1.0 INTRODUCTION

This Statement of Work (SOW) provides the Government’s key program, contract, and management objectives for this solicitation. The Offeror shall use this SOW, Attachment A, Technical Requirements Document (TRD) for Shock Isolator Test Tower (SITT) and Attachment B, Purchase Specification for the Shock Isolator Test Tower (SITT) as the basis for preparing their proposal in accordance with (IAW) Contract Data Requirements List (CDRL), Integrated Master Schedule (IMS) [A001, DI-MGMT-81861A, Integrated Program Management Report (IPMR)].

3.0 BACKGROUND

The Minuteman III Weapon System utilizes shock isolators in the Missile Suspension System (MSS), the Launcher Equipment Room (LER) and the Launch Control Center (LCC). Both the MSS and LER utilize a liquid filled shock and the LCC utilizes an air filled system. These shocks are designed to protect the weapon system by dampening movement created by natural and manmade geographical forces. The SITT was originally manufactured and installed in the early 1960’s to facilitate testing of the three different Shock Isolators after depot level repair. This test equipment requires replacement which will alleviate supportability and safety concerns.

4.0 PROGRAM OBJECTIVES

The objective of this effort is to design, manufacture, install and integrate two test stations using open architecture and Commercial Off-The-Shelf (COTS) components and equipment to allow the government life cycle sustainment through the 309th. The test stations shall meet or exceed current SITT functional capabilities as well as the requirements in Appendix A and Appendix B.

3.1 Cybersecurity Program Objectives

3.1.1 This system will be a closed system with no connectivity to any outside network.

3.1.2 Encryption Instructions for restricted data transmitted via email are located in Appendix H.

5.0 CONTRACT OBJECTIVES

5. Development

0. The contractor shall document requirements and system functional specifications IAW:

0. The contractor shall deliver the following:

0. The contractor shall integrate related technical parameters and assure compatibility of all physical, functional, and program interfaces in a manner that maintains total SITT system/subsystems definition and design. Develop test descriptions, test plans, and test procedures IAW:

0. Institute quality assurance processes to ensure quality of documentation, testing, analyses, and hardware during the manufacturing of systems/subsystems. Quality processes shall be documented in a SITT Quality Assurance Program Plan IAW:

5. Analysis and Testing

1. The contractor shall perform analysis and tests that the end item meets or exceeds the performance requirement of Technical Requirements Document (TRD) for Shock Isolator Test Tower (SITT) (see Appendix A). [CDRL A032, DI-MISC-80508B/T, Technical Report – Studies/Services (Requirements Traceability Matrix)] [CDRL A025, DI-IPSC-81440, Software Test Report (STR)].

1. Initial inspection anticipated to be modeling and simulation and shall be done at contractor’s facility. Defense Contract Management Agency (DCMA) will be government on-site representative. Contractor shall have approval prior to shipping to Hill AFB for ATP IAW [CDRL A026, DI-NDTI-80566A, Test Plan] [CDRL A027, DI-NDTI-80603A, Test Procedures] [CDRL A028, DI-NDTI-80809B, Test/Inspection Report].

1. Acceptance Test Procedures shall be at Hill AFB and after foundation upgrade is approved and shall be IAW [CDRL A029, DI-QCIC-80553A, Acceptance Test Plan] [CDRL A030, DI-QCIC-81891, Acceptance Test Report (ATR)].

5. Configuration Management

2. The contractor shall adhere to Air Force Configuration Management (CM) process 62-CMP ICBM Configuration Management Plan, to control the manufacture and installation of all SITT system assets IAW [CDRL A007, DI-SESS-80858C, Supplier’s Configuration Management Plan].

2. Identification Marking of Military Property. The GDS shall contain a Unique Identification (UID) marking IAW MIL-STD-130M. The Contractor shall maintain the IUID tags (markings) IAW MIL-STD-130N, dated 17 December 2007, contract clauses, DFARS (252.211-7003, 252.211-7007), and the Contractor's IUID Marking Plan. The Contractor shall report using the IUID registry, located on the internet at http://www.acq.osd.mil/dpap/pdi/uid/data_submission_information.html. The IUID Marking Plan and registry shall be approved before delivery of refurbished test stands. The Contractor is responsible for identifying new candidate parts for inclusion in the IUID program IAW [CDRL A040, DI-MGMT-81803, Item Unique Identification (IUID) Marking Plan]. [CDRL A041, DI-MGMT-81804A, Item Unique Identification (IUID) Marking Activity, Validation and Verification Report].

2. Submit Computer Program Identification Number IAW [CDRL A022, DI-MISC-81454C, Automated Computer Program Identification Number (ACPIN) Data and Control Record].

