PERFORMANCE-BASED WORK STATEMENT (PWS)
C-5 Mechanical Component Overhaul Purchase Request: FD2060-13-30168
Date: 14 Feb 13
1.0 DESCRIPTION OF SERVICES. The Air Force has a requirement for depot-level overhaul coverage for competitive C-5 aircraft items within Federal Stock Classes; 1650, 1680, 4710, 4810, and 4820. Initial items to be included on the contract are listed in section 5.0, Appendix A. Government owned technical manuals will be provided. The depot-level overhaul to be performed requires the contractor to perform teardown, evaluation, overhaul, testing, procurement of components, packaging, handling, storage, transportation, as well as data collection while maintaining a prompt delivery schedule. These services provide assets to reduce current backorders and meet quarterly demand rates that will support Air Force sorties and aircraft Programmed Depot Maintenance (PDM). The contractor shall maintain overhaul quality and track and resolve any Product Quality Deficiency Report (PQDR)s. Additionally, the contractor shall not delay any mishap notifications if the need occurs.
2.0 SERVICES SUMMARY (SS).
Performance Objectives PWS Para. Performance Threshold

Maintain prompt delivery schedule.

Parts shall be delivered on-time 90% of the time in accordance with contract schedule to be negotiated prior to contract award. The remaining 10% can be no more than seven calendar days later.
Mishap Notification and Reporting
4.11.2 No more than one instance of late mishap notification per calendar year
3.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, MATERIAL, and
SERVICES (GFP/GFE/GFM/GFS).
3.1 The Government will furnish technical data but there will be no Government furnished property. Technical manuals will be obtained from the C5 Commodity Technical Order Manager upon contract award. The Contractor shall furnish all material, parts, labor, tools, equipment, and facilities necessary for the overhaul of the end items.
3.2 REPORTING LOSS OF GOVERNMENT PROPERTY
a. Definitions. As used in this clause— “Government property” is defined in the clause at FAR 52.245-1(a), Government Property. “Loss of Government property” means unintended, unforeseen, or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of Government property includes, but is not limited to—

(1) Items that cannot be found after a reasonable search;
(2) Theft;
(3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
(4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.
“Unit acquisition cost” means—
(1) For Government-furnished property, the dollar value assigned by the Government and identified in the contract; and
(2) For Contractor-acquired property, the cost derived from the Contractor’s records that reflect consistently applied, generally acceptable accounting principles.
b. Reporting loss of Government property.
(1) The Contractor shall use the Defense Contract Management Agency (DCMA) eTools software application for reporting loss of Government property. Reporting value shall be at unit acquisition cost. The eTools “LTDD of Government Property” toolset can be accessed from the DCMA home page External Web Access Management application at http://www.dcma.mil/aboutetools.cfm.
(2) Unless otherwise provided for in this contract, the requirements of paragraph (b)(1) of this clause do not apply to normal and reasonable inventory adjustments, i.e., losses of low-risk consumable material such as common hardware, as agreed to by the Contractor and the Government Property Administrator. Such losses are typically a product of normal process variation. The Contractor shall ensure that its property management system provides adequate management control measures, e.g., statistical process controls, as a means of managing such variation.
(3) The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to Theft; Inadequate storage; Lack of physical security; or “Acts of God.”
(4) This reporting requirement does not change any liability provisions or other reporting requirements that may exist under this contract.
3.3 COMMERICAL ASSET VISIBILITY AF (CAVAF): The contractor shall report using the Commercial Asset Visibility (CAVAF). (CDRL A001, Data Item Description, DI-MGMT-81634B). The contractor shall provide data related to the tasks and efforts conducted for each repairable unit. If CAVAF training is required, send an email to:
406scms.cav.af.ar@robins.af.mil. The contractor shall conduct production reporting on a daily or as transactions occur basis. The contractor shall obtain a valid DoD PKI certificate to log into CAVAF. Each user shall be required to have an Identity Certificate only; an encryption certificate is not required.
4.0 GENERAL INFORMATION.
4.1 Overhaul. Overhaul of items listed in section 5.0 Appendix A of this document shall be performed in accordance with (IAW) specified Technical Manual. Title and publication date of Technical Manuals can also be located in section 5.0, Appendix B.

