SECTION M
EVALUATION FACTORS FOR AWARD
A. INTRODUCTION:
This acquisition shall be awarded to the Lowest Price (LP) offeror.
Technical pre-qualification is required to be considered for award of this Government requirement. Technical qualification requirements have not been included in this solicitation.
Contractors that are interested in becoming a technically qualified “Approved Source” for the NSN(s) identified on this solicitation are encouraged to contact the Government representative identified at paragraph A.2. of attachment SECTION_L.pdf to obtain technical qualification instructions.
Technical Capability will not serve as a proposal evaluation factor as technical qualification is a requirement that must be completed prior to the date specified for award of the contract.
Proposals from offerors that are not considered technically qualified “Approved Sources” prior to the date specified for award will not be considered for award. The date specified for award is one week after the RFQ closing date. Per FAR 9.202(e) the Contracting Officer need not delay a proposed award in order to provide a potential offeror with an opportunity to meet the standards specified for qualification.
Past Performance will not serve as a proposal evaluation factor, but will be considered in accordance with a determination of responsibility per FAR 9.1. Contractors that are not determined responsible (IAW FAR 9.103, FAR 9.104-1, and other statutes) will not be selected for award.
By submission of its proposal, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.
If a competitive environment is not achieved the evaluation criteria established in attachment SECTION_M.pdf will be dissolved and the sole offeror will enter into negotiations with the Government.
B. PROPOSAL EVALUATION FACTORS AND PROCEEDURES:
The Government will not evaluate proposals from offerors that are not considered technically qualified “Approved Sources” prior to the date specified for award.
The Government shall evaluate proposals from offerors that are considered technically qualified “Approved Sources” prior to the date specified for award based on the evaluation factors established below:
FACTOR 1: PRICE (Lowest Price)
Price is the only proposal evaluation factor.
The Government will conduct price evaluations on all proposals that are determined responsive to the solicitation requirements.
A contract award will be extended to the offerors that submit proposals with the lowest FACTOR 1: PRICE summed extended price per CLIN over all ordering periods, is responsive to the solicitation requirements, and is determined responsible by the Government (IAW FAR 9.103, FAR 9.104-1, and other statutes).
For instance, based on the example identified in SECTION_L.pdf, if Contractor “A” proposed $10,000.00 for CLIN 1005 and $12,500.00 for CLIN 2005 then Contractor “A’s” evaluation amount for X005 would be $22,500.00. If Contractor “B” proposed $11,000 for CLIN 1005 and $11,000 for CLIN 2005 then Contractor “B’s” evaluation amount for X005 would be $22,000.00 and Contractor “B” would be awarded CLINs 1005 and 2005 assuming Contractor “B” was responsive to the solicitation requirements, and determined responsible by the Government. If a contractor wins X005 then they would be awarded 1005 and 2005 etc. as X005 = the sum of the extended prices of CLINs 1005 and 2005. The individual CLINs (i.e. 1005 and 2005) cannot be awarded to separate contractors.
