A. INTRODUCTION:
1. Section L provides guidance for preparing proposals and specific instructions on the required format and content. To assure timely and equitable proposal evaluation, offerors shall propose in accordance with this section and all solicitation requirements (i.e. provisions, clauses, appendices, attachments, forms, etc.). Non-conformance with the instructions provided in this section or the requirements and statements of the solicitation may result in an unfavorable evaluation or proposal disqualification (i.e. the offeror was considered nonresponsive to the solicitation requirements).
2. The Government representative identified below shall be the sole point of contact for this acquisition. All questions, comments, and/or concerns shall be directed to this person unless otherwise directed by the Government representative identified below.
Leslie Trice 6041 Gum Lane, Bldg 1226 Hill AFB, UT 84056 leslie.trice@us.af.mil Phone: 801-775-6906
3. If an offeror believes that the solicitation contains errors, omissions, or is otherwise unsound
(i.e. the offeror is unable to agree to the required delivery schedule), the offeror shall immediately notify the aforementioned Government representative in writing with supporting rationale. Upon consideration the Government may continue, amend, or cancel the solicitation.
4. The Government reserves the right to award this effort based on initial proposals, as received, without discussions IAW FAR 52.215-1. Communications conducted to resolve minor or clerical errors will not constitute discussions. The contracting officer reserves the right to award a contract without the opportunity for proposal revision.
5. If a competitive environment is not achieved the offeror, via submission of a proposal, agrees to provide the Government with other than certified cost or pricing data for proposals < $750K and certified cost or pricing data for proposals ≥ $750K.
B. PROPOSAL FORMAT:
1. Offerors may submit a hardcopy (see B.1.a) or softcopy proposal to the Government representative identified at paragraph A.2.
a. Hardcopy proposals are not accepted without approval from the aforementioned Government representative. Digital proposals shall be submitted via email or on Compact Disc(s) (CD) via courier to the aforementioned Government representative.

A page is defined as a side of a sheet of paper or digital page displaying text or graphics. Page size shall be 8.5” x 11”. The text size shall be no less than 11 point. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or presentation software.
