Questions:

1) Is the C-5 Engineering Requirements Review (ERR) program effort a new requirement, have an incumbent, or is it a bundling of multiple contracts?

Answer- This program effort is considered a new requirement.

2) Is this requirement full and open competition?

Answer- Yes.

3) When will the PWS and other documents become available?

Answer- Once the solicitation (RFP) has been posted.

4) Any chance this could be a Service-Disabled Veteran Small Business set-aside?

Answer- This acquisition will be full and open to all sources with no set-asides.

5) When will the RFP be issued?

Answer- The current approximate RFP issue date of 13 March 2012 has been pushed. Please continue to check FedBizOpps for the latest updates on this effort.

6) The response to the question below that was posted on the FedBizOp website indicated that there was no incumbent.

"1) Is the C-5 Engineering Requirements Review (ERR) program effort a new requirement, have an incumbent, or is it a bundling of multiple contracts?

Answer- This program effort is considered a new requirement."

This seems to be inconsistent with the information released in the RFI which states:

"The current contract is for MSG-3 implementation and was awarded as a sole source contract to Intergraph Corporation. The contract number is GS-35F-0011K and was awarded for $5.05M, with an expiration date of 6 July 2012."

Can you elaborate on the inconsistency?

Answer- The current contract contains some requirements that are included in the effort mentioned in the synopsis, but also contains new requirements that are not covered by an existing contract. Therefore, the effort discussed in the synopsis is considered a new contract effort.

7) How many work cards have been developed to date and is there an estimated for the number of future work cards that need to be established?

Answer- Check Level