2. Create interface control documents (ICD) for all interfaces within the SITT IAW [CDRL A014, DI-SESS-81248B, Interface Control Document (ICD)].

5. Quality Control

3. The contractor shall develop a Quality Assurance Program Plan (QAPP) and Traceability Matrix IAW [CDRL A005, DI-QCIC-81794, Quality Assurance Program Plan]. The QAPP shall be delivered no later than 30 days after award.

3. The contractor shall develop and implement procedures to properly maintain measuring equipment and test equipment IAW [CDRL A043, TM-86-01P, Air Force Technical Manual Contract Requirements (TMCR)]. The contractor shall develop and implement procedures to ensure appropriate corrective action relative to nonconforming material so as not to incur negative impact to schedule, or performance IAW [CDRL A008, DI-MGMT-80501, Contractor’s Corrective Action Plan]. Corrective Action Plan shall be delivered no later than 90 days post award. Contractor shall also provide a Test Problem Report IAW [CDRL A031, DI-MISC-81622, Test Problem Report (TPR)] within 48 hours of experiencing any issue(s) during testing phase(s).

5. Logistics The contractor shall assume all responsibilities related to transportation, installation, and check out acceptance test, as well as the following data necessary to support SITT after delivery IAW:

5. Period and Place of Performance

5. The contractor shall deliver two fully functional, approved and successfully tested SITTs 18 months after award of contract.

5. The contractor shall develop a schedule IAW [CDRL A001, DI-MGMT-81861A, Integrated Program Management Report (IPMR)]. The IPMR shall be delivered no later than 30 days after award. Where the contractor locates its developmental testing and production operation is at their sole discretion.

5. SITTs shall be delivered, installed, and accepted at Hill AFB, Utah, Building 850, Bay F. The contractor shall confine construction debris and dust and maintain a clean environment in the work zone on the west side of Bay F as depicted in Appendix F. There shall be no interruption to other production areas in the building.

5. Technical Reviews

6. At a minimum, the contractor shall conduct the following Technical Design Reviews (TDR) for the SITT program: Kick-off meeting, System Requirements Review (SRR), System Functional Review (SFR), Preliminary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review (TRR), and Production Readiness Review (PRR). The Kick-Off meeting shall be held no later 30 days post award. These reviews normally should not occur simultaneously and the contractor must plan to give the Government adequate time as outlined in the CDRL descriptions. Scheduling of each review shall take into consideration the following timeframes: SRR conducted one month prior to SFR; SFR conducted no later than 90 days prior to PDR; PDR conducted no later than 90 days prior to CDR; CDR conducted no later than 30 days prior to commencement of manufacturing phase; TRR conducted no later than 90 days after CDR; PRR conducted in conjunction with installation of first SITT. These reviews will be held at Hill AFB. IAW [CDRL A002, DI-ADMN-81249A, Conference Agenda] [CDRL A003, DI-MGMT-81605, Briefing Materials] and [CDRL A004, DI-ADMN-81505, Report, Record of Meeting/Minutes].

6. The contractor shall support a Functional Configuration Audit (FCA), Physical Configuration Audit (PCA) and Configuration Control Board (CCB). Scheduling of each audit shall take into consideration the following timeframes: FCA conducted after completion of TRR; PCA conducted in conjunction with PRR schedule; CCB conducted in final month of contract. Updates to affected specifications, drawings, and other technical documents will be completed. Requests for Nomenclature (RFN) will be processed and submitted as required. IAW [CDRL A015, DI-SESS-81254C, Request for Nomenclature (DD Form 61)].

6. The contractor shall conduct weekly Integrated Product Team (IPT) meetings beginning 30 days after award to review program progress, identify issues, exchange information, etc. The IPT meeting shall be telecoms.

5. Program Management Reviews (PMR)

7. The contractor shall provide the Government with clear insight of the entire program to include concepts, design solutions, research, cost, schedule, meetings, technical performance, engineering data, tests, analysis, and risks. This includes review and approval of all concepts, design solutions, and risks to implementation.

7. Contractor functional management shall review program status and needs periodically. Support and participate in PMRs at 13-week intervals or as directed by the Government (minimum 4, maximum 6 per year).

7. The PMRs will be conducted at Hill, AFB. The contractor shall submit briefing material as required for PMRs no later than 5 business day prior to the PMR meeting date. Agendas shall be submitted no later than 5 business days prior to the meeting date. Meeting minutes shall be provided no later than 7 business days after the PMR is conducted. IAW [CDRLs A002, DI-ADMN-81249A, Conference Agenda] [A003, DI-MGMT-81605, Briefing Materials] [A004, DI-ADMN-81505, Report, Record of Meeting/Minutes] [CDRL A032, DI-MISC-80508B/T, Technical Report – Studies/Services (Requirements Traceability Matrix)].

