Questions and Answers:

Pre-Proposal Conference FA8224-16-R-0026 Shock Isolator Test Tower (SITT)

Q1 – Difference between Leak test and Pressure Test?

A1- All Shock Isolator testing requirements are in the SITT TRD.

Q2- Pressure test are there sensors?

A2- Anything required for testing and data capture/acquisition shall be part of the tower design.

Q3- How much up time?

A3 – The SITT TRD states Availability/Reliability in paragraph 3.2.3. Additionally, the production shop runs on a 9 hour shift with the possibility of adding a swing shift for an additional 9 hours a day.

Q4 – Are all valves, regulators part of the design?

A4- Anything required for testing and data capture/acquisition shall be part of the tower design.

Q5- What is the through put for the stand, is it 8 hours per stand?

A5- Purchase Specification addresses throughput in paragraph 3.10. The SITT shall be able to support a work load of testing any one SI per one 8 hour work shift. This means that each SITT shall be able to support this level of testing.

Q6- What is the concrete floor thickness?

A6 – Purchase Specification paragraph 3.7.2. The contractor shall be responsible for any removal and off-base disposal of current facility foundation material in support of the contractors design for the SITT and soil for the installation of the towers. Current concrete thickness is 8 – 10 inches. Previous core samples for Bay G in Building 850 are included in Appendix G. Contractor shall verify thickness and weight limits upon award as applicable.

Q7- Can you provide example test results?

A7 – Yes, gov’t will provide MMS Damping, MMS Spring Rate, and LCC Drop Test. Please see FBO, thanks.

Q8 – During the drop test are you basically releasing the hydraulics?

A8 – This question specifically addresses the old tower. The new towers will need to meet the requirements the government has provided. The current tower allows for the hydraulic support to be removed and a knee joint to be kicked out from under the weight.

Q9 – Explain Fixtures?

A9 – Purchase Specification paragraph 3.1 refers to the Shock Isolator handling carts. The SITT shall be designed such that shock isolators (SIs) can be loaded into the tower from their handling carts without using external handling equipment. The carts shall be rolled into the SITT at floor level. The handling cart is 49 inches tall, 54 inches long and 40 inches wide. The carts allow for the SIs to be rotated horizontally and vertically.

Q10 – Explain the acceptance and where will most of it take place, will the gov’t provide anything else (i.e silicon) besides the shocks, and where will the final verification take place?

A10 – SOW paragraphs 5.2 and 5.6 both define testing and expectations. PS paragraphs 3.5 and 3.6 state what will be already located at the government facility. The silicone fluid line and pump will be in the facility and will allow the technicians to attach the Shock Isolators to them in order for pressurization. Anything required for testing and data capture/acquisition shall be part of the tower design.

Q11 – Can Gov’t provide picture of tower?

A11 – Yes.

Q12 – Is there any specification for the kick and fall?

A12 – This is an old tower design question. The new tower needs to meet the requirements in the provided documents. The kick and fall may not be part of the new design.

Q13 – Do the drawing show or provide any lift point, specifically what is the heaviest point?

A13 –Drawings of the Shock Isolators provide there weights.

Q14 – All the fitting on the shock are they a part of the stand and do they need to be incorporated in the proposal?

A14 – The Shock Isolators (SIs) will be in the configuration shown on the drawings. Anything additional to connect the SIs to the tower and for testing shall be provided by the contractor.

Q15 – Will gov’t test fixture be available for GFP?

A15 – PS paragraph 4.0. One of each SI will be made available for QTP and ATP.

Q16 – Will concrete truck be allowed to drive into Bldg 850?

A16- Yes. PS paragraph 3.8.
