Materials (CLINs X003) to be priced as part of the proposal as both are to be cost reimbursable no fee CLINs. These CLINs will not be included in the total evaluated price and will be funded as necessary upon award.
7. PWS 3.3 states that access, hardware, facilities, supplies/equipment, etc will be provided to the contractor IF the contractor is required to be collocated on RAFB to complete day-to-day tasks. Will we be allowed to submit alternate pricing in the event that the contractor is not required to be collocated on RAFB and has to provide workspace, hardware, etc at an off-site location for employees? And will all employees be collocated on RAFB or only certain critical positions?
A: Contractor personnel will be collocated on Robins AFB to complete day to day tasks. The Government has adequate space on Robins AFB.
8. PWS paragraph 4.8.1.5 references “sample prototype work cards” that were previously developed for 1C-5A-6WC-5 ISO inspections. Will the Gov please provide a copy of the sample prototype work cards so that we may better determine the formatting and content requirements?
A: Work card information is not available for distribution to the public. The information will be provided to the successful offeror at time of award.
9. PWS paragraph 4.8.1.8 requires the contractor to integrate, update, and sustain a comprehensive training program for implementation of this program. Please specify the type of training required, ie, CBT, classroom, OJT, etc. Are we required to develop classes IAW ISD guidelines? Who is the intended audience for the training? How many training sessions/classes per year are required and at what locations? Are we required to maintain official training records for trainees? Please provide more details regarding this task so that we may determine the level of effort required to support this task.
A: The anticipated trainees include any person working with relation to the C-5 community. Disciplines include supply personnel, logistics specialists, engineers, maintenance chiefs, mechanics, technicians, program managers, etc. The Government requirement is not for a formal training program, but for an exchange of information to those previously mentioned. It is up to the Contractor to determine the most appropriate method.
10. PWS paragraph 4.8.1.9 refers to a “collaborative capability that supports visual and voice communication among C-5 RISOs”. Please define what is meant by visual and voice communication? How many C-5 RISOs are involved? Is there a specific web-based application that is currently being used, or will any appropriate application such as Skype be acceptable?
A: Three C-5 RISO locations will be supported, Westover, Martinsburg, and Dover.
The Government, via existing contractor support, is in the process of accrediting (developing a C&A package) Onsite Librestream software and MCD2000EX and MCD2500EX cameras in engineering support. This setup will allow engineers to remotely transmit video/audio data back to the home office in the event of a downed aircraft at a remote location. The software/hardware has not been approved for use nor is the accreditation package complete. The successful offeror will be responsible for the oversight of the accreditation of this software/hardware setup if not accomplished prior to contract award.
11. PWS paragraph 4.8.1.10 refers to CBM process support at RISOs. Is the contractor required to actually have employees located at the RISO sites?
A: No, the successful offeror will not be required to physically locate to the RISO sites.
This paragraph refers to data mining to determine the condition of the aircraft prior to induction at the RISO. The successful offeror shall review maintenance data for each tail number and determine inspection requirements for that specific aircraft.
12. PWS paragraph 4.8.2. IDE Sustainment: Is there an IDE application currently in use? What are the systems architecture requirements for the IDE? Is this current IDE the same as the “C-5 Maintenance Database” that is referenced in PWS paragraph 4.8.2.1? The C-5 Maintenance Database is not listed in any other systems/database paragraphs or tables in the PWS. Please provide more detailed information regarding this database and the requirements for maintaining it.
Example: Is it web-based? Is it on a Government server? Is it currently being maintained by the Government or by a contractor? Is it EITDR/eMass registered or will we be required to perform that task?
A: Yes, there is an IDE currently in use. The C-5 Maintenance Database (a.k.a. SMPDB) is a module within the AIDE software. The existing software along with the source code will be provided to the successful offeror as the Government owns the software and the code. Specific modifications required are unknown at this time, but will include changes to the how the software appears to the user and/or the content it displays. The software is on a Government server and is currently being maintained by a contractor. It is registered with EITDR/eMass, but the C&A package approval is pending. If approval is not granted prior to contract award, the successful offeror will be responsible for oversight. The following code will be modified for languages:
The current Form 107 system software language is .NET 1.1 and SQL Server 2003, the new server will be .NET 3.5 and SQL Server 2008
AIDE and MIMS– The front-end code is Microsoft .NET C# version 3.5 and the database is MS SQL Server 2008
Techsight/X is XML and XSL-T and XSL-FO for Render-X
13. PWS paragraph 4.8.2.2 requires the contractor to provide support and maintenance of the applications listed in Table 1 (Existing C-5 Applications). Please define the scope of support and maintenance required of the contractor. Are the listed applications already being maintained by the Gov IT organization or by a contractor?
A: The scope of support is that work necessary to keep software running on Government servers and computers. The applications are currently being maintained by a contractor.
14. PWS paragraph 4.8.2.4 Application testing: Are the web production server and database server Government-owned, or is the contractor expected to provide these servers, including all support and maintenance of them?
A: The hardware is Government owned, the successful offeror is expected to provide support and maintenance of the software.