5. Monthly Status Reports The contractor shall provide a monthly status report (MSR) 60 days after contract award and no later than the 15th of each month thereafter. IAW [CDRL A012, DI-MGMT-80368A, Status Report].

5. Technical Orders

9. The contractor shall update the Technical Orders (TO) for the LER, MSS, and LCC SIs. IAW [CDRL A043, TM-86-01P, Air Force Technical Manual Contract Requirements (TMCR)].

9. The applicable TOs for the items being tested are listed below (The latest revision when contract is awarded shall be used). The contractor shall provide a current DD Form 2345 and must comply with AFI61-204 (NOTICE TO ACCOMPANY THE DISSEMINATION OF EXPORT-CONTROLLED TECHNICAL DATA) and verify the DD Form 2345 through the Joint Certification Program http://www.dlis.dla.mil/JCP/.

6.0 SECURITY REQUIREMENTS

While performing work under this contract, the contractor shall comply with all applicable federal, state, local and the specific Air Force regulations regarding security.

The contractor shall comply with the U.S. Government, Department of Defense (DoD), Air Force, Air Force Materiel Command (AFMC), Air Force Global Strike Command (AFGSC), Hill AFB, and 309 MMXG Operation Security (OPSEC) Programs.

Contractor shall be responsible for safeguarding all equipment, information, and Government property provided to the contractor or generated during the program.

7.0 DATA

Everything the contractor develops exclusively with Government funds shall be delivered with unlimited rights. The Government’s future requirements include the ability to perform maintenance organically and inorganically on the SITT and associated software as well as update and modify the SITT and associated software including but not limited to the computer programing for the controls, data acquisition, and testing. The contractor shall develop and deliver to the Government all data and software to allow the Government to support and accomplish the current and future requirements.

The contractor shall submit an updated Calibration and Measurement Requirements Summary (CMRS) and Calibration Certificates for any updated or replacement test measurement equipment (TME) required when completing this program. IAW [CDRL A037, DI-QCIC-80278B, Calibration and Measurement Requirements Summary (CMRS)][CDRL A038, DI-QCIC-80798B, Calibration Certificate].

Update specific process specifications (e.g., work instructions, process procedures, contractor data manual, and other technical data used) as changes occur. [CDRL A043, TM-86-01P, Air Force Technical Manual Contract Requirements (TMCR)]. All illustrations and drawings shall be delivered IAW [CDRL A013, DI-SESS-81000E/T, Product Drawings/Models and Associated Lists]. The contractor shall adhere to the instructions contained in the CDRL.

8.0 SPECIAL REQUIREMENTS

There are no known environmental issues either regulatory or statutory associated with this program. Equipment may have federal, state, or local environmental regulatory issues associated with disposal. The new design will minimize the use of hazardous materials into the design as practical. A Programmatic Environmental Safety and Health Evaluation (PESHE) Plan shall be delivered IAW [CDRL A036, DI-ENVR-81840, Programmatic Environmental Safety and Occupational Health Evaluation (PESHE) Plan] no later than 90 days after award. Corrosion prevention and control shall meet requirements in MIL-STD-1568 Materials and Processes for Corrosion Prevention and Control in Aerospace Weapons Systems as well as follow guidelines detailed in Military Handbook (MIL-HDBK)-1250 Corrosion Prevention and Deterioration Control in Electronic Components and Assemblies. A Corrosion Prevention and Control Plan shall be delivered IAW [CDRL A009, DI-MFFP-81403A, Corrosion Prevention & Control Plan].

8.1 Familiarization

The contractor shall develop familiarization materials, operation, maintenance, and calibration manuals IAW [CDRL A042, DI-ILSS-80872, Training Materials]. The contractor shall allow for over-the-shoulder familiarization of the SITTs. Familiarization shall occur after installation of the first delivered SITT. Familiarization will be for 1 process engineer, 4 technicians, and 3 maintainers. Government expects familiarization to take 5 working days.

8.2 Site Plan

8.2.1 The contractor shall develop a site plan IAW [CDRL A010, DI-MGMT-80033A, Site Preparation Requirements and Installation Plan]. Site plan shall be approved prior to construction. Approval is expected to take 120 days. For all foundation changes, the contractor shall provide a design that must be stamped by a certified engineer and reviewed by 75 ABW/CE for approval prior to installation.

8.2.2 The contractor shall be responsible for any removal and off-base disposal of current facility foundation material and soil in support of the contractors design for the installation of the SITT. Current concrete thickness is 8 – 10 inches. Previous core samples for Bay G in Building 850 are included in Appendix G. Contractor shall verify thickness and weight limits upon award.