Approval for any deviations from Technical Manual(s) has to be approved by the Air Force C5 system engineer. Request for waiver shall be submitted in writing to the contracting officer.
4.1.1 Inspection and Induction. Upon receipt, the contractor shall perform a visual inspection of each Line Replacement Unit (LRU) to ensure proper identification, completeness and to identify missing components and subassemblies. Contractor shall report any items which are misidentified, misdirected or have Air Force recoverable modules/subassemblies missing to the PCO through the ACO for disposition instructions within 10 days of receipt. The contractor shall maintain inspection records documenting the condition of the item as received, including identification of missing components and subassemblies. The contractor is authorized to conduct a more thorough pre-induction inspection to identify estimated overhaul time and anticipated materials required for overhaul. The contractor is also authorized to induct items for overhaul on other than a first-in, first-out basis.
4.1.2 Over and Above. Over and above shall not be considered. Any component parts that do not meet specified inspection requirements, or if there is any doubt as to its serviceability or longevity shall be replaced at the contractor’s expense.
This includes any part requiring replacement due to catastrophic failure, fatigue, or normal deterioration. The contractor is advised to include the cost of replacing a percentage of each recoverable part, as identified above, in their overhaul cost proposal.
4.1.3 Minimum Essential Requirements. Contractor shall meet the minimum essential requirements listed below. These requirements are in addition to all other requirements as set forth in this PWS. The following minimum essential requirements are essential for contract performance and the offerors shall demonstrate that existing facilities are available prior to input of the first component(s):
a. Sufficient space to maintain, completely enclosed, components and associated support equipment/tooling IAW Technical Orders (TOs), such that individual component may be moved without the disruption of any other component. This space shall be dedicated to the program: however, the contractor may request, through the procuring contracting officer (PCO), approval to use this space for other purposes during periods of inactivity of requirements.
b. Facility lighting (sufficient to allow multi-shift operation), electricity (110 VAC/60 HZ, 28 VDC, 120 VAC/400 HZ) and compressed air (65 CFM providing not less than 95 PSI per drill motor).
c. The contractor (and subcontractors/vendors) shall provide security and protection sufficient to prevent unauthorized access, damage, theft, or sabotage to government property.

d. Contractor personnel shall have command of the English language and be able to read, interpret, and comprehend Air Force engineering drawings and specifications.
e. The contractor shall possess the capability to accomplish overhauls, modifications, and inspections to/on C-5 components in accordance with Technical Manuals.
f. NOTE: The requirements listed below shall be in place and available for use within 60 days after contract award.
g. The contractor shall possess or obtain through subcontracting efforts, back shops with manufacturing capability. Shops shall be equipped with normal associated equipment to support the overhaul of C-5 components such as lathes, milling machines, grinders, drills, heat treating and degreasing equipment, presses, and shears. Assembly of parts, testing, tubing manufacturing and manufacture of subassemblies can be performed adjacent to component work area provided space is available for required jigs and fixtures, mock-ups, test equipment and other required tooling.
The contractor shall have the capability to provide the following shops:
(1) Machine shop
(2) Metal Plating Shop (including blasting and peening)
(3) Metal Processing Shop (heat treating/welding, including titanium)
(4) Hydraulic Shop (including hose fabrication and test)
(5) Non-Destructive Inspection (NDI) Facilities (including metallic and nonmetallic NDI capabilities)
(6) Electrical/Environmental (oxygen and bleed duct systems) Shop
(7) Mechanical Accessories Shop (flight controls, doors, and landing gear installation and rigging)
(8) Paint and Corrosion Shop
(9) Clean Room for composite lay-up (including freezers and on-aircraft composite bonding equipment)
(10) Sealant mixing facility (sealant mixing machine, storage space, and refrigerator). The contractor shall be capable of handling and disposing of all hazardous waste associated with the performance of this contract including but not limited to paint, paint residue and depleted uranium weights in accordance with existing local, state and federal laws and regulations.
4.1.4 Special Tooling and Test Equipment. Technical Manuals identify special tooling and test equipment requirements for all items to be overhauled under this effort.
It shall be the responsibility of the contractor to provide all necessary special tooling and test equipment to perform necessary overhauls IAW technical manuals. Any substitution of tooling or test equipment identified in the technical manuals shall be approved in writing by Air Force C5 system engineer prior to use by the contractor. Contractor shall have required special tooling and test
FD2060-13-30168 PWS Page 5 of 13 equipment, or authorized substitute, available within 90 days of contract award.
A list of identified special tooling is provided in Attachment 1. This list should not be used in lieu of the official technical manuals, it is merely offered as a general listing. The contractor is responsible for ensuring all equipment and special tooling identified in the manuals is available.
4.1.5 Production Testing. AFLCMC/WLSEAB engineering reserves the right to audit production testing for quality. Inspections will be conducted on a non-interference basis at the contractor facility. The Contractor shall be notified by the PCO, in writing, of the date and time of inspection. The contractor shall not deviate from the Government Technical Manual(s) without the written authorization of the PCO.
4.1.6 Usage Data. The contractor shall provide a quarterly report showing usage data (CDRL A002, End Item (EI Production and Component Item (C/I) Consumption Repair History Data, DI-ALSS-81220A)
4.1.7 Condemnations. When the total overhaul costs for a unit exceed 75% of the Standard List Price, that unit should be recommended for condemnation as Beyond Economical Repair (BER). After coordination by DCMA Quality Assurance Representative (QAR) the contractor will forward requests for approval to condemn units they consider to BER to the PCO for government disposition. Supporting documentation/rationale should be included to expedite processing of the requests and disposition by the government. The contractor shall not condemn or scrap any asset without government authorization.
4.1.7.1 Replacement assets. The Government is authorized to replace a condemned end item with a replacement reparable end item of the same stock number at no additional cost.
4.2 Item Unique Identification (IUID) Requirements: The IUID Program requires each qualifying Air Force (AF) asset to be uniquely identified with a permanent marking that can sustain its information throughout the life of the asset. The program addresses two categories of assets—those already in the AF inventory and those currently under contract but not currently in the AF inventory.
For assets under contract, IUID requirements are specified in Defense Federal Acquisition Regulation Supplement (DFARS) 252-211.7003, Item Identification and Valuation and Department of Defense (DoD) 4100.39-M, Federal Logistics Information System (FLIS). All assets subject to marking must be recorded in the DoD IUID Registry.
4.2.1 IUID Marking Plan. The Contractor’s IUID Marking Plan shall fully detail and document the strategy and scope to be used to meet MIL-STD-130, DoD Standard Practice Identification Marking of US Military Property.