8.2.3 There are no known concerns with soil contamination. The government has never found anything under Building 850 during extensive excavation. If the contractor uncovers discolored or off-smelling soil, the contractor shall stop work notify the Contracting Officer (CO) and further instruction will be provided by the CO.

8.2.4 Access into the facility for equipment and construction shall be done through the roll-up doors that are already in place in the facility. The roll up door allows for standard size heavy equipment access and is 12 feet wide by 14 feet tall. Size shall be verified by contractor upon award.

8.2.5 If construction work requires a generator, the contractor shall account for ventilation of fumes.

All site work preparation shall be done more than 30 days prior to installation of the new SITTs.

9.0 GENERAL INFORMATION

9.1 Badging

9.1.1 The Contractor must meet the same security requirements as government employees for access to HAFB.

9.1.2 The Contractor shall complete and submit, to the COR or PM, the necessary forms to be issued a Base Access/Common Access Cards (CAC)/Defense Biometric Identification Systems (DBIDS) for each employee requiring access to Hill Air Force Base throughout the Period of Performance (PoP).

9.1.3 The Contractor shall complete and submit the necessary forms to the COR or PM for each employee who must have access to a controlled area at the installation.

9.1.4 The Contractor employees shall identify themselves by wearing a government-issued ID badge displayed above the waist at all times while on the Government installation. The identification shall clearly identify the individual as being a contractor employee.

9.1.5 During performance of the contract and at the termination or completion of the contract, the Contractor shall be responsible for prompt return of credentials for any employee who no longer requires access to the work site. Lost badges shall be reported to the Maintenance Group Security Officer within one working day of loss.

9.1.6 The Government, at the sole discretion of a government authority, may immediately remove from or denied access of any contractor employee to any government property, facility, and installation if that authority determines such action is necessary to protect or preserve government property, safety and security, or to maintain good order and discipline.

9.1.7 Contractor employees who have access to Hill AFB Government facilities, or critical information shall be trained annually on Operations Security (OPSEC), Antiterrorism and security education 90 days after initial assignment of the contract IAW AFI 10-245.

10.0 SAFETY REQUIREMENTS

10.1 System Safety Program Plan

The contractor shall provide a System Safety Program Plan (SSPP) IAW [CDRL A034, DI-SAFT-81626, System Safety Program Plan (SSPP)] that documents the system safety methodology for the identification, classification, and mitigation of safety hazards as part of the overall Systems Engineering process. The SSPP shall detail the tasks and activities that are required to implement a systematic approach of hazard analysis, risk assessment, and risk management. The SSPP shall be delivered no later than 90 days after award. (Reference MIL-STD-882E System Safety).

10.2 Safety Assessment Report

The contractor shall provide a Safety Assessment Report (SAR) IAW [CDRL A035, DI-SAFT-80102C, Safety Assessment Report (SAR)] to provide a comprehensive evaluation of the status of safety hazards and their associated risks prior to test or operation of a system, before the next contract phase, or at contract completion. The contractor shall perform and document an assessment to identify the status, at the time of the report, of safety hazards, associated risks, mitigation measures, and formal risk acceptance decisions. This documentation shall include hazards that were identified and eliminated, and specific procedural controls and precautions to be followed to mitigate the risks of hazards that could not be eliminated (Reference MIL-STD-882E System Safety, Task 301).

10.3 Software System Safety

The contractor shall perform a hazard analysis for the system that will ensure that software system safety engineering analysis tasks are performed through an assessment of the software’s contributions to system risk. The analysis shall consider the potential risk severity and the degree of control that software exercises over the hardware. (Reference MIL-STD-882E System Safety, Section 4 and Appendix B). Software Hazards, Software Criticality Index and Level of Rigor results shall be included in the SAR IAW [CDRL A035, DI-SAFT- 80102C, Safety Assessment Report (SAR)] (Reference MIL-STD-882E System Safety, Task 301).

10.4 Occupational Safety

The contractor shall provide a Safety Plan IAW Appendix C, Section II [CDRL A033, DI-MGMT-81911 (Safety Plan-Appendix C)] that documents the contractor’s understanding, and commitment to Occupational Safety standards and directives.

10.5 Failure Modes, Effects, and Criticality Analysis (FMECA) The FMECA determines the system responses to equipment failures, identifies any undetectable critical failures, and provides source data for fault isolation procedures. The contractor shall conduct a FMECA for the entire SITT system and all of its subsystems and components down to the lowest piece part. IAW [CDRL A039, DI-SESS-81495A, Failure Modes, Effects, and Criticality Analysis].