The plan must be approved by the WR-ALCWLS system engineer prior to implementation. (CDRL A003, Item Unique Identification (IUID) Marking Plan, DI-MGMT-81803)
4.2.2 IUID Marking Activity and Verification Report. The contractor shall provide an IUID Marking Activity and Verification Report. A key attribute for the report is the Verification column which indicates pass/fail for each item’s Data Matrix Symbol Quality. (CDRL A004, Unique Identification (IUID) Marking Activity and Verification Report, DI-MGMT-81804)
4.3 Quality Assurance. The Defense Contract Management Agency’s (DCMA) QAR will perform on-site inspections of the contractor’s production and quality control programs to monitor performance and ensure satisfactory services are received.
Quality compliance will be monitored using the deficiency reporting systems defined in T.O. 00-35D-54, USAF Deficiency Reporting, Investigation and Resolution. The contractor shall be responsible for initially validating customer complaints. However, the Deficiency Reporting Information System (DRIS) Air Force Action Point shall make final determination of the validity of customer complaint(s) in cases of disagreement. Air Force acceptance of the overhauled item will be made at the contractor’s facility and will be documented via Wide Area Work Flow (WAWF), Material Inspection and Receiving Report. No more than one (1) Product Quality Deficiency Report (PQDR) per item on contract per contract year shall be allowed.
4.4 Packaging. (MIL-STD-2073-1d, 10 May 02, Standard Practice for Military Packaging and MIL-STD-129P (4), 19 Sep 07, Military Marking for Shipment and Storage). When shipping containers are received that meet the requirements of the AFMC Form 158, Packaging Requirements, and are suitable for return shipment of serviceable assets, they shall be reclaimed, stored and protected for reuse. Unserviceable contains shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158, Packaging Requirements.
4.5 Delivery / Fast Transportation. The contractor shall use fast transportation to ship all serviceable end items. AFMCI 21-113, Contract Maintenance Program for Depot Maintenance Activity Group (DMAG), defines Fast Transportation as “the means accomplishing the shipment planning process in the least amount of time and then using express transportation to deliver the shipment to the customer. In addition to fast transportation, transit visibility is required throughout the process. The customer should be able to track a requisition until it reaches the final destination." Delayed deliveries negatively impact aircraft availability and the C-5 day- to- day mission readiness posture.
One hundred percent adherence to delivery schedules is imperative. Parts shall be delivered on-time 90% of the time in accordance with contract schedule to be negotiated prior to contract award. The remaining 10% can be no more than seven calendar days later.
4.6 Disposition. For instances of asset discrepancy identification, condemnation, or overhaul completion and final inspection, the contractor shall contact the PCO to obtain
FD2060-13-30168 PWS Page 7 of 13 disposition instruction for the related misidentified, condemned, or serviceable condition asset.
4.7 Performance of Service During Crisis. The Functional Commander/ Functional Director (FC/FD) has determined, by placing in writing, their decision that this requirement is not Mission Essential (M-E) in accordance with DoDI 1100.22, Policy and Procedures for Determining Workforce Mix and DFARS 237.76, Continuation of Essential Contractor Services.
4.8 Inspection of Service: The Inspection of Services Clause from FAR 52.246-4, Inspection of Services - Fixed Price gives the right to inspect contractor performance.
4.9 Green Procurement Program (GPP). GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable products and services. GPP requirements apply to all acquisitions using U. S. Government appropriated funds, including services and new requirements. FAR 23.404(b), Agency Affirmative Procurement Program, applies and states the GPP requires 100% of EPA designated product purchases that are included in the Comprehensive Procurement Guidelines (CPG) list that contains recovered materials, unless the item cannot be acquired: (a) competitively within a reasonable timeframe; (b) meet appropriate performance standards, or (c) at a reasonable price. The prime contractor shall be responsible for ensuring that all subcontractors comply with this requirement.
4.10 Security Requirements (UNCLASSIFIED).
4.10.1 General. Actual knowledge of, generation, or production of classified information is not required for performance of the contract.
4.10. 2 Operations Security (OPSEC). Contractor personnel will participate in the OPSEC program locally administered by the Air Force (AF) activity.
4.10.3 Employee Clearances. Contractor employees that need access to Government owned Automated Information Systems (AIS) will require the minimum of a Favorable National Agency Check (NAC). Submit a Standard Form 85P, Questionnaire for Public Trust Positions, (fingerprint cards if available) to the 638 SCMG Security Office for processing.
4.10.4 Security Incidents and Violations. The contractor shall immediately notify the 638 SCMG Security Office of any actual security violation, security incident, or of any indication of a potential unauthorized disclosure or compromise of classified or sensitive but unclassified information.
4.10.5 Security Education. All full time contractor employees occupying physical space on Robins Air Force Base will comply with the 638 SCMG Security Education and Awareness program. The program consists of the following components: initial training, annual refresher training, and periodic tailored training.

4.11 Safety Requirements: The contractor shall comply 100 percent of the time.
4.11.1 Contractor Compliance. Contractors shall comply with Occupational Safety and Health Act (OSHA) Public Law 91-596, OSHA Standard 29 CFR 1910, and OSHA Standard 29 CFR 1925 for the protection of their employees. To ensure the protection of Air Force personnel, assets and interests, the contractor shall be solely responsible for compliance with all federal, state and local laws, codes, ordinances, regulations, the Occupational, Safety and Health Act (Public Law 91-596) and the resulting OSHA Standards 29 CFR 1910 and OSHA Standards 29 CFR 1925, all Air Force Occupational Safety and Health (AFOSH) Standards, and any applicable local guidance.
The contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the contractor is responsible for the safety and health of all subcontractor employees.
4.11.2 Mishap Notification: No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. The contractor shall telephonically notify the Safety office within four (4) hours of all mishaps or incidents to DoD property entrusted by this contract operation. No more than one instance of late mishap notification per calendar year is acceptable. Follow all other reporting requirements as identified on the CDRL A005, Accident/Incident Report (Mishap Notification & Reporting), DI-SAFT-81563.
4.11.3 Mishap Investigation. If requested by the Government PCO or Administrative Contracting Officer (ACO), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenances and training records until released by the investigating safety office. If the government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the government personnel until the investigation is completed.
4.13 Government Industry Data Exchange Program (GIDEP). The contractor shall provide the government with information concerning nonconforming items, supplies, and services or safety problems which have adversely impacted, or has potential to adversely impact this program. The contractor shall notify the government within 24 hours of discovery. An Alert/Safe Alert can be submitted on a DD Form 1938 or electronically using GIDEP Form 97-1.
The contractor has the choice to use either method; however, electronic submission of Alert/Safe Alert GIDEP Form 97-1 is preferred. (CDRL006, GIDEP Alert/Safe-Alert Report, DI-QCIC-80125B & CDRL007 GIDEP Alert/Safe-Alert Response, DI-QCIC- 80126B).

4.14 Contractor Manpower Reporting Requirements. Per reference SAF/AQ Memo, 13 Nov 12, “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USAF via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement). Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year.
Contractors may direct questions to the CMRA help desk.”
4.14.1 *Reporting Period: Contractors are required to input data by 31 October of each year. However, due to the delayed implementation, input of FY12 data is required by 31 Mar 13.
4.14.2 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
4.14.3 User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the CMRA link at http://www.ecmra.mil (select Dept of the Air Force option if you you’re working an AF requirement).
4.15 Procedure for Invoicing/Payment/Acceptance: The multi-functional team (MFT) can request that data items be attached to acceptance forms through Wide Area Work Flow (WAWF) or submitted to government personnel as spelled out in the data Contract Data Requirements List (CDRL). To allow for payment of separately priced data items, the MFT must use WAWF for acceptance. Data CDRL will determine submittal requirements; however, both separately priced and non-separately priced items must be accepted in WAWF in order for the line item to be closed out in the contract.
